Call for Proposals: Broadcasting Public Service Announcements and Youth-Led Radio Programs on CEFM and Climate Change Adaptation

Preservation of Environment and Social Welfare Association Nepal (PESWAN), Kanchanpur, invites sealed proposals from eligible and experienced FM Radio Stations for the assignment of “Production and Broadcasting of Radio Jingles and Youth-Led Podcast Program on Child, Early and Forced Marriage (CEFM) and Climate Change Adaptation (CCA) under the project Resilient Future: Ending Child Marriage in Nepal, supported by Plan International Nepal and DFAT/ANCP.

Objective of the Assignment

To design, produce, and broadcast youth-led radio programs, jingles, and public service announcements to raise awareness on CEFM and CCA, amplify youth voices, and promote positive behavioral change in communities.

Scope of Work (Key Highlights)

• Production and broadcasting of radio jingles and youth-led programs 
• Conducting interactive radio sessions, interviews, and storytelling 
• Ensuring wide audience reach through prime-time broadcasting 
• Documentation and reporting of all broadcasted content(CEFM, CC, Child Labors, Drug abuse, GESI,  Girls Traffic etc)

Eligibility Criteria

Interested FM stations must meet the following requirements:

• Wide transmission coverage in Kanchanpur district 
• Proven experience in broadcasting social awareness programs 
• Strong audience engagement and active social media presence (Facebook page, YouTube, etc)
• Adequate technical capacity (studio, equipment, skilled personnel) 
• Willingness to collaborate with youth and community stakeholders 

Duration of Assignment

Up to 30 June 2027 (with possibility of extension based on performance).

Submission Requirements

Interested bidders must submit:

• Organizational profile with all the legal documents.
• Coverage area and audience reach details 
• Evidence of social media engagement 
• Relevant experience documents 
• A sealed quotation containing inside sealed envelopes of technical and financial proposal separately. 

Submission Procedure

• Submit hard copy proposals in a sealed envelope with two separate sealed envelopes (containing Technical Proposal and Financial Proposal) inside with authorized signature or stamp in each page.
• Clearly mention the assignment title on the envelope 
• Submit to PESWAN Head Office (Bhimdatta MP- 18, Mahendranagar, Kanchanpur) 

Important: Inclusion of financial proposal within the technical proposal will lead to automatic disqualification.

Evaluation Criteria:

• Technical Evaluation: 70% 
• Financial Evaluation: 30% 

Only bidders scoring at least 50% in technical evaluation will qualify for financial evaluation.

Deadline of Submission: 27th Oct 2026 (within 5:00 PM)
