A. Introduction

Visible Impact is a young women-led not-for-profit company that aims to create a ‘visible impact’ in the lives of youth, adolescent girls and women as well as their immediate families and communities with a focus on leadership development, advocacy and realization of their sexual and reproductive health and rights (SRHR). Established ten years ago in 2015, Visible Impact has been able to reach over 65,000 adolescents and youth directly. Under its Youth for Access to Abortion for Youth (YAAY) project, Visible Impact has been working through a multifaceted approach by unleashing young people as champions of safe abortion, train health service providers as well as mobilize media professionals and content creators to challenge the existing stigmas around the issue.

This video production is being developed in close collaboration with Ipas Nepal, a key partner with long-standing expertise in sexual and reproductive health and rights. Since its inception in 1973, Ipas has been working to improve reproductive health around the world. In all these years, Ipas has been expanding access to safe abortion and contraception and protecting individuals’ right to bodily autonomy and reproductive health decisions. In the context of Nepal, Ipas Nepal, has been providing ongoing technical support to the Ministry of Health and Population (MoHP), the Ministry of Women Children and Senior Citizens, the Department of Health Services (DoHS) and different divisions, centers, and organizations at the Federal level while working closely with the Province and Local Government authorities, helping to initiate and expand reproductive justice including with regards to Safe Abortion Services (SAS) across the country.

As part of this joint collaboration, an animated video will be developed to address the existing information gap on safe abortion in the Nepali language, tailored to the national context and provisions.

B. Objective

The main objective of this assignment is to increase understanding of safe abortion legality and safe abortion pathways among the general public.

C. Scope of Work and Responsibilities

  • The consultant/firm is expected to complete the following requirements:
  • Participate in an onboarding meeting and attend other coordination meetings as necessary.
  • Maintain close coordination with the Visible Impact program team and the Ipas Nepal program and communications team throughout the assignment.
  • Develop a storyboard for initial visual planning and discussion of ideas.
  • Ensure the tone of the video is empathetic, non-judgmental, rights-based, and suitable for diverse audiences.
  • Use 2D animation to visualize narrative-based content that is inclusive, accurate, and accessible.
  • Include infographics or animated elements to simplify complex ideas in a visually engaging manner.
  • Develop a high-quality, engaging, and informative animated video of approximately five minutes in duration in the Nepali language.
  • Include narration, voiceover, and subtitles in Nepali, along with optional background music and designated space for Nepali Sign Language interpretation, if needed.
  • Ensure that the video aligns with the branding and communication guidelines of Visible Impact and Ipas Nepal.
  • Produce one compressed version of the final video optimized for social media dissemination.
  • Manage all related technical aspects independently, including animation, editing, audio mixing, subtitling, and file formatting, once conceptual guidance and content are provided.
  • Submit all project files, including editable files, final videos (standard and compressed versions), raw assets, and other materials upon completion of the assignment.

D. Key Deliverables

The consultant/firm will be responsible for the following key deliverables:

  • Storyboard presenting a visual representation of the basic detailing of scenes in the video.
  • First draft of the video developed using 2D animation with voiceover shared in an editable format for review.
  • Editable final draft of the video with voiceover prepared after incorporation of feedback and comments from Visible Impact and Ipas Nepal, shared in an editable format.
  • The final animated video should be delivered in MP4 format, with a Full HD resolution of 1920x1080 pixels, a maximum length of five minutes, and a 16:9 aspect ratio suitable for digital and community-level dissemination.
  • Raw footage and animation files must be submitted after the completion of the project.
  • Final Consultant Report documenting the process, challenges, lessons learnt, and recommendations from the project.

E. Required Qualifications

The consultant/firm should have the following qualifications:

  • Proven experience in animated video making, especially around SRHR, gender, and social justice
  • Strong visual storytelling skills and cultural sensitivity
  • Ability to deliver high-quality work within tight timeframes
  • Experience with sound mixing, subtitling, and editing tools
  • Excellent diction in Nepali is preferred

The tentative timeline for the assignment is outlined below. A detailed timeline will be finalized and shared during the onboarding meeting in consultation with both partners.

G. Key Proposal Requirements

The key proposal requirement should comprise the following:

  • A technical proposal outlining an overview of the consultant/firm, qualifications and experience in similar projects, understanding of the assignment, a summary of the approach and methodology, and risk management
  • A financial proposal outlining the cost breakdown (inclusive of all direct and indirect costs, including but not limited to video development, equipment hiring, travel expense, communication, etc.)
  • Samples of work of similar nature (priority will be given to previous work in the field of SRHR)
  • PAN/VAT certificate
  • Company Profile
  • Company Registration Certificate
  • Updated Tax Documents

H. Application Review and Scoring

Visible Impact and its partner believe in transparent systems for application review and scoring and will thus follow strict criteria for evaluation of applications. The review will focus on:

1) Review of Technical Proposal - 60% Scoring

  • Quality and Clarity of the proposed approach and methodology.
  • Relevant Experience in animation, advocacy, and SRHR-related projects, especially within the Nepali context.
  • Creativity and the ability to effectively communicate sensitive topics such as safe abortion in an empathetic, inclusive, and culturally sensitive manner.

2) Review of Financial Proposal - 40% Scoring

Based on appropriateness and justification of the cost breakdown and value for money.
