Organizational context (where the job is located in the Organization)

Following the earthquakes of 25thApril and 12thMay 2015, the Belgian Red Cross-Flanders (BRC-Fl), working under the legal framework of the International Federation of the Red Cross and Red Crescent Societies (IFRC), has been supporting the Nepal Red Cross Society (NRCS) in planning, implementation and monitoring of the integrated Recovery Programme comprised of 4+1 projects i.e. health, shelter, livelihood, WASH and Organizational Development, in Gorkha, one of the 14 most affected district.

The incumbent specialized in livelihood project is responsible for all the relevant technical matters so that the NRCS will successfully implement and manage the BRC-Fl funded Integrated Recovery Programme in the target area of Gorkha.

The incumbent is primarily based in BRC-Fl Country Office in Kathmandu but extensive field work (at least 60%) in the 9 target VDCs in Gorkha district is also required.

 Job purpose

Under the guidance and supervision of the BRC-Fl Country Delegate and the German RC Programme Delegate, the Senior Livelihood Project Officer will manage and provide technical inputs on the Livelihood Project in the target area. In addition, he/she will play a coordination role so that NRCS can successfully achieve the objective of the Project in the Recovery Programme.

The incumbent is also considered as an integral part of the support system of NRCS both in the assigned sector as well as the overall capacity building of the organisation.As such, the incumbent is expected to work closely and cooperatively with NRCS when called upon to support.

 Job duties and responsibilities

The following are the key responsibilities of the incumbent:

vUnder the supervision of the BRC-Fl Country Delegate and the German RC programme delegate, the Senior Livelihood Project Officer will work closely with the NRCS Livelihood focal points at HQ and district chapter, and contribute to the achievement of the Livelihood Project objective and the overall implementation in the target area by supporting NRCS:

  • To develop and implement need-based livelihood activities.
  • To provide project management capacity to the Livelihood program at District level.
  • To ensure effective implementation, monitoring and evaluation of livelihoods activities in line with approved plans and budget.
  • To provide inputs in the development of systems, procedures, tools, associated methodologies for the implementation of livelihood activities.
  • To identify and practice new livelihood opportunities.
  •  To identify community and government resources and seek to integrate the livelihoods program with existing structures and capacities.
  • To develop materials such as presentations, training materials.
  • To collaborate, coordinate and communicate with beneficiaries, community, local authorities, district authorities and other stakeholders to achieve the Project objective and outputs.
  • To maintain regular communication with and reporting to BRC-Fl.

S/he will provide technical inputs and proposals on livelihood and related projects to Belgian RC programme team in the course of the overall livelihood project implementation;

S/he will be responsible for informing the Programme Delegate/ Country Delegate about the progress of the Livelihood Project and consulting her/him immediately if there is a concern or urgent issue to handle;

S/he will undertake field visits throughout the Livelihood Project when required and report to BRC-Fl;

S/he will take active participation in meetings, workshops, forum or other activities at national or district levels related to the Livelihood Project specific and NRCS/ BRC-Fl Programme in general, and share the minutes with BRC-Fl programme team;

S/he will closely work with other PNS and develop network with I/NGO, and collect livelihood related information from them and related stakeholders;

S/he will be responsible for submitting monthly progress report to BRC-Fl;

Not limited to the above mentioned points, s/he has to perform other responsibilities as assigned by Programme Delegate/ Country Delegate.

 Position Requirements

Education

Preferred

A minimum of a Bachelor’s Degree in agriculture, veterinary, forestry, Development Studies, Sustainable Development, Agro-ecology or any other related field combined with a professional, or possess working qualifications.

A minimum of 6 years’ relevant experience with Bachelor Degree and 4 years’ with Masters’ degree in managing livelihood or other programmes that are similar in nature in Nepal.

Demonstrated experience in coordinating livelihoods programs implementation including agriculture, livestock, environment conservation and off-farm activities with agro-ecological principles

Demonstrated experience in providing technical assistance to field staff in project design, planning, implementation, monitoring and evaluation.

Demonstrated experience in using community based and participatory approaches

Experience in developing and implementing programs in hilly regions using  environmental and sustainable approaches
