Position Title: Project Officer (Capacity Development & MEAL)
Full/Part Time: Full Time
Reports to: Project Manager
Location: Project office in Kathmandu valley with frequent field travel
Duration of Contract: Two years (extendable based on performance and project duration) (Probation period of six months)
Background
Powering Nepal’s Green Industrial Future (Power-GIF) is a Government of Norway–supported initiative aiming to utilize the projected growth in power generation to accelerate Nepal’s transition toward a low-carbon, climate-resilient, and industrialized economy. The initiative, aimed at promoting industrial electrification and clean energy adoption to advance green, resilient and inclusive development, is being implemented by Centre for Rural Technology led consortium in participation of the Nepal Electricity Authority, Confederation of Nepalese Industries, Center for Energy Studies, and Ambidience Global. With a combination of technical expertise, policy engagement, and strong private sector linkages, the project supports industrial decarbonization through policy support, technology demonstration, capacity building, digital innovations and access to innovative financing solutions.
To lead the project’s targeted capacity-building initiatives and support the Monitoring, Evaluation, Accountability, and Learning (MEAL) functions, CRT/N seeks to recruit a Project Officer (Capacity Development & MEAL). The incumbent will be responsible for strengthening technical capacities of key stakeholders and ensuring systematic tracking of project progress aimed for accountability, transparency and adaptive management.
Scope of Work
Under the supervision of the Project Manager, the Project Officer (Capacity Development & MEAL) will be responsible for following functions:
A. Capacity Development
- Design and implement capacity development programs for industries, utilities, and government stakeholders as outlined in the project document.
- Facilitate in developing training curricula, manuals, and technical guidelines tailored to industrial applications.
- Conduct hands-on technical training on clean energy technologies for industrial technicians and relevant stakeholders.
- Organize workshops, knowledge-sharing sessions, and trainings on energy transition, data systems, and performance tracking.
- Strengthen institutional capacity for measuring, reporting and verification (MRV) including data collection, analysis and supporting evidence-based decision-making.
- Facilitate building technical skills for operation, maintenance, and energy optimization in participating industries.
- Support industries and utilities in adopting best practices for electrification and energy management.
- Facilitate knowledge-sharing platforms between industries, utilities, and technical institutions.
B. MEAL
- Develop and implement MEAL framework and system aligned with project objectives and NDC targets.
- Align project indicators and reporting with national MRV frameworks.
- Design, manage, and maintain high-integrity data collection, verification, and reporting systems.
- Track, monitor, and report progress on industrial electrification, RE adoption, EE improvements, and GHG emissions reductions.
- Lead baseline, midline, and endline assessments including appropriate climate-relevant metrics.
- Support in preparing periodic progress reports for key stakeholders, including government agencies, development partners, and industries.
- Establish feedback and accountability mechanisms among the key project stakeholders.
- Document lessons learned and facilitate adaptive management to inform evidence-based policy and decision-making.
C. Collaboration & Other Duties
- Work closely with the Knowledge Management and Communication Officer to develop knowledge products, guidelines, and toolkits.
- Ensure integration of Gender Equality and Social Inclusion (GESI) and sustainability principles in all technical interventions coordinating with GESI experts.
- Perform additional duties as required in line with project priorities.
Workstation
The Project Officer (Capacity Development & MEAL) will be based in a project office in Kathmandu with frequent field travel.
Required Qualifications, Experience and Skills
- Master’s degree in Engineering, Economics, Environmental Science, or related field.
- 3–5 years of experience in industrial development project/s, preferably with a focus on energy efficiency and optimization in processing industries; Prior involvement in industrial development initiatives funded or supported by development agencies is an asset.
- Experience in capacity development for technical teams and key stakeholders to advance energy efficiency and resource optimization in industrial environments.
- Working knowledge of MEAL approaches in industrial energy contexts is highly desirable.
- Knowledge of integrating Gender Equality, Disability and Social Inclusion (GEDSI) principles into work.
- Strong knowledge of results-based management, logframe approaches, and project monitoring tools.
- Exposure to advanced quantitative analysis, complex datasets, and simulation work.
- Proficiency in data analysis and reporting, with familiarity in statistical and/ or mathematical tools such as SPSS, MATLAB.
- Knowledge of NDC frameworks, GHG accounting, MRV systems, and climate indicators.
- Excellent communication, stakeholder engagement, and coordination skills, including the ability to work multiple stakeholders including industries, utilities, and policymakers.
- Strong analytical, report writing, and communication skills in English and Nepali.
- Demonstrated ability to work in a multi-disciplinary team and in a multi-stakeholder project environment.
Working Hours
- Working hours will align with project’s normal office schedule (Monday to Friday)
