Vacancy Announcement: National Project Evaluation Consultant

OVERVIEW:

The National Democratic Institute (NDI) is seeking to hire a National Project Evaluation Consultant with experience in the democracy and governance sector to support a final evaluation of its “Strengthening Political Parties, Electoral and Legislative Processes in Nepal (SPPELP)” project. The U.S. Agency for International Development (USAID) has provided financial support for this six-and-a half year program. This evaluation will examine a number of aspects of NDI’s program to identify achievements over the course of the program and continued needs and unaddressed challenges that should form the foundation of future interventions.

Founded in 1983, NDI is a non-profit, nonpartisan organization working to strengthen and expand democracy worldwide. Headquartered in Washington, DC, NDI maintains offices in over 70 countries on five continents. NDI works with democrats and democratic institutions in every regional of the world to build political and civic organizations, safeguard elections, and promote citizen participation, openness, and accountability in government. NDI’s office in Nepal has been operational since 1997 and has since collaborated with the Parliament, political parties and civil society.

PRIMARY RESPONSIBILITIES:

The National Consultant will support the Evaluation Team Leader, an international consultant. The primary responsibilities are:

  • Work closely with the Team Leader and NDI Nepal to determine data needs
  • Assist in the development of data collection instruments
  • Assist in the conduct of individual and group interviews
  • Draft detailed interview notes for data analysis
  • Assist in the collection and analysis of other relevant information as required
  • Contribute to the preparation and delivery of the evaluation findings, conclusions and recommendations for future action
  • Contribute to the evaluation report, as requested

QUALIFICATIONS:

Suitable candidates will have:

  • A minimum of a Master’s degree or equivalent in social science, international relations, political science or related field
  • Strong familiarity with political and governance issues in Nepal
  • Strong organizational and analytical skills
  • Proven experience with qualitative research methodologies
  • Excellent communication and writing skills
  • Ability to work both independently and as part of a team
  • Ability to effectively manage time
  • Professional fluency in both Nepali and English

Duration:

The anticipated timeframe for the consultancy is November 2, 2016 - January 15, 2017, up to a maximum of 45 days.
