The South Asia Regional team is looking for a well qualified person to be responsible for taking the lead for our funding work in Nepal.

Job Title: Funding Officer and Country Manager– Nepal (FuO/CM - Nepal) 

Working hours per week: 40 hours per week

Contract period: 2 years renewal basis

This position will be part of the regional Management Team and will be responsible for contributing to the implementation of the funding team mandate and helping in the coordination of fundraising efforts for DCA programs in Nepal. 

This position also involves will also be responsible for ensuring the implementation of the country team mandate which includes adherence to all legal compliances with various government authorities, office management and safety/ security of staff of the DCA country office in Nepal. 

Purpose of the job (brief):

The Funding Officer and Country Manager - Nepal, based at DCA’s regional office- Kathmandu, Nepal, will refer to the Regional Representative (RR) of DCA also based there. As FuO, s/he will be responsible for contributing to the implementation of the funding team mandate, DCA SARO fundraising strategy and helping in the co-ordination of fundraising efforts for DCA programs in Nepal. CM-Nepal will be responsible for ensuring the implementation of the country team mandate which includes adherence to all legal compliances with various government authorities, as well as the safety/ security of staff and visitors. 

CM - Nepal will be part of the SARO Management Team (MT) and work in close cooperation with the  program, finance, and procurement teams and partners for fund-raising and project cycle management  of all back-donor (other than DANIDA) funded projects in the region, with special focus on Nepal . CM – Nepal  will be technically supervised and supported by the Global Funding Unit (GFU), Copenhagen for fund raising and ensuring donor compliances.

Maintain close relationships with donors; explore new donors (in-cluding Trust Funds,Corporates, Foundations etc) and establish contact/relationships with them; identifying their calls for proposals that fit with DCA program types and facilitate initial discussion on the calls with programme, finance, procurement and RR

Project design and concept write up

Facilitate & coordinate development  (including project design workshop) and writing of concept notes in line with the donor call priorities as well as respective DCA programme types together with respective Program Officers, members of other relevant SARO teams and partners ensuring quality in line with GFU HQ guidelines and donor requirements

Facilitate & coordinate development (including full proposal development workshop) and writing of the full proposal in close collaboration with the partner as well as the relevant DCA SARO Teams ( program, finance, procurement) Global Funding Unit-HQ and the Regional Representative ensuring quality in line with GFU HQ guidelines and donor requirements

Facilitate kick-off workshops for approved back-donor funded projects along with the respective Program Officer as well as regional finance and procurement officers

In cooperation with the program, finance, procurement and communication officers ensure donor compliances of back donor funded projects and participate in reviews, monitoring and evaluations

Ensure proper communication with respective back-donors on their requirements under the contractual agreements relating to finance, procurements, visibility, reporting as well as their approval in case of any changes in the project design, action plans or finance.

Facilitate back-donor visits, monitoring teams and evaluations -Result Oriented Monitoring (ROM), audits, on-the-spot checks, donor evaluations, etc in collaboration with respective programme officers, procurement officers and finance team

Quality Assurance and submission of Donor reports

After submission from programme team, ensure quality of reports to back donors together with GFU-HQ, submit to GFU and ensure they are uploaded in the  relevant intranet folders

Coordination with Global Funding Unit

Ensure close coordination for technical support with the Global Funding Unit and participate in regular Global Funding Unit online meetings, especially by sharing fundraising experiences from South Asia

Participate in  implementation and review of Funding Team Mandate and DCA SARO funding team strategy and action plans, together with the Head of funding team and other members

Government Liaison:

Ensure govt. compliances related to  DCA continuance in Nepal  - registration, liaison with various government departments/ institutions like RBI, MHA, MEA, etc for necessary approvals with the support of the auditor, Head of Finance and RR

Security:

Work as Security Focal Person for the country with the support of  Nepal Office Manager  - develop/review country security plan

Support Communications Officer in implementation of Regional Communications Strategy

Ensure registration of own time in the relevant projects and programs in the Maconomy

Participate in various international technical support assignments, as agreed with RR

Key qualification and experience:

  • Educational background / postgraduate degree in social sciences or similar relevant field
  • At least 10 years of experience managing projects funded by international agencies (Europe Aid, ECHO, etc.) including fundraising and project cycle management  
  • Working experience with projects funded by European and other global back donors 

Required Professional skills: 

  • Strong analytical and negotiations skills
  • Strong coordination skills
  • Ability and willingness to work in team
  • Good writing skills in English and spoken skills in Nepali
  • Good project management skills including using LFA and similar tool
  • Experience from mobilizing private funds an advantage
  • Good understanding of financial management.
  • Experience in procurement and logistics is an advantage
  • Experience from development or humanitarian aid sector an advantage
