Oxfam has been working in Nepal since the early 1980s undertaking various development initiatives addressing the poverty and injustice faced by women and other socially and economically excluded groups. The level of Oxfam's engagement increased substantially after restoration of democracy in 1990 as it became easier for civil society to work in the new political environment. Over the years, Oxfam has worked in partnership with local civil society organisations and the government to promote rural livelihoods, and vulnerable communities' resilience to climatic shocks and disasters. It has also significantly contributed to empowering community people, especially women, to; negotiate with people in power, influence decision making processes, claim rights and essential services to which they are entitled, demand accountability on the part of duty bearers and engage larger masses in advocacy efforts. Oxfam also worked closely with UNHCR in providing assistance to Bhutanese refugees during the 1990s. Oxfam and its long term programme partners believe that the underlying structural causes and drivers of poverty must be addressed if improvements in peoples's lives are to be broad and lasting. Poverty is not one-dimensional; nor is it purely local in its causes and solutions. Therefore, Oxfam's work addresses not only material and technical change, but also the related economic, social, institutional and policy changes which are necessary to end poverty and achieve development and wellbeing. The Oxfam Nepal Vision is: The people of Nepal are empowered and work together to attain a life of dignity with justice and equal rights for all. The Overall Nepal Programme Goal is: to improve the well being of vulnerable people through strengthening their participation in development and governance processes and reducing poverty and suffering.

Preparation of Strategic Solid Waste Management Plan for the Municipalities

1.Introduction

Oxfam's vision for Nepal is a just society without poverty, in which all women and men live a life of dignity, enjoy their rights and assume their responsibilities as active citizens of Nepal. To contribute to this vision, Oxfam will continue its work on governance, water supply, sanitation and hygiene (WASH), livelihood, gender equality and social inclusion. To this there are three inter-connected programmes - gender justice, food and economic justice and disaster risk reduction. Oxfam has particularly a strong track record in supporting local partners for service delivery in water supply, sanitation and hygiene. It pioneered the service delivery role of NGOs in the sector and lately has placed an increased emphasis on learning, advocacy and influencing the sector.

As a part of WASH support program, Oxfam is looking to support Melamchi and Chautara Municipalities in strategic planning for Solid Waste Management, which would serve as a decision-making tool for developing and implementing projects related to different aspects of Solid Waste.

2.Strategic Solid Waste Management Plan of the Municipalities

Sindhupualchowk is one of the severely earthquake affected district. Many water supply schemes, including HH latrines and other structures have been partially and fully damaged.  OXFAM in Nepal is working to support the lives of earthquake affected population by providing them safe and adequate water with proper sanitation facilities in coordination with the local government bodies. Oxfam has been working in 16 VDCs of Sindhupualchowk in the aftermath of massive earthquake with the aim to provide immediate humanitarian assistance for the most vulnerable and most earthquake affected population. On the second year of the support program OXFAM has expanded its support in two more municipalities of the district.  The major support in WASH program in Municipalities this year is to support the municipalities to develop Strategic Plan for Solid Waste Management.

Strategic Solid Waste Management Plan (SSWMP) is strategic planning for city-wide sanitation program for Solid Waste Management. As each city is different, SWM services should be developed based on a common set of principles for each Municipality. Services must be comprehensive and continuously accessible to all residents. The entire municipality should have sanitation services suited to its needs, allowing all residents to enjoy the benefits of improved sanitation due to proper management of the Solid Waste. Moreover, the Strategic Plan for the Municipalities is envisioned for a planning time-frame of 10 years, but immediate interventions needed for improving services also need to be laid out.

The municipalities, as the responsible authority for planning and ensuring provision of basic services for the population, are the principal partner in the whole process.  The aim is that the recommendations from the SSWMP are integrated by the municipality in its annual planning cycle, thereby leading to implementation of the plan. It means that the responsible municipalities’ staff has to be involved on a regular basis in the whole plan development process and the municipality leadership has to be involved in critical decision-making junctures.  This will lead to capacity building as well as ownership and commitment to implement the plan.

