POSITION TITLE: District Coordinator (DC)

PROJECT SUMMARY:
The USAID funded Knowledge-based Integrated Sustainable Agriculture and Nutrition (KISAN) Project aims to sustainably reduce poverty and hunger in Nepal by achieving inclusive growth in the agriculture sector and increasing the income of farm families. USAID/Nepal will implement the project over a five-year periodin 20 districts of western, mid-western and far-western region of Nepal: Baitadi, Dadeldhura, Kanchanpur, Doti, Achham, Kailali, Dailekh, Surkhet, Bardiya, Banke, Rukum, Jajarkot, Salyan, Rolpa, Dang, Pyuthan, Gulmi, Arghakhanchi, Kapilvastu and Palpa.
RESPONSIBILITIES:
The DC will be a Winrock staff and will coordinate and supervise KISAN partners’ activities in the district under this project. The DC will report programmatically to the Supervising Manager and administratively to the Business/Contracts Director of the project.
General Activities
- Coordinate and oversees all district level KISAN partners and component activities.
- Working with KISAN partners, bears primary responsibility for ensuring that the District targets are met.
- Assist in identifying training participants and monitor training programs organized by project partners.
- Liaise between managers and KISAN activities in the district.
- Liaise with district level relevant governmental and nongovernmental agencies meet with regularly and for agreements for mutual support where useful.
- Working with District and VDC government, and KISAN partners, seek access to block grants and others leveraging funds as required. District funding targets will be set annually by KISAN.
- Form district coordination committee and hold district alliance meetings with other NGOs and organizations as needed.
- Ensure that all KISAN staffs of the project have equal access to project resources.
- Report regularly on project activities and progress made.
- Ensure annual and other district based planning activities.
- Represent KISAN at the district level.
- Working with KISAN partner organizations, organize and coordinate training, beneficiary selection and target community selection.
- Explore opportunities for working together with other USAID projects in the district and other development partners for income generation for the rural poor in the district.
- Explore opportunities for establishing input-output oriented market linkages between local level entrepreneurs and trading/processing/industrial groups and linking the projects training and target group.
- Assist in the studies/surveys that are being carried out in the district by KISAN.
- Other tasks as assigned by supervising Manager, Regional Manager, M&E Coordinator, Agriculture Expert, Nutrition Expert, Business Contracts Director, and the Chief of Party.
Program and M&E activities
- DC with the support of KISAN partners will take overall responsibility of all Component A& B activities for the district. DCwill ensure beneficiary selection is done as per KISAN criteria.
- DC will carry out supervision visit all key trainings.
- DC carryout income verifications, if needed
- DC should insure that monthlyreports of programsreach supervising Manager on time.
- DC will also take responsibility of preparingsuccess stories based on the information received from POs and disseminate the success stories
- Ensure timely and coordinated input of data into M&E database systems from all training events and perform other M & E functions as required.
- Ensure proper filing of the hardcopies/documentation of M&E Forms
- Carryout out Survey as required
Basic profile of the candidate:
- Bachelor’s in Agriculture (Master’s preferred)
- Minimum of 3 yearsexperience in similar agriculture programs that include employment generation, income generation through agricultural development, non-timber forest product work, vocational education/skill training, etc.
- Preference will be given for those with experience and understanding of
i. value chain approaches,
ii. a demonstrated capacity to work with GON and other projects and
iii. Previous experience on USAID funded programs.
- Good coordination, representation and relationship management skill.
- Fluent in written and spoken English and Nepali. Ability to use of MS office (outlook, word, excel, power point) is mandatory.
- Good in writing program reports, some knowledge in market assessment, sector / sub-sector analysis.
- Good training skills as well as the ability to guide and manage staff.
- Willingness to travel live in rural areas.
- Able to drive motorbike. Must a have valid motorbike driving license.
- Person of high integrity, and commitment to organizational values and principles.
