We were among the first INGOs on the ground and operational following the earthquake, providing medical treatment and essential supplies. Our technical staff on the ground now includes physicians, nurses, surgeons, as well as specialists in water, sanitation and hygiene, mental health and psycho-social support and nutrition.

JOB SUMMARY:

The Safety and Security Manager (SSM) is responsible for managing all safety and security systems within the IMC Nepal country office and field offices. The SSM will work closely with the Country Director and Senior Management Team (SMT) in developing and implementing Nepal-specific policies and procedures, including security management plans.  The SSM will provide support and advice to the Country Director and other team members on safety and security issues. He/she will facilitate the necessary safety training of all IMC staff and partners.  He/she will assist program teams in incorporating security planning and awareness into program planning.  In addition, the SSM will liaise with the Global Director of Security at IMC headquarters. Finally, he/she will coordinate with UNDSS and other security focal points in INGOs, embassies, and AIN.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

1. Safety and security information and analysis:

  • Monitor the safety and security environment in IMC’s operational districts, including road conditions and road access during the monsoon season.
  • Prepare analytical reports, based on information from internal and external sources, to support policy and procedure reviews as well as to mitigate risks to programming.
  • Prepare monthly safety and security brief, and share with the Country Director and IMC headquarters.

2. Safety and security system management:

  • Develop, review, and ensure effective implementation of the IMC Security Management Plan, including a security plan in the Gorkha office, together with key actors.
  • Develop, review, and ensure the effective implementation of hibernation and evacuation SOPs.
  • Train IMC staff carrying out in risk and vulnerability assessments, evaluating information and developing security protocols and strategies.
  • Conduct safety assessments in all offices and international staff residences, with recommendations to the Country Director for any necessary improvements.
  • Ensure that the IMC fleet is using vehicles that are in top working order, that all seatbelts are functional, that all drivers are licensed and safety-trained, and that speed limits are observed at all times while staff are being driven to/from meetings and field sites.
  • Ensure that the location of staff who are travelling to/from field sites is tracked on an hourly basis, with real-time updates and status monitoring.
  • Ensure adequate supply of necessary safety- and security-related equipment at all offices and international staff residences, including fire extinguishers and first-aid kits.
  • Ensure that relevant staff members understand and are able to use safety equipment, including radios, satellite phones, fire extinguishers, etc.
  • Conduct comprehensive security-and-risk assessment in potential new program/field sites, as necessary.
  • Conduct a security review of existing programs, with recommendations regarding necessary changes.
  • Implement and ensure an effective vehicle-tracking system for the country mission.
  • Review and revise incident tracking and protocols.
  • Prepare and update as necessary the “constant companion” (i.e. essential names and phone numbers) in both full- and pocket-sized versions.
  • Review and revise safety telephone tree for the country mission.
  • Conduct semi-annual crisis management exercises for the country mission.
  • Conduct mock drills in all IMC offices (e.g. fire drill, evacuation drill, etc.). 

3. Staff management and technical support:

  • Work with the Country Director to include necessary safety and security information in pre-departure information packages for new international staff and visitors.
  • Work with the Human Resources Manager to develop and implement safety and security orientation for new staff (international and national) and visitors.
  • Work with the Human Resources Manager to identify safety and security training needs of team members and include safety and security awareness as an essential part of program trainings and refresher workshops.
  • Assess the training needs of the office drivers and guards.
  • Ensure that appropriate technical support is provided to the Gorkha Field Office by responding to phone calls and emails, as well as through field visits.
  • Prepare the field visit report format, action plan, and quarterly visit schedule. 

4. Coordination

  • Participate in inter-agency coordination meetings for safety and security, including UNDSS and AIN.
  • Actively seek opportunities for formal and informal cooperation in safety and security.
  • Develop a network of relationships with other security managers at the United Nations, INGOs, ICRC, and appropriate governmental offices.
  • Carry out any other duties which are essential to the safety and security of IMC staff, international visitors, and IMC assets and property.

MINIMUM EDUCATION AND QUALIFICATION:

  • Bachelor’s degree in the humanities, social sciences, or business administration.
  • Five years’ field experience in safety and security with a humanitarian or development non-governmental organization, three of which in a supervisory role.
  • Extensive experience in setting up and managing safety and security systems and protocols and provide training to staff and partners.
  • Demonstrated understanding of complex emergencies, related security concerns, and appropriate responses to such emergencies.
  • Excellent context-analysis skills.
  • Superior negotiation and representation skills, and the ability to work comfortably with a diverse staff.
  • Effective skills in coordination, organization, and prioritization.
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines, and work cooperatively with team members.
  • Proven ability to work and solve problems independently without direct supervision.
  • Functional use of Microsoft Office, Excel, and Power Point.
  • Fluency in written and spoken English and Nepali.
