POSITION TITLE: Accountant cum Monitoring and Evaluation Associate (AMEA) (S6/P1)

LOCATION: Cluster Offices (Surkhet, Kapilvastu, Dang, Kailali, Dadeldhura, Kathmandu & Banke)

REPORTS TO: Cluster Business Manager 

BACKGROUND:

The Knowledge-based Integrated Sustainable Agriculture in Nepal (KISAN) II Project is a USAID funded five-year second phase of the USAID Feed the Future (FTF) initiative in Nepal. The aim of KISAN II is to increase resilience,inclusiveness, and sustainability of income growth in the FTF zone of influence. The US$ 32.70 million project is implemented by Winrock International in collaboration with five other Nepali and US based organizations: Center for Environmental and Agricultural Policy, Research, Extension and Development (CEAPRED), Development Project Service Center (DEPROSC), Digital Green, Siddhartha Inc, and Overseas Strategic Consulting (OSC).  

KISAN II aims to work with private sector firms, input suppliers, Millers, and private sector change agents etc.; whoever are playing a catalyst role in agriculture productivity, competitive market systems, a stronger enabling environment to agriculture sector business growth and literacy skills. KISAN II will work in the 20 districts in the West, Mid-West and Far-West Regions (FTF Zone of Influence I), and four earthquake -affected districts in the Central Region (FTF Zone of Influence 2).

POSITION DESCRIPTION 

This position requires works related to administrative, financial, monitoring and evaluation,database, logistic management of the cluster office. S/he will work under the overall supervision of Cluster Business Manager and direct functional supervision of Finance Manager/WI and in close co-ordination with the Finance Officer/WI Regional Office ensuring USAID compliance and WI rules and regulations. On issues related with Monitoring, Evaluation and Learning (MEL), S/he will report to Cluster Monitoring and Evaluation Officer (M&E Officer). S/he is expected to have knowledge of relevant Nepalese laws and regulations.

ESSENTIAL RESPONSIBILITIES:

Accounting and Reporting

  • Process all payments in accordance with WI procedures.
  • Prepare all vouchers as per double entry system after reviewing the transactions and enter all transactions into the Quick Book System.
  • Ensure routine disbursement such as rent, utilities, supplies, electricity, telephones, internet, and any others.
  • Monthly reconcile the bank with project accounts. 
  • Review advances aging and arrange timely settlement.
  • Submit monthly financial reports, bank reconciliation and Advance & Liabilities to KISAN II central office. 
  • Prepare monthly wire request and submit to KISAN II central office for disbursement.
  • Provide support to private sector organization to set up general accounting system, if needed.

M&E Data Entry and related jobs

  • Ensure that the M&E online system requirements are met on timely basis and guide data collection, and manage both hardcopy and softcopy of the collected data.  Confirm outliers and regularly check data quality updating result display activities.
  • Receive Project participants Enrollment form, Training form, Activity Completion form, Organization Form and other data forms from grantees, business organizations, groups, and other service providers. 
  • Enter the data into online system like DevResult and other system as per required. 
  • Record/Register documents (in and out) of M&E section.
  • Ensure proper documentation of all forms and files (Cluster/Palika/partner wise) and maintain the filing system of hardcopies as per M&E requirement.
  • Follow-up/communicate with cluster/palika/partner team on any data/documentation irregularities and inaccuracies. 
  • Follow-up with Cluster/palika/partner team for timely delivery of hardcopies and ensure they are complete and free of issues.
  • Use GPS to collect coordinates and follow data entry protocol in the field. 
  • Assist in coordinating and managing surveys such as baseline, panel and impact studies. Check sample survey hardcopies for inaccuracy and review data for errors in online system as guided by the supervisor.
  • Participate in Routine Data Quality Assessment and implement recommended suggestions for data quality improvement.   
  • Support in logistic activities when required.
  • Participate in providing feedback to other M&E associates and M&E officer for improvement of data management system. 
  • Other M&E related work assigned by M&E team.

Logistics and Others

  • Follow WI procurement procedures for all purchases. 
  • Ensure the maintenance of log books for four-wheeler, motorbike, telephone,
  • assets maintenance and generator on monthly basis.
  • Prepare and update Inventory records regularly and conduct physical verification of all expendable and non-expandable items as instructed by KISAN central office. 
  • Arrange venues, rooms, location, site and other essential materials to organize workshops, seminar and trainings etc.
  • Responsible for safeguarding fixed assets and valuable materials and update its record.
  • Perform other duties as assigned by Regional Director and Finance Manager/WI.

QUALIFICATIONS AND REQURIEMENTS:

Education:

  • Intermediate/+2 – with 5 + similar experience
  • Bachelors (preferred) – with 3 + similar experience

Experience: The ideal candidate will have the following experience:

  • Experience on working in admin and finance area
  • Prior work experience on USAID funded projects will be an added value.
  • Must have a working knowledge and skill in computer operation (MS word, MS Excel, Power point etc.), particularly in MS Excel.
  • Knowledge of accounting software, experience on Quick Books will be added value.
  • Ability to work under time pressure and willing to travel in the field as per need (Two wheeler license holder will be preferred).
  • Ability to work under cross cultural environment by using combination of skill and experience.
  • Strong team coordination, listening and consensus building skills.

Other: Proficient in written/spoken English and Nepali languages.
