Finance and Human Resources Officer: Nepal (Local Field Position)

NDI’s office in Nepal has been operational since 1997 and has since collaborated with the Parliament, political parties, government agencies and civil society. 

NDI-Nepal is seeking candidates for the position of Finance and HR Officer to support the field office’s accounting and HR department with the preparation of payments and vouchers ensuring correct budget coding, registering and posting entries in Quicken, preparation of bank reconciliations, TDS Payment and e-TDS update, and overall support to the Senior Administrative and Finance Manager.

PRIMARY RESPONSIBILITIES:

  • Prepare vouchers and posting of entries in Quicken;
  • Manage cash record, ensuring sufficient amounts are available at all times and the necessary security measures are in place and are being followed;
  • Conduct regular cash and bank reconciliations, verifying amounts held and reporting any discrepancies; 
  • Payment of supplier invoices in accordance with agreements made, ensuring that all required tax deductions are made and paid to tax authorities in time;
  • Payment of staff salaries and allowances, ensuring that all required statutory deductions are made and subsequently paid to the appropriate authorities on time.
  • Support colleagues in cash handling and financial transactions, and provide coaching and guidance as required;
  • Ensure all financial transactions and documentations are carried out in accordance with the NDI guidelines and procedures and any donor requirements;
  • Ensure work-related records and documentation is kept according to program procedures. This may include staff plans, attendance records, holidays, sickness, other absences, training records, insurance, taxes, other benefits, etc.
  • Assist Senior Administrative & Finance Manager as needed; and
  • Perform other assignments as and when necessary assigned by supervisor.

EDUCATION AND/OR EXPERIENCE:

  • Bachelor's or Master’s Degree in finance, accounting, business administration and/or a related field;
  • Minimum of five (5) years in financial management, accounting, and administration, preferably for an international NGO working with USAID funding; and
  • Previous experience with international grants administration or NDI experience preferred.

REQUIRED SKILLS AND ABILITIES:

  • Knowledge of budgeting, budget oversight, generally accepted accounting principles and the practical application of financial systems;
  • Demonstrated experience interpreting and administering policies pertaining to local national labor codes;
  • Strong interpersonal skills and demonstrated ability to communicate clearly, effectively, and with cultural sensitivity in writing and verbally with a diverse group of co-workers, partners, and the general public;
  • High level of attention to details in all aspects of work responsibilities;
  • Written and verbal communications skills combined with the ability to work collaboratively with local staff;
  • Experience with spreadsheet software (Microsoft Word and Excel preferred); Experience with Google Apps (Gmail, Calendar, Google Drive, G+, etc.) strongly desired. Quicken/Quickbooks experience required;
  • Ability to analyze and interpret governmental and organizational rules and regulations; and
  • English and Nepali language fluency required.
