CBM Global Nepal Country Office seeks applications from qualified and competent candidates for the position of Project Officer.
Job Overview and Core Purpose
CBM Global Nepal Country Office has launched SAMAVESH: Supporting Active Measures Advancing Voices, Equality, Solidarity and Harmony, a three-year EU-funded project aimed at strengthening the meaningful political participation and representation of persons with disabilities in Nepal. Implemented with CBM Ireland, CBM Global Nepal, NFDN, and FWDN, the project will work with Organisations of Persons with Disabilities (OPDs), government bodies, political institutions, media, and civil society to build leadership, civic awareness, and disability-inclusive policymaking. Engaging around 700 key actors and reaching over 9,200 direct and 150,000 indirect beneficiaries across Bagmati and Karnali Provinces, SAMAVESH will particularly empower women and youth with disabilities, enhance OPD governance, and contribute to inclusive democratic systems ahead of Nepal’s upcoming federal elections.
The Project Officer will be responsible for effective coordination, implementation, monitoring, and reporting of the SAMAVESH Project. The position will serve as the primary focal person from CBM Global Nepal, ensuring high-quality delivery of project activities, partner support, compliance with EU requirements, and strong collaboration with OPDs.

Based: Kathmandu, with frequent travel to field locations
Key Roles and Responsibilities
A. Project Management & Coordination
- Lead day-to-day coordination of project activities on behalf of CBM Global Nepal.
- Ensure timely and quality implementation of activities ensuring they adhere to the approved work plan, logical framework, EU Grant Agreement requirements including schedules, deliverables and milestones as well as CBM Global standards.
- Maintain effective communication and coordination with implementing partners, OPDs, and relevant stakeholders.
- Facilitate regular project review meetings, planning sessions, and joint monitoring.
- Maintain comprehensive and accurate project documentation files (technical and administrative) to support compliance checks and audits.Identify, assess and proactively manage project risks, including operational delays, compliance issues, and partner challenges.
- Ensure project communication and visibility are delivered in accordance with EU visibility rules and branding guidelines (logo use, disclaimers, public materials).
B. Partner Support & Capacity Strengthening
- Provide technical and operational support to local implementing partners (NFDN and FWDN), local OPDs and CSOs.
- Strengthening partners’ capacity in project management, safeguarding, disability inclusion, and reporting.
- Guide partners on compliance with EU contractual conditions, project delivery and CBM Global procedures.
- Conduct periodic internal compliance reviews of partner implementation and documentation.
- Monitor sub-grants to OPDs/CSOs for contractual compliance, deliverables and financial eligibility
C. Monitoring, Evaluation, and Learning (MEL)
- Monitor field activities to ensure progress, quality, and adherence to the project log frame.
- Conduct internal quality checks of all reports (interim, technical, final) ensuring compliance with CBM Global and EU templates, deadlines and content expectations.
- Collect, verify, and analyse data for project reporting and learning.
- Document best practices, case stories, and lessons learned.
D. Reporting & Compliance
- Lead the consolidation and preparation of high-quality technical reports for submission to EU via CBM.
- Ensure timely reporting from partners, complete documentation, and compliance with donor rules.
- Support financial tracking and coordinate with the finance team to ensure expenditures align with the approved budget lines and eligibility criteria under EU rules
E. Stakeholder Engagement & OPD Collaboration
- Facilitate meaningful participation and engagement of OPDs throughout the project cycle.
- Maintain coordination with government bodies, civil society, and EU representatives as needed.
- Represent CBM in project events, workshops, and coordination forums.
F. Humanitarian Action
- In the event of a humanitarian emergency and subject to organisational priorities, the post holder may be requested to provide time-bound support to emergency response initiatives, while ensuring continuity of EU project obligations
G. Safeguarding
Knowledge
Understands the incident management framework and their first responder role in recording, responding and reporting incidents.
Understands the survivor-centred approach and how to apply it when receiving a complaint or responding to an incident. Knows local support services available in the community or region, and how to engage them.
Skills
Able to listen and accurately document reported concerns and complaints. Able to respect the confidentiality of safeguarding allegations. Able to appropriately apply the survivor-centred approach.
Behaviours
Treats the survivor and others involved in an incident with dignity and respect.
Be assertive in implementing the initial incident response protocols by gaining the trust and cooperation of parties involved.

Person Specification
All of the following requirements are Essential, unless marked with a * when they are Desirable.
Experience and knowledge
- Demonstrated expertise in project coordination and management with a minimum of five (5) years of relevant experience.
- Experience of working with partners, organizations of people with disabilities (OPDs) and community-based organizations.
- Strong knowledge of disability inclusion, rights-based approaches, and partnership management.
- Demonstrated capacity to lead technical and financial reporting to institutional donors.
- Experience with EU funded projects will be an asset. *
- Familiarity with EU compliance, reporting formats, visibility rule, finance rules and audit processes. *
- Experience in facilitating training and multi-stakeholder coordination. *
- Formal training or certification in project management methodologies (e.g., EU Project Cycle Management, PRINCE2, PM²) or specific EU project courses. *

Qualifications, training, and education
- Master’s degree in Social Sciences, Development Studies, Human Rights, or related field.
