Introduction

People in Need (PIN) is a non-governmental, non-profit, international organization founded in the Czech Republic in 1992. PIN arrived in Nepal as part of a humanitarian response to the April 25, 2015 earthquake. Since its inception in Nepal, PIN has had a strong role in designing and facilitating systemic solutions advocating for and addressing the needs of vulnerable populations affected by disasters including person categories who live in geographically remote areas of the country, historically marginalized ethnic groups, and those marginalized because of their age and/or gender identity. Currently, PIN Nepal is implementing programmes under three strategic pillars.

·         Emergency response and recovery

·         Climate resilience, and

·         Civil society and inclusive governance

PIN Nepal team works in and promotes strong partnerships with civil society, Government of Nepal, academia, private sector and other key stakeholders in Nepal. Together with them, PIN Nepal has become one of the pioneer organizations advancing programmes such as landslide disaster preparedness and early action, climate and flood resilient housing, durable local solutions, climate change modelling for more inclusive and efficient local decision-making, girls and inclusive education, waste management and circular economy approaches. PIN is strongly committed for safeguarding of children and vulnerable adults, including persons with disabilities, in line with its safeguarding framework and child protection policy.

Under the Climate Resilience Pillar, PIN is implementing Pratibaddha and RAIN projects across several districts in Sudurpaschim, Karnali, Lumbini, Madhesh, and Bagmati provinces, supporting early warning systems, early action, community preparedness, and climate-resilient local decision-making.

Objective of the Assignment

PIN seeks to engage an individual artist or a firm to design visually engaging sketches and mural concepts that raise community awareness on disaster preparedness and risk reduction. The artworks should effectively communicate messages related to:

·         Early Warning Systems (EWS)

·         Forecast-Based Action (FbA)

·         Weather information and communication channels

·         Preparedness and mitigation actions for floods, heatwaves, coldwaves, landslides and earthquakes

These artworks will later be painted or displayed in public spaces such as schools, health posts, local government offices, markets, and community buildings as well as used for printing, social media content creation or any digital purposes.

Specific Objectives

  • Create eight (8) visually appealing, context-appropriate set of sketches or mural concepts reflecting key Disaster Risk Reduction (DRR) messages or tells a story.

  • Illustrate the flow and importance of Early Warning Systems and timely community response.

  • Represent the value of weather forecasts in decision-making and preparedness.

  • Highlight practical preparedness and early action measures for hazards.

  • Ensure the designs are inclusive, easy to understand, and culturally relevant for diverse literacy levels.

Scope of Work

The consultant/firm will:

  1. Review key project materials related to DRR, FbA, and EWS.

  2. Consult with the PIN program team to understand target messages and audiences.

  3. Develop initial sketches/digital draft concepts.

  4. Present drafts for review, incorporate feedback, and refine.

  5. Submit finalized, high-resolution artwork suitable for painting, printing, and digital use in png, tiff and pdf formats.

  6. Painting of finalized sketches, artworks, and murals at strategic locations within PIN’s operational areas.

Key Deliverables:

The consultant or firm is expected to deliver the following:

·         Inception Report Understanding of assignment, methodology, and work plan with timeline.

·         Draft sketches or mural art concepts Initial sketches of eight (8) DRR themes for review.

·         Feedback session Presentation and discussion with project team refining designs.

·         Final Designs Approved, high-resolution, ready-to-use artwork files.

·         Brief documentation notes Brief explanation of message and intended use of each artwork.

·         Editable and printable files All final artwork files in editable and printable formats.

·         Implementation of Artworks in the Painting of finalized artworks, sketches, and murals

Experience and Qualifications

The consultant or firm should possess the following qualifications and experience:

·         Minimum 5 years’ experience in illustration, visual arts, or mural design.

·         Prior experience producing awareness or educational graphics preferred.

·         Understanding of DRR concepts is an advantage.

·         Proven ability to create simple, meaningful visuals for diverse audiences.

·         Experience with public art installations or community-focused artworks.

·         Strong communication and collaborative working skills.

Timeline

The assignment is expected to be completed between December 15 to Jan 31, 2025. The detailed timeline will be finalized in consultation with the PIN team.

Methodology

The consultant or firm is expected to follow a participatory and iterative approach to ensure that the artworks are effective, contextually relevant, and culturally appropriate. The suggested methodology includes:

·         Desk Review: Review project and DRR-related materials, including FbA and EWS references, and assess existing awareness visuals.

·         Consultation: Meet with the PIN and partners team to confirm key messages, audiences, cultural considerations, and mural locations.

·         Concept Development: Produce initial sketches/digital mock-ups that clearly convey DRR messages, providing multiple design options.

·         Feedback & Revision: Present drafts for review and refine designs based on feedback to ensure clarity and community relevance.

·         Finalization: Submit final, high-resolution artwork files with brief explanatory notes for installation and use.

·         Handover: Validate outputs with the PIN team and provide all editable and print-ready files for dissemination.

Facilitation

People in Need (PIN) will support the consultant by coordinating communication with relevant project team, stakeholders and local government representatives as per need. PIN will also provide necessary project information, reference materials, and guidance throughout the process to ensure alignment with project objectives and community contexts.

Logistic

If a field visit is required for contextual understanding, PIN will cover transportation, accommodation, and food allowances during the approved fieldwork period. Costs for regular meetings, consultant allowances, or any travel outside the agreed field visits will not be covered by PIN.

Financial and Payment Terms

PIN will provide the consultancy fees in two installments, the first installment (30%) will be provided immediately after the signature of the agreement and the submission of draft sketch, the second installment (70%) will be provided after the submission of the final sketch as mentioned above in deliverable section. As per GON policy, tax shall be deducted from the contractual amount. PIN will provide the logistics arrangements as per its policy (i.e. transportation, accommodation, per diems, etc.)

The applications should submit the following documents in hard copy:

   Profile of the institution with CVs of key Personnel or your CV incase of individual.

   Technical proposal with proven experience, key deliverables, plan of action, and timeline.

   Financial proposal budget breakdown

   A copy of the Company Registration certificate (where applicable)

   A copy of VAT certificate and/or PAN details (obligatory)

   A copy of tax clearance for the last fiscal year (where applicable)
