Rural Reconstruction Nepal (RRN) is a Nepalese non-governmental development organization working in the areas of integrated community development, agriculture, forestry, human rights, peace building and social justice, having strategic focus on protecting and promoting economic, social and cultural rights and right to development. We also work extensively on natural resource management, disaster management and climate change adaptation and mitigation activities. Its major interventions are directed towards poor, vulnerable and disadvantaged groups of people in rural areas.

Position: Account Officer

About CDP:

The CDP is a DFID supported Non-State Led Service Delivery Component of the Nepal Local Governance and Community Development Programme (LGCDP) under the Ministry of Federal Affairs and Local Development (MoFALD). The CDP is expected to strengthen local governance for providing direct service delivery to deprived communities in 18 districts, 9 of which are Terai districts and 9 remote districts of the Mid and Far-West Development Regions of Nepal. In the Mid and Far West Development Regions, CDP is covering the following Districts: Jumla, Humla, Mugu, Dolpa, Kalikot, Bajhang, Bajura, Achham and Jajarkot. In the Central and Eastern Terai regions, CDP is working in Parsa, Bara, Rautahat, Sarlahi, Mahottari, Dhanusa, Siraha, Saptari and Sunsari districts.

The CDP is being implemented by RRN in a consortium arrangement with UN’s World Food Programme (UNWFP) and Oxford Policy Management (OPM) incorporated in UK. RRN is one of the largest, leading Nepali non-government organizations (NGO) working in the areas of development and policy advocacy. 

Key Responsibilities:

  • Play lead role to manage the financial mechanism of CDP in the district office,
  • Assist to District coordinator to formulate financial work plan, fund forecasting and support in project wise budget and activity plans of CDP,
  • Co-ordinate with PMU office and regional office and other finance team to develop the effective financial and accounting management culture of programme.
  • Preparation and compilation of monthly, quarterly and annual financial reports to be submitted to the management/funding partner. 
  • Provide support and guidance to RRN’s districts/regional teams in managing funds and financial and accounting system of CDP,
  • Ensure proper and timely maintenance of books of account and effective internal control system of entire programme, 
  • Guidance to Accountant for preparation of payment vouchers and review it to ensure all compliances, ensure local and national legal requirements relating to tax, review payroll of RRN staff for all adjustments and accuracy as decided by the Management, 
  • Coordinate to fulfill the internal and external audit action plan and facilitate the team of internal and external auditors for auditing and addressing the issues of audit report,
  • Play lead role for financial discipline and avoiding fraud and corruption.
  • Reviews payment vouchers to ensure all compliances, ensure local and national legal requirements relating to tax, review payroll of CDP staff for all adjustments and accuracy.

Required Core Competencies, Qualifications & Experiences:

  • Nepalese citizen with demonstrated experience working with national/international development organisations, working in Account/ Finance sector for at least 2 years. 
  • Proven Knowledge and experience with progressive track records.
  • At least graduate in Bachelors in Account/ Finance, Masters in Account/Finance is preferred.
