TITLE: Commodity Data Officer (CDO)

PROJECT: Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) Nepal 

General Summary and Background

The purpose of the Global Health Supply Chain (GHSC) – Procurement and Supply Management (PSM) project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and Population and Reproductive Health. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain. 

At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:

  • Global Commodity Procurement and Logistics
  • Systems Strengthening Technical Assistance
  • Global Collaboration to Improve Long-Term Availability of Health Commodities

Principal Duties and Responsibilities (Essential Functions)

Under the guidance of the Quantification Analyst and M&E Director, the CDO will undertake regular commodity data collection and eLMIS data analysis to support commodity security, FASP, M&E activities.Measure operational efficiency of supply chain and feed outcomes of analysis to MIS, HSS, GA/HRCD team for further actions to improve supply chain performance. This position requires an understanding of supply chain implementation, oversight, problem solving, data management, and coordination. The key responsibilities include but not limited to:

  • Undertakes regular commodity data collection and analysis to support commodity security, FASP and M&E activities. Conducts data quality analysis and assists with quality issue resolution. Prepares routine and ad hoc analysis and reports according to agreed report specifications including collecting and collating data to support root cause analysis.
  • As directed by supervisor, collects and prepares data analysis to support work planning activities and decision making.
  • Ensure routine data collection and analysis to support M&E reporting and other cyclical reports is completed and presented according to agreed schedules.
  • Undertake preparation of ad hoc data reports and analysis as required by supervisor.
  • Supports preparation of M&E indicators for the M&E Director
  • Coordinate with agreed providers of data including FSO team, Province, District and LLG stakeholder to ensure on time reporting and to provide feedback on data quality issues and reporting delays.
  • Manage routine data, including data cleaning to ensure completeness and quality and maintain records of data held within a systematic framework. Likewise ensure the systematic and documented storage of all reports and analyses completed.
  • Maintain other records as required by the project.
  • Work collaboratively with other team members to maintain high standards of internal communications and professional working standards. Work closely with the HSS team, the M&E Director and with the MIS Data Officer to ensure timely and efficient overall data analysis and reporting.
  • Ensure the project is presented in a professional light in all interactions with external audiences and stakeholders.
  • Prepare timely analytical reports on agreed commodity security, stock and process performance as required by the CMEL report. Contribute to the investigations and preparation of root cause analyses required to support M&E indicator reporting.
  • Collect required data in a timely manner and conduct data quality checks to ensure reliability of information reported.
  • Coordinate with stakeholders and project management to obtain missing data and resolve data quality issues.
  • Prepare reports and analysis on a routine and ad hoc basis as required by the work plan and project needs. These will include, but are not limited to; reporting rates, data quality assessment, stock availability, stockout, near expiry and expired.
  • Working with M&E Director, prepare data reports and assist in the preparation of data feedback to Field Support Officers and the PSM project team.
  • Other tasks as assigned.

Job Qualifications

  • Advanced degree in statistics, information system or public health, 
  • Minimum 4 years’ experience in data analysis preferably supply chain data analysis, oversight and monitoring (preferably health commodities)
  • Working knowledge of R, SPSS, NOSQL, PowerBI will be added advantage
  • Strong analytical skills to work with large amounts of data: facts, figures, and numbers
  • Ability to present findings or translate the data into an understandable document
  • Able to take direction and collaborate with other project teams and stakeholders
  • A general understanding of the Nepal federal structure
  • Proficient writing skills and presentation skills;excellent interpersonal, written and oral communication skills in English and Nepali languages and proven public relations skills
  • Excellent Microsoft Office skills

Supervision

  • The CDO will report to directly the Quantification and Stock Analyst.

Working Conditions/Duration of Assignment

This is an annually contracted position based in Kathmandu, Nepal with an immediate start date.
