Oxfam in Nepal

Oxfam has been working in Nepal since the early 1980s undertaking various development initiatives addressing the poverty and injustice faced by women and other socially and economically excluded groups. The level of Oxfam's engagement increased substantially after restoration of democracy in 1990 as it became easier for civil society to work in the new political environment. Over the years, Oxfam has worked in partnership with local civil society organisations and the government to promote rural livelihoods, and vulnerable communities' resilience to climatic shocks and disasters. It has also significantly contributed to empowering community people, especially women, to; negotiate with people in power, influence decision making processes, claim rights and essential services to which they are entitled, demand accountability on the part of duty bearers and engage larger masses in advocacy efforts. Oxfam also worked closely with UNHCR in providing assistance to Bhutanese refugees during the 1990s. Oxfam and its long term programme partners believe that the underlying structural causes and drivers of poverty must be addressed if improvements in peoples's lives are to be broad and lasting. Poverty is not one-dimensional; nor is it purely local in its causes and solutions. Therefore, Oxfam's work addresses not only material and technical change, but also the related economic, social, institutional and policy changes which are necessary to end poverty and achieve development and wellbeing. The Oxfam Nepal Vision is: The people of Nepal are empowered and work together to attain a life of dignity with justice and equal rights for all. The Overall Nepal Programme Goal is: to improve the well being of vulnerable people through strengthening their participation in development and governance processes and reducing poverty and suffering.

Call for Proposal

Oxfam invites sealed Call for Proposal from eligible consulting companies or any relevant organization for Survey on Urban Disaster Risk Reduction in Municipalities. The purpose of the study is to prepare baseline status of urban DRR in selected 30 municipalities.

The objectives of the study are:

  • To collect information of selected municipalities focused on urban vulnerabilities, capacities and DRR initiatives, and;
  • To take stock of knowledge, attitude and practice among community people and related stakeholders towards disaster risk reduction in selected municipalities.

We seek the quality as mentioned in the Terms of Reference or equivalent. (More details and specifications are provided in the Call for Proposal documents)

Interested eligible consulting companies or any other relevant organization may obtain further information from the Oxfam office and inspect the documents at the address given below during office hours.

Only eligible consulting companies or any relevant organization with the following key qualifications should participate in this bidding:

  • Minimum of five years of experience on DRR;
  • Working experience on baseline assessment and analysis;
  • Prior experience in urban risk assessment tools;
  • Hands on skills on using GIS, and RADIUS/CAPRA;
  • Up to date mandatory legal documents of the organization.

A complete set of call for proposal documents may be obtained upon the submission of written application accompanied by duly renewed attested copies of VAT registration certificate and Tax clearance certificate of FY2069/2070 or audit report for latest fiscal year as applicable to the address below at a price of NRs. 3,000/- (Rupees Three Thousand) only non-refundable within 21 days from the first date of publication from the Oxfam, Jawalakhel, Lalitpur.

Delivery of your Proposal to the address given below:

On or before the deadline: 21 days from the first date of publication, 10 October 2014 by 12:00 noon.

The proposals will be opened immediately after the deadline date in the presence of bidder’s representatives who wish to attend at 15:00 hours of last submission date at the office of Oxfam.

Any proposal received after the closing time or submission of proposal shall be returned unopened. If the last date of submission and opening of the documents fall on Oxfam official holidays, the next Working day would be the respective last dates.

The Oxfam office will not be responsible for any costs or expenses incurred by the bidders in connection with the preparation or delivery of Call for Proposal.
