Consultant (Part-Time) – Learning and Impact Harvesting

1. Background and Context

Center for Dalit Women Nepal (CDWN) is a national non-governmental organization committed to empowering Dalit and marginalized communities to claim their rights, achieve economic independence, and live with dignity. Established in March 2016 by Dalit women activists and parliamentarians, CDWN works across Nepal to promote inclusive governance and eliminate all forms of discrimination.

In partnership with the Department of Foreign Affairs and Trade (DFAT) and The Asia Foundation (TAF), CDWN is implementing the project titled “Fostering Effective and Inclusive Sub-national Governance Program” in seven municipalities across all seven provinces: Damak, Mithila, Bhimeshwor, Waling, Tansen, Tikapur, and Birendranagar. The project is aimed to achieve a stable, effective and inclusive sub-national governments of Nepal that cater the need of the women, disabled and the marginalized communities through policy support, institution building and capacity building at the local government to strengthen inclusive planning, decision-making and service delivery with the expectation that the program will strengthen institutional structures and systems, and the service delivery systems and mechanisms will be more efficient, effective, GEDSI responsive and accountable. 

To systematically document and analyze the program’s learning and impact, CDWN seeks to engage a qualified part-time consultant. The consultant will support the project team in developing robust learning documentation, designing impact harvesting strategies, and producing high-quality case studies.

2. Scope of Work

This consultancy position will be based at the central office of CDWN in Kathmandu. The consultant will work closely with the Project Team and report to the Program Manager. The key responsibilities include:

  • Design and implement qualitative and quantitative strategies to capture program learnings and impacts.
  • Develop a Learning and Impact Harvesting Framework tailored to the project.
  • Support the project team in identifying key outcomes, changes, and success stories.
  • Collect and analyze data from project sites, stakeholders, and beneficiaries.
  • Develop high-quality case studies focusing on governance outcomes and women’s leadership.
  • Document best practices, lessons learned, and transformative changes.
  • Ensure alignment of learning documentation with project objectives and donor requirements.
  • Facilitate workshop/conference to validate and share findings.
  • Provide regular updates and reports to the Program Manager.

3. Deliverables

  • Inception Report with methodology, tools, and work plan.
  • Learning and Impact Harvesting Framework.
  • Data collection tools (qualitative and quantitative).
  • Draft report on learning and impact findings.
  • At least 5 case studies on governance and women’s leadership.
  • Final comprehensive Learning and Impact Report incorporating feedback.
  • Presentation of key findings to CDWN team and stakeholders.

4. Qualifications:

  • Master’s degree in development studies, Social Sciences, Governance, Gender Studies, or a related field.
  • Minimum 5 years of relevant experience in Monitoring & Evaluation (M&E), research, or impact assessment.
  • Proven experience in developing case studies, particularly in governance and women’s leadership programs.
  • Strong expertise in qualitative and quantitative research methodologies.
  • Experience in learning documentation, outcome harvesting, or impact evaluation.
  • Experience in facilitating workshops.
  • Good understanding of Nepal’s governance system and inclusion issues.
  • Excellent analytical, writing, and communication skills.
  • Proficiency in English and Nepali.

5. Duration of the assignment

The consultancy will be part-time. The consultant will be engaged for one day per week (approximately four days per month) over a period of nine months, starting from the date of contract signing. The schedule may be adjusted as needed based on project requirements.
