FOR THE PREPARATION OF DETAILED ENGINEERING DESIGN AND COST ESTIMATE

Jyamire Drinking Water Supply Project

(Scheme 1: Nepane | Scheme 2: Tallo Salle)

1. PROJECT BACKGROUND AND RATIONALE

The Jyamire Drinking Water Supply Project is a critical infrastructure initiative aimed at addressing the acute water scarcity faced by the communities in the hilly terrains of Nepal. Historically, the local population has relied on unmanaged spring yields and rudimentary transmission lines that are prone to environmental damage and structural failure. The current lack of a centralized system results in significant water quality risks and systemic inequity, especially for households at the network extremities and public institutions like schools.

The proposed project is located in Aiselukharka Rural Municipality, Khotang District, and is expected to benefit around 35 households. The system is proposed as a gravity-fed water supply scheme, utilizing natural elevation differences to ensure efficient and sustainable water distribution.

To address these issues, the project is divided into two strategic schemes:

  • Scheme 1: Nepane Drinking Water Project - serving the upper clusters.
  • Scheme 2: Tallo Salle Drinking Water Project - serving the lower and distal clusters.

Both schemes fall under the overarching Jyamire Drinking Water Supply Project umbrella, intended to provide safe, reliable, and equitable water access through engineered infrastructure.

2. OBJECTIVES OF THE ASSIGNMENT

The primary objective of this consultancy is to carry out a comprehensive topographic survey, detailed hydraulic design, and accurate cost estimation for both Scheme 1 and Scheme 2. Specific objectives include:

  • To perform a detailed topographic survey of the source, transmission route, and distribution nodes.
  • To prepare a detailed hydraulic design for intake structures, BPTs, Reservoir Tanks (RVT), and distribution networks.
  • To produce a comprehensive Bill of Quantities (BOQ) and Cost Estimate based on the latest Government of Nepal (DUDBC) norms and district rates.
  • To ensure the sustainability of the system through technical resilience and climate-adaptive engineering.

3. DETAILED SCOPE OF WORK

The consulting firm shall be responsible for the following technical activities:

3.1 Field Survey and Data Collection

  • Conduct topographic surveys using Total Station/DGPS to map source locations and elevations.
  • Perform source yield measurements and water quality tests.
  • Map the existing settlement patterns and projected population growth for a 15–20-year design period.

3.2 Engineering Design

  • Hydraulic modeling of the entire network using software like EPAnet or similar tools.
  • Design of reinforced cement concrete (RCC) structures including Intakes, Collection Chambers, and Reservoir Tanks.
  • Structural design of pipe supports, valve chambers, and thrust blocks.

3.3 Reporting and Documentation

  • Preparation of the Detailed Project Report (DPR).
  • Detailed Engineering Drawings (Architectural & Structural).
  • Item-wise Bill of Quantities (BOQ) and rate analysis.

4. ELIGIBILITY AND SUBMISSION REQUIREMENTS

Interested consulting firms must submit a formal Request for Quotation (RFQ) accompanied by the following legal and professional documents:

  1. Official Company Registration Certificate.
  2. Latest Tax Clearance Certificate.
  3. PAN/VAT Registration Certificate.
  4. Experience Letter with minimum 5 Works on Drinking Water Supply Project.
  5. Financial Proposal (Quotation) with a clear breakdown of costs for Scheme 1 and Scheme 2.

5. DELIVERABLES AND TIMELINE

The total duration for the assignment is 45 calendar days from the date of agreement signing.

  1. Draft Survey and Design Report (within 30 days).
  2. Final Detailed Project Report (DPR) with BOQ and Drawings (within 45 days).

6. EVALUATION CRITERIA

Proposals will be evaluated based on a Quality and Cost-Based Selection (QCBS) method (70% Technical, 30% Financial).
