Brief Background: Helen Keller Intl works to reduce malnutrition and preventable blindness through evidence-based nutrition, health, and humanitarian programs delivered in partnership with governments and communities. In Nepal, Helen Keller supports the Strengthening Integrated Management of Acute Malnutrition and Integrated Nutrition Information Systems project, working alongside the Family Welfare Division and the Integrated Health Management Information System Section to strengthen government-owned nutrition information infrastructure. This position has been created to deliver the digital backbone of that work: configuring and running the systems that track children through screening, referral, treatment, and follow-up, and turning that data into dashboards and reports that municipal, provincial, and federal counterparts can act on. Reliable case-level data is what allows underserved children to be found and followed up rather than lost between visits.

Purpose or Scope of work

The Senior Officer, Program Delivery-Information Technology executes the design, deployment, and day-to-day operation of digital nutrition information systems supporting acute malnutrition services across project implementation districts in Nepal. The position configures digital case tracking, maintains data exchange with the Government of Nepal’s health management information system, develops dashboards and analytical reports, and assures the quality of health worker-reported data. It also delivers technical training, coaching, and documentation for government counterparts and frontline health workers. Working within established project guidelines, the Senior Officer determines appropriate technical methods independently and coordinates with federal, provincial, and local counterparts to secure timely and reliable nutrition data flows.

Management/ Functional Relationships

The Senior Officer, Program Delivery- Information Technology reports to the Manager — Monitoring & Evaluation. Internally, the position works closely with the Program Delivery team; the Monitoring, Evaluation, and Learning team; the Finance and Operations team; and the People and Culture team. Externally, it engages the Government of Nepal Family Welfare Division, the Integrated Health Management Information System Section, provincial and local government health authorities in Madhesh Province, and municipal health offices across project implementation districts.

Key Responsibilities / Specific Tasks

  • System configuration and integration: Configure and maintain digital nutrition information systems in alignment with the Government of Nepal’s health management information system and District Health Information Software 2 architecture, including data exchange, offline-capable data capture, and version-controlled release practice.
  • Case tracking and data management: Configure and deploy child-level case tracking across identification, referral, enrollment, treatment, discharge, and follow-up, with automated alerts, defaulter tracing workflows, role-based access control, and audit logging for identifiable child records.
  • Analytics, reporting, and data quality: Develop interactive dashboards and routine analytical reports on treatment outcomes, coverage, and program performance, define indicator logic, and run data quality assurance processes with corrective action plans.
  • Capacity building and technical support: Deliver digital health training for provincial and local government officials and frontline health workers, produce user manuals and standard operating procedures, and provide on-site coaching and troubleshooting across implementation districts.
  • Information security and coordination: Manage user access and system administration in line with organizational policy and Government of Nepal data protection requirements, maintain tested backup and disaster recovery procedures, and coordinate with government counterparts on alignment with national reporting requirements.

Skills & Experience

  • Technical & Leadership Competencies
    • Configure District Health Information Software 2 metadata, data elements, program stages, program rules, and indicator and dataset definitions.
    • Develop and maintain data exchange integrations using the District Health Information Software 2 Web Application Programming Interface, including authentication, payload mapping, and error handling.
    • Design relational data models for longitudinal case data, and implement role-based access control and audit logging for identifiable health data.
    • Deliver training, coaching, and technical documentation for government counterparts and frontline health workers.
  • Operational & Functional Skills
    • Apply proficiency in SQL, including joins, aggregation, and reconciliation queries across multiple data sources.
    • Program in Python or JavaScript to a production standard, sufficient to build and maintain a scheduled integration service.
    • Use version control with Git, environment management, and documented release and rollback practice.
    • Build offline-first mobile data capture, including synchronization conflict resolution.
  • Education & Experience
    • Hold a bachelor’s degree, or an equivalent combination of education and experience.
    • Demonstrate experience in management information systems, information and communications technology, information management, health information systems, or digital data management.
    • Bring experience supporting government programs, public health, nutrition, or international development projects.
    • Bring experience of working in Nepal’s health sector or with the Government of Nepal’s health information infrastructure (preferred).

Working Conditions / Travel

  • Duty station: based in Kathmandu, Nepal.
  • Travel: frequent travel to Madhesh Province for system deployment, training, and on-site technical support.
  • Work environment: office-based technical role combined with regular field presence at health facilities and government offices.
  • Safeguarding responsibilities: uphold the Helen Keller Code of Conduct, with particular care in the handling of identifiable child health data.

Compensation and benefits.  

Helen Keller offers a comprehensive benefits package. Specific offerings may vary by country in accordance with local laws. The compensation for this position will be aligned with the Nepal country office salary structure and applicable local labor law.
