JOB DESCRIPTION/SCOPE OF WORK

 

TITLE: Forecasting & Quantification Officer

 

PROJECT: Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) Nepal

General Summary and Background:  The purpose of the Global Health Supply Chain (GHSC) – Procurement and Supply Management (PSM) project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and Population and Reproductive Health. In supporting USG-funded global health activities, PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

 

At the country level, PSM supports country strategies and priorities that fall under the following three project objectives:

  • Global Commodity Procurement and Logistics
  • Systems Strengthening Technical Assistance
  • Global Collaboration to Improve Long-Term Availability of Health Commodities

 

Principal Duties and Responsibilities (Essential Functions)

  • Lead efforts to build the capacity of the Logistics Management Division (LMD) and other partner staff in demand planning, quantification and logistics.
  • Support the LMD in conducting national commodity quantifications.
  • Promote the electronic Logistics Management Information System and the use data in decsion making logistics data and demographic data to improve accuracy in demand forecasting and supply planning.
  • Conduct annual forecasting and quantification workshops with LMD and other partners.
  • Support the US Government with commodity planning and follow up with the implementation.
  • Support efforts to build the capacity of LMD and other partner staff in demand planning, quantification and logistics.
  • Verify that USAID regulations, Chemonics policies, and quality management best practices are enforced consistently.
  • Carry out additional responsibilities as may be assigned from time to time in consultation with supervisor of record.

 

Job Qualifications

  • B. Sc. in Statistics or relvant field required; Masters degree preferred.
  • Minimum 5 years of experience in forecasting and supply planning and/or supply chain management systems.
  • Skilled in the use of MIS systems for forecasting and supply planning.
  • Demonstrated ability to work with cooperating partners in implementing complex programs.
  • Excellent interpersonal, written and oral communications skills.
  • Fluency in English and Nepali required.

 

Supervision

The Forecasting & Quantification Specialist will report to the Supply Chain Optimization Component Leader.

 

Working Conditions/Duration of Assignment

This position is based in Kathmandu, Nepal with an approximate start date of March, 2017. The position may require intermittent travel throughout the country and possible work within LMD.
