The International Organization for Migration (IOM) is seeking qualified Nepali Nationals for the following position based in Kathmandu.

Position Title: Engineer, CCCM Site Planning – 1 position

Classification: SAI, 3 months with possibility of extension, ungraded (equivalent to Grade – 5)

In response to the major humanitarian crisis caused by an earthquake in Nepal, IOM is mobilizing staff to assist the people and authorities of affected areas.

General functions:

Under the overall guidance of IOM Nepal Chief of Mission and the Nepal Earthquake Response Manager, and under the direct supervision of the CCCM Project Manager, the incumbent will be responsible for:

Major Duties and Responsibilities:

  • Ensure timely and adequate implementation of the IOM CCCM Site Planning activities in line with the CCCM Strategy, Standard Operating Procedures, targets and deadlines.
  • Conduct land suitability assessment in order to identify engineering measures/site preparations needed for developing safe temporary and resettlement locations in accordance with universal minimum standards in life-saving areas of humanitarian response.
  • Conduct rapid risk assessments of spontaneous and scattered settlements at high risk of flooding/landslides and of potential lots/locations where the IDPs will be relocated taking into consideration environmental factors such as slope, soils, hydrology, vegetation, land ownership.
  • Tasks include assessment of the feasibility for service provision on the selected sites such as water, sanitation, electricity, and lighting.
  • Prepare site plans and layout taking into consideration: circulation, privacy, shelter, communal infrastructure, land drainage, water and sanitary facilities and other factors like security, gender and cultural sensitiveness in accordance with relevant standards especially those defined by the Government, Shelter and CCCM Clusters.
  • Prepare scope of works, Bill of Quantities, estimated cost of the site preparation/civil works and drawings/plans. Knowledge of using MS Office Applications, AutoCAD, GPS/GIS and Google Earth required.
  • Ensure close coordination with District Development Committee (DDC) and Village Development Committee (VDCs) in all phases of the programme implementation.
  • Ensure that the integration of cross-cutting issues such as environment, gender, children, Gender Based Violence (GBV) and other vulnerable groups are considered in the programme implementation.
  • Provide regular and detailed reports to the Site Planning Manager on the implementation of the programme, including progress reports, stocks and logistics requirements and staffing issues or requirements to enable the implementation of the programme as planned.
  • Other duties as required.

Required Qualifications and Competencies:

  • University degree in civil engineering or related field;
  • 2-5 years of relevant work experience;
  • Work experience in humanitarian projects an advantage;
  • Knowledge of the dynamics of economics and social development;
  • Familiarity with the UN system in Nepal desirable.
  • Thorough knowledge of English and Nepali.
