SEBAC-Nepal is a leading  national NGO working in the field of Livelihood & Natural Resource Management; Water, Sanitation, Health & Hygiene (WASH), Climate Change and Governance & Peace Building. It invites application from qualified, dynamic and result oriented Nepalese citizen for Trail Bridge Support Unit/ HELVETAS Swiss Intercooperation Nepal supported Trail Bridge Sub-Sector Programe under TB SWAp- II for providing technical assistance in 17 districts of Far and Mid Western Development Region.

Position Title: Technical Officer  

Level: 7 [as per SEBAC-Nepal administrative rules]

Place of posting: SEBAC-Nepal's Regional Office Nepalgunj.

Basic Salary: NRs. 36,300/- per month

Other Benefit: Provident fund contribution (10%), Gratuity contribution (10%),Accidental insurance, Medical plan, Dashain allowance,

Contract Period: Three years

The employee is stationed at Regional Office, Nepaljung with 80% field visits in targeted districts/VDCs. The activities may also require travel to out of the district, if necessary. The employee will be answerable to the Project Coordinator and will maintain close relationships with project team, partners and donor.

MAJOR RESPONSIBILITIES:

  • Assist the Technical Coordinator to provide technical assistane to the assigned DDCs/DTOs ensuring that DDCs construct bridges in confirmity with the National Policy, TBS/LIDP and all other Core Manuals.
  • Assist to monitor the physical progress and quality of each new constructed and maintenance bridges by field visit at critical mile stones and data entry into PMIS and TBSIS.
  • Check plans in consistency with the TBS/LIDP (prioritizing RM, MM, Rehab and NC and applying the prioritization formula in particular) and approval by the District Council.
  • Develop and maintain good working relationship with the DDCs, VDCs, District NGOs and UCs.
  • Assist the DDC in their annual Bridge Planning and Budgeting.
  • Induce and ensure that the DDC submit its monthly, annual & trimester reports on progress, finances, etc. in time.
  • Ensure District NGOs timely submit monthly progress reports.
  • Data entry and Compile PMIS / TBSIS and report generation.
  • Review progress vs. plans with the DDC/DTO every six months.
  • Continuously assess the HR-capacity as related to TB in the District i.e. DDC/DTO & District NGO. Enhance the capacity of DDC/DTO and District NGO.
  • Monitor that DDCs integrate TIM into DTMP.
  • Monitor that the Prioritized / Completed bridges are identified in TIM.
  • Facilitate / assist and ensure that DDCs prepare and updates DBR with condition of the bridge.
  • Ensure that DDCs include bridge maintenance as a priority in their bridge planning based on DBR.
  • Support DDC/District NGO to conduct survey of bridge sites ensuring that it is socially and technically feasible and geologically and hydrologically sound.
  • Support DDC/District NGO to prepare the design, drawings and quantity/cost estimate ensuring that the bridge is optimized on design and cost.
  • Reviewing and check each prospective survey / design / cost estimate against TBS/LIDP and its Core Manuals.
  • Support DDCs/District NGOs to supervise the construction work at bridge sites where capacity lacks.
  • Monitor each bridge at the critical milestones by visiting the site.  In addition, undertake Monitoring & Inspection on each questionable bridge.
  • Motivate DDCs to instill safeguard policies.
  • Quality Assurance during fabrication and procurement of goods and services.
  • Testing and inspection of steel parts procured by DDC.
  • Monitor progress and quality of the bridge construction  and maintenance and report to TBSU on a regular basis.
  • Follow up and discuss with DDC/ VDC / BMC to build awareness and to insure that the BW/BMC is functional and routine maintenance is executed.
  • Support DDCs to carry out survey, design and cost estimate and supervision of the Rehabilitation Major Maintenance of the bridges.
  • Data entry and compile TBSIS and ensure its reliability on the basis of physical evidence, i.e.  site visits and NGO’s monthly reports.
  • Provide complied PMIS and TBSIS data to TBSU at end of each month.
  • Ensure that the identified shortcomings and rectification works at sites get done.
  • Overall responsible for quality of bridges constructed.
  • Continuously coach all TB-professionals in the District.
  • Assist to organizing DMBTs and enhance its quality.
  • Recognize shortcomings and propose means to TBSU-mgmt to overcome these shortcomings (e.g. courses, OJT, coaching, regional workshops, etc.).
  • Participate in trainings as resource person as and when needed.
  • Facilitate to conduct Public Hearing, Public Review and Public Audit at the community level.
  • Social monitoring during the entire process: from the community agreement till the completion of the bridge.
  • Observe that the DAG-Policy is being honoured.
  • Ensure that BMCs are formed and BW appointed upon completion of each TB.
  • Support TBSU for carrying out Baseline surveys, PBBA, Impact studies etc.

QUALIFICATION AND EXPERIENCE

  • Diploma in civil Engineering with 3 yrs experience in rural/ local infrastructure and trail bridge building or TSLC in civil engineering with 5 yrs work experience in trail bridge building.

COMPETENCIES REQUIRED:

  • Good understanding of Nepal’s rural transport infrastructure and current issues of trail bridge building in Nepal.
  • Familiarity with the functioning of the line agencies of the GoN, NGOs, private sector and development partners.
  • Familiarity with the functioning of DDC/DTO.
  • Good understanding of Conflict Sensitive Program Management.
  • Readiness to conduct field visits in rural areas with simple facilities.
  • Good verbal and written communication in Nepali and English.
  • Good computer knowledge (MS Word & Excel, Auto Cad).
  • Ability to represent and interact independently with DDC/DTO and other stakeholders.
  • Result oriented.
  • Excellent time management and task prioritization skills.
  • Able to interact effectively with all stakeholders.
  • Good facilitation and communication skills.
  • Commitment towards gender equality, social inclusion and poverty reduction.
