POSITION TITLE: Senior Finance and Administration Officer(Level P4)

LOCATION: KISAN Office, Sanepa

GROUP/UNIT: Administration and Finance

REPORTS TO: FINANCE AND ADMINISTRATION DIRECTOR and BUSINESS CONTRACTS DIRECTOR

PROJECT SUMMARY:

The overall goal of the Knowledge-based Integrated Sustainable Agriculture and Nutrition (KISAN) project to sustainably reduce poverty and hunger in Nepal by achieving inclusive growth in the agriculture sector, increasing income of farm families and improving nutritional status,especially of women and children. This Project will focus on 20 Terai and lower hilldistricts in the Far-Western region, Mid-Western region, and the Western region of Nepal. 

MAIN RESPONSIBILITIES:

Accounts:

  1. Regularly and timely entering of all financial transactions in the Quick Book.  Also supervise entries made by other finance officers / accountants.
  2. Approach Winrock HQ for obtaining project code, task code and account code for expenditures other than of KISAN. 
  3. Timely preparation of monthly electronic financial reports as well as preparehard copy Field Office Vouchers to be submitted to HQ in a monthly basis. 
  4. Preparing monthly cash flow forecast and submit it to HQ. 
  5. Design accounting track in such a way that any accounting information required for analysis, comparison and presentation could be generated as and when required.
  6. Conduct pre-audit of all financial claims before they get ready for disbursement.
  7. Staff payroll management and reporting.
  8. Keep track of monthly progress reports to be submitted by the partners to KISAN as per the contract.
  9. Assist Chief of Party (COP), Business Contracts Director (BCD) and Finance and Administration Director (FAD) during project audit if needed. This includes providing response to queries raised by HQ on monthly financial reports if any.
  10. Ensure severance of the project staff is correctly calculated and reported to WI HQ in a monthly basis.
  11. Instruct and direct Associate Finance and Admin Officer in the preparation of inventory records of consumable as well as non-consumable items procured under the project budget in Kathmandu, Regional Office, Nepalgunj and cluster offices at Kapilbastu, Kailali and Dang.
  12. Ensure TDS on various payments are deducted and get them timely deposited in the revenue account of GON. 
  13. Maintain budget tracker in XL format so as to provide information concerning budget vs. expenditure status to COP and BCD.
  14. Check and verify all financial reports, taking sub-contract documents into consideration, submitted by the partner and recommend for making payment decision byKISAN management.
  15. Conduct accounting training to Regional Level and Cluster level accountants. 
  16. Carry out field inspection tour at least once in a quarter to district level offices to find out if centrally issued instructions have been properly carried out or not.
  17. Provide training on Quick Book to accounting staff of Regional as well as Cluster offices. 
  18. Any other jobs as directed by the COP, BCD and FAD.

Administration:

  1. Assist COP, BCD, Senior Regional Manager (SRM) and partner organization in areas relating to hiring of KISAN employee;especially evaluating, processing of CVs/1420 and submitting the list of successful candidates to USAID through Winrock HQ for further approval.
  2. Assist BCD in the performance appraisal of KISAN personnel. 
  3. Responsible towards various issues in human resource management and administration.
  4. Request travel approval to USAID for international and local staffs as appropriate and also send registration information to US Embassy as required.
  5. Requesting USAID for country clearance to expatriates directly related to KISAN project. 
  6. Carry out salary survey and advise KISAN management to update salary of its staff within the contractual frame and provision.
  7. Providing suggestion to KISAN management in the preparation of administrative and program reporting structure. 
  8. Maintain up-to-date records of project staff to be hired by the project and staff hired at any point of time. 
  9. Other tasks assigned from time to time by the COP, BCD, SRM and other seniors that may not be listed here.
  10. Provide financial and administrative brief reports; monthly, quarterly, half-yearly and annual to COP and BCD.

Contract Budget & Administration:

  1. Prepare sub-contract budget of all the KISAN sub contractors whenever required. 
  2. Maintenance of contract tracking accounts of all the KISAN contractors. 
  3. Prepare and submit sub contract amendment to HQ for approval.
  4. Conduct meeting with sub-contractors for contract formulation, negotiation and other related purposes. 
  5. Prepare sub-contract budget forecasting for forward planning.
  6. Analyze the contracts in various stages of its performance and come up with concrete ideas to further improve it.
  7. Support BCD in the preparation, modification and re-allocation of KISAN contract and sub-contracts with the partners.

Qualification:

  1. A Master in Business Study/Business Administration
  2. A minimum of 6 years of experience in similar positions, ideally working on USG- or other donor-funded projects. 
  3. Knowledge of Quick Books is essential in addition to other accounting software.
  4. Good coordination, representation and relationship management skill.
  5. Fluent in written and spoken English and Nepali. Ability to use MS office (outlook, word, excel, power point) is mandatory.  
  6. Good training skills on accounting as well as the ability to guide and manage staff.
  7. Willingness to travel and live in rural areas.
  8. Person of high integrity, and commitment to organizational values and principles.
