VACANCY ANNOUNCEMENT

RTI International, the International Education Division is currently accepting applications for Sr. Administrative Assistant a  to support the Early Grade Reading Program (EGRP) , a USAID-funded five-year program to improve early grade reading in Nepal. These are full-time positions. The 5-year program will work closely with and support the Government of Nepal’s design and initial implementation of a national education model that standardizes early grade reading in public schools.  These positions is based in Kathmandu with expected travel to target districts across Nepal.

The Sr. Administrative Assistant (one position only) -will provide procurement and logistical support to ensure the smooth efficient, and effective operations. S/he will work under the direct supervision of the Senior Procurement and Logistics Specialist.

Essential Duties:

PROCUREMENT RELATED TASKS:

  • Assist Senior Procurement and Logistics Specialist in managing procurement planning and activities, ensuring compliance with RTI and USAID procurement policies to established procedures.
  • Assist Senior Procurement and Logistics Specialist in procurement process from solicitation/announcement distribution through proposal/quote review and processing agreements with selected vendors as well as review of payment requests and invoices to ensure contract/performance compliance.
  • Assist Senior Procurement and Logistics Specialist to manage the procurement review process by following RTI review mechanism, assist in establishing award criteria, ensuring completion of review documents, and record recommendation of award from selection committee.
  • Assist in preparation and distribute solicitations for goods and services as required to ensure adequate competition, or alternatively assist program staff to prepare sole source justification when competition is not viable.
  • Ensure timely preparation of work scopes and specifications as well as delivery and performance requirements for each procurement requirement from the technical point person.
  • Notify both successful and unsuccessful offers and respond to any inquiries resulting from them
  • Initiate contract process with the successful vendors and consultants.
  • Ensure procurement records and agreement files are properly maintained.
  • Ensure timely submission of deliverables from partners/vendors and follow up as needed.
  • Ensure deliverable documents are in compliance with Scope of Work before processing for payment.

LOGISTICS RELATED TASKS:

  • Maintain the inventory system of non-expendable and supplies according to RTI procedures including office supplies and equipment (computers, photocopiers and telephones) ensuring accurate inventory record.
  • Ensure stock control and safeguard of fixed assets by supervising periodic physical counts of fixed assets and ensuring asset integrity.
  • Keep track of office inventory for donor reporting.

REQUIRED SKILLS AND QUALIFICATIONS:

  • Bachelor’s Degree and 3 year of experience or equivalent combination of education and experience. Uses ability as a skilled specialist in accordance with organization policies and procedures to complete complex tasks in creative and effective ways. Works on assignments that are complex in nature where considerable judgment and initiative are required in resolving problems and making recommendations. May provide guidance to other support personnel.
