- The Rural Reconstruction Nepal (RRN) has received financing from the World Bank toward the cost of the DEDICATED GRANT MECHANISM FOR INDIGENOUS PEOPLES AND LOCAL COMMUNITIES IN NEPAL (DGM Nepal Project) and intends to apply part of the proceeds toward payments under the contract for Local-level orientations and training on the Benefit Sharing Plan.
- The Rural Reconstruction Nepal (RRN), now invites sealed Bids from eligible Bidders for Local-level orientations and training on the Benefit Sharing Plan.
- Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers -” July 2016 (Revised September 2025). and is open to all eligible Bidders as defined in the Procurement Regulations.
- Bidders may Bid for one or more Clusters/Packages, as mentioned below and offer discounts/ cross discounts. Evaluation will be done for each Clusters/Packages, with contracts awarded based on the award combination that is of least cost to the Employer provided those discounts are included in the Letter of Bid. For bidding more than one Clusters/Packages, Bidders shall specify their priority and purpose separate Team composition of experts in their bid. However, one bidder shall not be provided more than two Contracts.
- This contract will be jointly financed by the World Bank. Bidding process will be governed by the World Bank’s Procurement Regulations.”

7. Information necessary to enable potential Bidders to decide whether or not to respond to the Request for Bids. Bidding Document may require Bidders to have specific experience or capabilities are as follows:
- Official registration in Nepal
- Official PAN under the law of Nepal Government.
- Note: In case of contract award, the Service Provider shall be registered in VAT before signing the formal contract.
- Tax clearance Certificate of fiscal year 2081/082
- General Experience: At least 10 years of demonstrated experience working with CBFM groups, Indigenous Peoples (IPs), and Local Communities (LCs) in Nepal, including strengthening organizational and institutional capacity, supporting the preparation, revision, and implementation of forest operation and management plans, and promoting sustainable forest management (SFM) and forest governance practices, with a sound understanding of Nepal's relevant policies, regulations, and institutional frameworks.
- Specific Experience: Proven track record of conducting at least five trainings or workshops on REDD+, the FCPF Emission Reduction Program (ERP), and associated Benefit-Sharing Plans (BSP) targeting CBFM groups, IPs, and Local Communities,

9. The bidding document in English language may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of NRs 3,000 for each Cluster/Package till July 13, 2026 during office hours. The Bidder shall deposit the cost of bidding document in the account as specified below .

10. Bids must be delivered to the address below on or before 1:00 PM on July 14, 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below at 2:00 PM on July 14, 2026
11. All Bids must be accompanied by a “Bid Security” amounting to as stated above, which shall be valid for 30 days beyond the validity period of the bid (i.e. November 10, 2026)
