Hamro Palo is a non-profit organization working with adolescents, particularly girls, to strengthen their confidence, leadership, knowledge, safety and participation. We work with adolescents, schools, teachers, youth, local governments and other community stakeholders through school- and community-based programs.

As our programs and partnerships have grown, we recognize the need to further strengthen safeguarding across the organization. Hamro Palo is investing in stronger safeguarding systems, clearer procedures, staff capacity and organizational accountability.

Hamro Palo is seeking an experienced Safeguarding Technical Consultant to support this process.

Purpose of the Consultancy

The consultant will support Hamro Palo to review its existing safeguarding policies, practices and systems, identify key gaps and risks, and strengthen practical procedures and tools that can be consistently used across the organization.

The consultant will also support Hamro Palo in establishing a clear safeguarding function and provide technical guidance and mentoring to the Safeguarding Focal Person once recruited.

The aim is not simply to develop policies and tools, but to help establish a practical safeguarding system that can be understood, applied and sustained by the organization.

Scope of Work

The consultant will:

  • Review existing safeguarding and child protection policies, procedures, practices and tools and identify key gaps and risks.
  • Assess safeguarding risks across Hamro Palo's programs and organizational operations, particularly its work with adolescents.
  • Strengthen safeguarding policies, procedures and practical tools, including risk assessment, reporting, documentation, referral, follow-up and confidential record keeping.
  • Review existing reporting and response mechanisms and recommend safe and accessible options for adolescents and other program participants.
  • Map relevant government mechanisms and service providers and strengthen practical referral pathways in Hamro Palo's program locations.
  • Clarify safeguarding roles, responsibilities and escalation processes and support the establishment of Hamro Palo's safeguarding function.
  • Support the onboarding of the Safeguarding Focal Person once recruited and provide technical mentoring during the initial implementation period.
  • Facilitate practical capacity-building for staff and support the integration of safeguarding into program planning and implementation.

Expected Deliverables

The key deliverables will include:

  1. Safeguarding systems review and gap assessment, including priority risks and recommendations.
  2. Updated safeguarding policies, procedures and protocols, as required.
  3. Practical safeguarding tools and procedures for risk assessment, reporting, response, documentation, referral and follow-up.
  4. Mapping of relevant safeguarding and child protection referral services and mechanisms.
  5. Practical safeguarding capacity-building for Hamro Palo staff.
  6. Technical support and mentoring for the Safeguarding Focal Person.
  7. A final safeguarding action plan with recommendations for continued implementation and institutionalization.

All systems, tools and recommendations should be practical, proportionate to Hamro Palo's organizational size and program model, and appropriate to the Nepali context.

Required Qualifications and Experience

The consultant should have:

  • An academic or professional background in safeguarding, child protection, social work, gender, psychology, law, development studies or a related field.
  • At least 5 years of relevant professional experience in safeguarding, child protection, PSEA or related areas.
  • Demonstrated experience in developing or strengthening safeguarding policies, procedures, reporting mechanisms, referral pathways and/or case management processes.
  • Experience working with organizations that directly engage with adolescents.
  • Strong understanding of Nepal's child protection and safeguarding context, including relevant legal provisions, government mechanisms and referral services.
  • Experience conducting safeguarding assessments and facilitating staff capacity building.
  • Ability to translate safeguarding standards and principles into practical systems and tools.
  • Strong analytical, facilitation and written communication skills in Nepali and English.
  • Experience working with NGOs or civil society organizations in Nepal will be an advantage.
