NAXA is pleased to announce a new consultancy services to support the commercialization of an innovative AI-assisted disaster damage assessment solution being developed in collaboration with international partners, including EPFL and VITA Lab, with support from the EssentialTech Centre at EPFL.
We are seeking an experienced consultant or consulting firm to conduct a market assessment, willingness-to-pay analysis, and develop a commercialization and pricing strategy for this emerging technology.

Project Background
NAXA, in collaboration with international research partners including EPFL and VITA Lab, and with support from the EssentialTech Centre at EPFL, is developing an AI-assisted solution for the rapid identification and assessment of disaster-induced building damage. The solution is currently at the prototype development stage. Following successful validation, it will be integrated into DASTAA-NAXA's digital platform for climate risk assessment, anticipatory action, loss and damage analysis, and climate adaptation planning. While technical development is progressing well, the long-term sustainability and commercial viability of the solution require a robust understanding of the market. This includes identifying potential customer segments, assessing existing damage-assessment practices, understanding institutional spending patterns, defining minimum viable product expectations, evaluating willingness and ability to pay, analysing competing solutions, exploring preferred service delivery models, and recommending viable pricing strategies.
NAXA therefore seeks an experienced consultant or consulting firm to conduct a comprehensive market assessment and develop a commercialisation and pricing strategy for this AI-assisted damage assessment solution.
Objective
The overall objective of the assignment is to assess the market potential, customer demand, willingness to pay, and suitable pricing strategy for the AI-assisted damage and loss assessment solution and provide practical recommendations for its commercialisation. The assignment may consider the relationship between the proposed solution and DASTAA where relevant. However, the primary focus will remain on the AI-assisted damage and loss assessment solution.
Scope of Work
The consultant will undertake the following activities. The final stakeholder list, consultation sample, and research tools will be agreed upon with NAXA during the inception phase.
- Review of the Proposed Solution: Review available documents, product concepts, proposed functionalities, use cases, prototype information, and plans. Consult NAXA’s GeoAI focal person, project lead, and DASTAA team to understand intended users, expected outputs, technical capabilities and possible service-delivery arrangements.
- Review of Current Assessment Practices: Document how post-disaster damage and loss assessments are currently planned, financed, conducted, verified, and reported in Nepal. Identify responsible institutions, methodologies, technologies, data requirements, timelines, coordination arrangements, reporting practices, and major operational, technical, and financial challenges.
- Stakeholder and Customer Mapping: Identify and categorise potential users, buyers, budget holders, decision-makers, implementation partners, and financing partners. Cover government agencies, humanitarian organisations, development partners, insurers, infrastructure operators, consulting firms, technology providers, research institutions, and other organisations involved in damage and loss assessment.
- Stakeholder Consultations and Data Collection: Design and conduct structured interviews, surveys, or consultations with agreed stakeholder groups. Collect information on assessment practices, institutional needs, budgets, operational challenges, required features, expected accuracy, preferred delivery models, willingness to pay, and factors influencing adoption and purchasing decisions.
- Assessment of Current Expenditure: Estimate current institutional expenditure on damage, loss, and needs assessments. Consider staff time, field deployment, transportation, data collection, drone surveys, satellite imagery, consulting services, data processing, verification, reporting, and coordination. Clearly document all data sources, assumptions, calculations, and limitations.
- Willingness-to-Pay Analysis: Assess whether potential customers are willing and able to pay for the proposed solution. Examine acceptable price ranges, preferred payment arrangements, purchasing authority, procurement procedures, frequency of use, accuracy expectations, support requirements, customisation needs, data-security concerns, and barriers to institutional adoption.
- Minimum Product and Service Requirements: Identify and prioritise expected functionalities, including damage classification, building-level analysis, data processing, maps, reports, confidence indicators, field verification, system integration, data ownership, security, customisation, support, and export options. Distinguish essential market-entry requirements from desirable future enhancements.
- Market and Competitor Analysis: Identify relevant local, regional, and international solutions related to AI-assisted damage detection, drone and satellite assessment, geospatial analytics, and loss and damage analysis. Review their customers, features, technologies, geographic coverage, pricing approaches, delivery models, strengths, limitations, and market adoption.
- Assessment of Alternative Services: Review conventional field assessments, engineering consultancies, drone-service providers, satellite-analysis services, and other alternatives currently used by institutions. Compare their costs, timelines, geographic coverage, accuracy, operational requirements, and limitations with the proposed AI-assisted damage and loss assessment solution.
- Customer Segmentation: Identify and prioritise customer segments based on need, purchasing authority, available budgets, frequency of assessments, procurement feasibility, and likelihood of adoption. Potential segments may include government agencies, humanitarian organisations, development partners, insurers, infrastructure operators, engineering firms, and recovery-financing institutions.
- Value Proposition Development: Define a clear value proposition for each priority customer segment. Explain how the solution may reduce assessment time and cost, improve coverage and consistency, support evidence-based decision-making and resource allocation, enhance reporting, and complement required field verification and technical assessment.
- Service and Pricing Packages: Develop practical service packages for pilot users, government institutions, humanitarian organisations, development partners, and commercial customers. Each package should specify included services, outputs, limitations, technical support, customisation options, pricing basis, discount principles, and circumstances requiring additional charges.
- Market-Entry and Commercialisation Recommendations: Recommend priority customers, potential early adopters, engagement channels, partnerships, procurement opportunities, and approaches for converting pilots into paid services. Prepare a focused 12- to 24-month market-entry roadmap without developing a broader organisational business plan for DASTAA.

Note: The consultant shall provide a validated list of interviewees, along with the original interview records (audio recordings, transcripts, or completed interview notes, as applicable), to enable verification and ensure the accuracy and credibility of the information incorporated into the final document.
Duration of the Assignment
The assignment will be completed within 75 days from the date of contract signing.
Working Modality
The consultant will work closely with NAXA’s GeoAI project team, the DASTAA business-development lead, and relevant technical and management personnel. NAXA will provide available background documents, product information, prototype demonstrations where available, and reasonable support in identifying and contacting priority stakeholders. The consultant will be responsible for planning and conducting consultations, analysing findings, developing pricing recommendations, preparing the agreed deliverables, and presenting the results.
Required Qualifications and Experience
The consultant or consulting firm should have:
- A degree in business administration, economics, finance, marketing, innovation, entrepreneurship, technology management, development studies, or a related field;
- At least five years of relevant professional experience in market research, pricing strategy, customer research, business modelling, commercialisation, innovation consulting, or technology-market assessment;
- Demonstrated experience conducting willingness-to-pay studies, customer-discovery research, or market assessments;
- Demonstrated strong network and professional relationships with relevant stakeholders, government agencies, development partners, and organisations engaged in disaster management and climate resilience;
- Experience working with technology products or technology-enabled services;
- Understanding of government, humanitarian, development, disaster-management, or climate-resilience sectors;
- Strong consultation, analytical, report-writing, and presentation skills; and
- Proficiency in Excel or similar data-analysis and financial-modelling tools.
Proposal Submission Requirements
Interested consultants or consulting firms should submit:
- A technical proposal of no more than five pages explaining their understanding of the assignment, proposed methodology, consultation approach, and work plan;
- Relevant experience and examples of similar assignments;
- Curriculum vitae of the consultant or proposed team members;
- A financial proposal with a clear cost breakdown; and
- Contact details of at least two professional references.