Another important aspect in developing a plan which can be successfully implemented is multi-stakeholder engagement at critical times as well as ensuring that the social and economic situations of the target groups (household, institutions, enterprises etc.) have been addressed.

The plan would use existing data where possible.  This includes:

• The existing reports and analysis on solid waste

•OXFAM’s baseline survey on Solid Waste and WASH status for both the municipalities.

3.Objective of the Assignment

The overall objective of this assignment is to prepare a Strategic Solid Waste Management Plan for Chautara and Melamchi Municipalities in joint partnership with the Municipalities which will serve as a practical decision-making tool for short-term and long-term interventions to improve sanitation and related services for the city.

The planning process will emphasize working together with key municipality staff as well as the leadership to build capacities and ensure ownership.  It will be a participatory process involving relevant stakeholders of the municipality and ensure needs of target groups are addressed.

The plan looks at city-wide services for the complete city with all its population and target groups. It addresses technical solutions, service and management models, financial aspects, capacity needs, and requirements for a local regulatory framework.

The assignment shall be conducted in a partnership approach and in collaboration with OXFAM Sindhupualchowk WASH team, OXFAM’s local partner NGOs.  This implies strong communication, synchronization in planning, and an attitude of mutual support and learning.

The plan would include the following characteristics:

•Practically oriented

•Address the Solid Waste Problem of both the municipalities

•Address all sources and flow chains of solid waste produced in the municipalities and all target groups, including squatter settlements.  Address quantity as well as quality of flows and possible seasonal variations.

•Follow principles of efficiency, environment protection, and sustainable natural resource management.

•Address technical, social, economic, and environmental aspects for any solutions or processes recommended.

•Address  immediate needs and identify short-term interventions that can be led by the municipality within its existing resources and capacities

•Address long-term needs (10 years) and identify technical solutions with operation and maintenance requirements (e.g. equipment, human resources), service/business and management models, financial aspects (capital and operation and maintenance costs), and requirements for a local regulatory framework (municipality level) to support enforcement. Identify capacity building and systems needs for implementation of the plan.

•Adopt disaster risk mitigation approach in developing solutions and recommendations.

•Selection of most appropriate solution and its implementation procedure

•Identification of probable site for the Landfill site for the respective municipalities in consultation with the municipality and other stakeholders and conduct the feasibility study of each selected site

•Selection of the most appropriate site of each municipalities based on the feasibility study of each site and produce detail design in consultation with respective municipalities and local stakeholders.

•Conduct Solid Waste Management Training for the Staff of Municipalities and other stakeholders.

4.Coverage for Assignment

5.Key Tasks

The key tasks of the assignment (but not limited to) include the following:

•Analyse existing situation, project city growth for ten year planning objective, and carry out needs assessment for the SSWMP.

•Classification of settlements into three zones (mapping) for purposes of waste management:

•- Scattered (rural characteristics)

•- Low-density

•- High-density

•Recommend immediate steps that can be carried out within existing resources and capacities of the municipality, based on need assessment

•Develop long-term plan for ten years based on needs assessment. This will include:

oConcept and preliminary design with design parameters for technical solutions including capital and operation and maintenance costs, equipment, human resources and process requirements.

oDetail Design of the Landfill site for the respective municipalities.

oBased on this the municipality should be able to prepare tender documents to outsource any infrastructure or service needs where required.

oRecommendations of systems and technologies for sanitation from existing practices for the scattered and low-density areas.

oRecommend business models related to management of the technical solutions as well as sanitation related services, including roles and responsibilities.

oRecommend key elements for developing a local regulatory framework needed for systems to operate.

oIdentify capacity building needs for the proposed systems to function.

7.Required Qualification

The consulting firm should have experience on Municipal Solid Waste Management and Planning & Design of Landfill sites; clear understanding on municipal structure and planning process of the Government of Nepal. The consultant team for the preparation of SSWMP shall consist of SWM expert as a Team Leader, Civil Engineer, urban Planner and Economist/Financial analyst.

Team Leader shall have Masters Degree in Environmental Engineering or relevant field with atleast 10 years experience on the field. The other team members shall have masters degree in relevant filed and have experience of at least 3 years in respective field.
