Terms of Reference for Hiring Consultant/Facilitator to Prepare Disaster Preparedness and Response Plan (DPRP) of Barbardiya Municipality, Bardiya District

1. Background

This assignment is part of the Project Scaling DASTAA for multi hazard and Multi-sectoral preparedness planning (Scaling DASTAA Project 1010431-45), funded by GSMA Innovation Fund and implemented by Kamaya Mahila Jagaran Samaj, Nepal (KMJS) in Barbardiya. 

Barbardiya Municipality is vulnerable to multiple natural and human-induced disasters such as floods, inundation, fire, windstorms, lightning, epidemics, and climate-induced hazards. Due to its geographical location and socio-economic conditions, the municipality requires a comprehensive Disaster Preparedness and Response Plan (DPRP) to strengthen local disaster risk management systems and ensure effective preparedness and emergency response mechanisms.

In line with the provisions of the Disaster Risk Reduction and Management Act, 2017 and Local Disaster and Climate Resilience Planning guidelines of Nepal, the Organization KMJS Nepal intends to hire a qualified consultant/facilitator to prepare a comprehensive DPRP of Barbardiya Municipality.

2. Purpose of the Disaster preparedness and response Plan (DPRP) Barbardiya Muniipality-2083

The purpose of the facilitator/consultant hiring is to prepare a comprehensive Disaster Preparedness and Response Plan (DPRP) for Barbardiya Municipality in line with these plan aims to:

• Conduct Hazard, Vulnerability, and Capacity Assessment (HVCA). 
• Review/Identify disaster-prone areas and major risks within the municipality. 
• Review/Prepare ward-wise and municipality-level disaster risk profiles. 
• Develop/Review preparedness, response, coordination, and recovery mechanisms. 
• Define roles and responsibilities of stakeholders during emergencies. 
• Develop or amend Emergency Operation and Communication mechanisms. 
• Integrate Gender Equality, Disability, and Social Inclusion (GEDSI) and climate resilience approaches into the plan.

3. Required Qualification and Experience

The consultant/facilitator should possess the following qualifications:

Academic Qualification

• Bachelor's Degree in Disaster Management/ Environmental Science/ Climate Change/ Rural Development/ Geography/ Engineering/ or related field.

Experience

• Minimum 5 years of professional experience in disaster risk management planning. 
• Proven experience in preparing DPRP, LDRMP, or similar plans for local governments. 
• Experience in participatory facilitation and HVCA processes. 
• Knowledge of Nepal’s DRRM policies and frameworks. 
• Experience in GIS-based risk mapping will be an advantage

4. Consultant Selection Process

The selection of the consultant will be based on technical and financial proposals. Interested candidates will be evaluated based on their experience, proposed methodology. The evaluation committee will consider the quality and relevance of past assignments in District and Municipality level Disaster preparedness and response plan, Seasonal hazard related municipality level preparedness plan, SoPs on forecast based early warning and early action. Proposals will be evaluated with 60% weightage for the technical proposal, including the approach and qualifications, and 40% for the financial proposal. The consultant with the best value offer, balancing quality and cost, will be selected for the assignment.

5. Proposal Submission Details

• Cover letter
• Technical and Financial proposal
• Signed CV(s) of individual consultant/team members of consulting firm.
