1. Introduction

SNV is a global development partner deeply rooted in the African and Asian countries where we operate. With 60 years of experience and a team of approximately 1,600 people, we strengthen capacities and catalyse partnerships that transform agri-food, energy and water systems. Working on the core themes of gender equality and social inclusion, climate adaptation and mitigation, and strong institutions and effective governance, we tailor our approaches to different contexts to achieve large-scale impact and create sustainable and more equitable lives for all.

With the funding support of the FCDO-UK, SNV in Nepal (in partnership with Water Aid) is implementing the WASH Systems for Health Project (2024-2027) (referred to as “the Project”) in Koshi and Madhesh Provinces, which works with provincial and local governments (LGs) to strengthen WASH systems leading to inclusive, resilient and sustainable WASH services. As a part of supporting local governments in promoting improved WASH behaviours, the Project plans to build their capacities in rolling out a “Total Sanitation” Behaviour Change Campaign across 7 Rural Municipalities in Jhapa District (Koshi Province) and 8 Rural Municipalities in Siraha District (Madhesh Province).  Additionally, the provincial government of Madhesh has identified youth toxic behaviours as a critical part of personal hygiene and safe food behaviours in Total Sanitation, including the ingestion of beetle nut, smoking, and drugs. The Project will include these as a special component under the title of “Safe Life” behaviours for Madhesh BCC campaign. The Project will also integrate climate and GEDSI considerations relating to and impacting the behaviours.

As part of Behaviour Change Communication (BCC) interventions under the Total Sanitation framework, SNV has developed various BCC tools for hill/mountain (from western Nepal) and Madhesh terai communities to address the different behaviours of Total Sanitation.  These tools include photo booklets, testimonials and short films which are shared with community members in face-to-face interactions and through digital sharing platforms. 

This assignment aims to 1) capture real, high-quality photographs and 2) develop videos for story-telling and motivating change, on sanitation and hygiene practices in communities of Koshi hill/terai belt and Madhesh terai. The photographs will be used by SNV to subsequently update and/or develop new photo journey booklets. Together with the videos, these materials will be used for community triggering, awareness raising, and capacity strengthening in Madhesh and Koshi provinces.

2. Objective of Assignment

The overall objective of this assignment is to capture real photographs and develop videos relating to 8 “Total Sanitation” behaviours and the special component on “Safe Life” behaviours, while integrating climate and GEDSI considerations, from communities of Koshi hill/terai belt and Madhesh terai.  The specific behaviours and the specific objectives of the assignment are described below.

2.1 Specific Behaviours and Messaging

(A) Total Sanitation:

  • Access to and use of improved sanitation facilities
  • Safe child faeces management
  • Handwashing with soap
  • Menstrual hygiene management
  • Safe water handling and treatment practices
  • Safe food hygiene practices
  • Household cleanliness, including smoke-free kitchens and waste segregation
  • Environmental sanitation, including solid and liquid waste management and community cleanliness.

(B) Climate and GEDSI Considerations:

The photographs and testimonials on Total Sanitation will integrate climate and GEDSI considerations. Climate considerations will capture risks from climate-related impacts, especially impacts from floods, droughts, landsliding, and fires, and desirable behaviours mitigating the risks.  GEDSI considerations will capture differential behaviour adoption by men and women, people with disabilities, and vulnerable groups; bottlenecks that cause these differences; and actions that help adoption of behaviours by all. 

(C) Safe Life Behaviours: “Choices that Shape Our Future” – Prevention of beetle nut/gutkha, smoking, and drug use.

Safe life behaviours focus on the prevention of beetle nut/gutkha, smoking, and drug use among young people, including both risk behaviours and protective behaviours across key behavioural stages such as home environment and early exposure, curiosity and hidden experimentation, peer influence and identity formation, availability and access to harmful substances, habit formation and progression towards addiction, and family and emotional consequences, and positive protective behaviours, including the role of families, peers, schools, and communities in prevention, to visually illustrate behavioural drivers and promote preventive actions.

(D) Messaging:

Photographs will capture change in progression from unsafe to safe practices (SNV will compile these in a booklet form).

Video testimonials will follow a structured storyline: previous practices → impacts → trigger for change → improved practices → benefits → inclusion and climate resilience → call to action.  Specifically, the storyline will look at risks and unsafe practices on the above behaviours; impacts on health, dignity, safety, and overall well-being of individuals and families from poor practice of above behaviours; triggers for change such as behaviour change moments, influences, or interventions that motivate individuals and families to adopt improved Total Sanitation behaviours current good practices; benefits related to above behaviours; address inclusion and climate resilience as detailed below and end with a call to action for all community members.
