MISSION EAST, a Danish international relief and development organization working in Nepal from 2007 in the areas of water, sanitation and hygiene, food security and livelihood, disaster risk reduction and women empowerment invites applications from qualified Nepalese citizens for the position of: 

JOB POSITION: Disaster Risk Management (DRM) Coordinator

Location: 70% Kathmandu, 30% in Karnali Districts (Humla, Mugu, Kalikot, Jumla)

Length of contract: 12 months (with possibility of extension)

Responsible to: Country Representative

Line management of: Deputy DRM coordinator

Background:

Mission East, founded in Denmark in 1991, is an international humanitarian organisation, working in Eastern Europe and Asia. The organisation’s activities in Nepal presently focus on building the inclusion and resilience for the most marginalised and vulnerable groups living in Karnali. 

Overall responsibility:

  • To oversee, and in collaboration with our local partners to supervise the effective implementation of the Disaster, Climate Adaptation and Risk Reduction project portfolio of ME Nepal.
  • To perform technical expertise in inclusive DRM with a focus on children, people with disabilities, gender and social inclusion; build the capacities of our partners accordingly. 
  • To take part in strategic planning for DRR and CCA component of Mission East Strategic Program in Nepal. 

Key tasks and responsibilities: 

a. Strategic and Operational Management 

  • Supervise the effective implementation of DRM projects with regular field visits
  • Coach the deputy DRM to organize, plan and monitor with partners and local authorities all the activities of the DRM project portfolio
  • Ensure adequate DRM programme monitoring, learning and reporting, provide reports in accordance with Mission East policies and donor requirements
  • Deliver technical expertise in inclusive DRM, with a focus on children, people with disability, gender and social inclusion.
  • Lead, review and develop DRM intervention strategy as necessary
  • Support Country Representative in identification of new DRM projects in keeping with strategy. 
  • Assist in preparation of assessments and funding proposals
  • Contribute to design and testing of ME contingency plan for relief operation in the likelihood of a major disaster in Nepal

b. Staff Management

  • Lead and manage DRM project staff
  • Encouraging effective team work by providing supervision, guidance and effective coordination among ME team members, to guarantee effective inclusion of our beneficiaries (close coordination with our Inclusion Coordinator)
  • Participate in determination of ongoing / future staff requirements and recruitment processes for ME DRM portfolio as required 
  • Oversee competence and performance management of DRM project staff, including conducting appraisals and staff training/capacity building

c. Partner technical assistance and supervision

  • Deliver adequate technical assistance in DRM and DRM-related topics to implementing partners
  • Assist partners in implementing inclusive DRR action, with a focus on child-centred DRR.
  • Contribute to the development of a Karnali network of NGO dedicated to DRR and CCA mainstreaming and advocacy

d. Coordination and Representation

  • Represent Mission East in external DRR or CCA-related forum/workshop as per agreement with the Country Representative.
  • Maintain regular contact with other INGOs, UN agencies and NRRC flagships, and government officials and participate in coordination forum as required.
  • Work closely with local and national level authorities to ensure that Mission East’s programmes conform to governmental strategies and the Nepalese law.

e. Security and HSE

  • Participate in security planning and security management for field locations
  • Implementation of Mission East policy and procedures in security, Health and safety in all locations, including regular risk assessment

Necessary Competencies:

a. Qualifications required 

  • A solid managerial background related to the management of DRM and DRR-related projects.
  • Technical background in the domain of child-centred DRR
  • Education should be at least Master degree, preferably in a social sciences related discipline or international development.  

b. Experience required

  • At least 4 years of experience of management of increasing DRR project portfolio, staff management, project monitoring and quality control.
  • Solid knowledge of DRR/CCA key stakeholders in Nepal.
  • Demonstrated experience in preparing excellent proposals and budgets, budget management, preparing work plans, training staff, and monitoring /evaluation of projects.
  • knowledge and skill of CSO capacity building  
  • Previous working experience in Karnali zone is an asset

c. Necessary Competencies:

  • Personnel management skills. An ability to delegate, follow-up and supervise as well as support.
  • Excellent interpersonal skills, ability to engage effectively with staff, communities and authorities
  • Fluency in spoken and written English.
  • Excellent computer skills in Word, Excel, and Outlook. Access and/or GIS (database skills) an advantage
  • Sympathy to Mission East Organisational Values.
