Supervisor: Program Manager
EU Project Management Team (PMT), Program Team, Finance Team at FCA Nepal Country Office and various FCA Service & Accountability Centre (SAC) units in Helsinki, Finland.
FCA Nepal Country Office, in consortium with Dalit Lives Matter Global Alliance and Shanta Foundation is implementing EU-funded Voices of Change: Building Futures through creativity, identify and action in Nepal, a project designed to strengthen the creative potential, leadership, and social inclusion of marginalized youth across Nepal’s Cultural and Creative Industries (CCI).
In this context, the Project Coordinator will ensure effective, timely, and compliant delivery of the project in line with EU and FCA guidelines and priorities, while managing day-to-day coordination across the consortium. S/he will oversee partner implementation, ensure high-quality reporting and monitoring, and strengthen partner capacities to meet technical, operational, and compliance standards.

Main Tasks:
Planning and Management:
- Lead overall project delivery, consortium coordination and donor reporting in line with EU and FCA guidelines.
- Support partners in developing and reviewing annual/multiyear plans, proposals, and budgets, ensuring alignment with project documents.

- Oversee partner implementation and provide technical and operational guidance for timely, compliant delivery.
- Facilitate timely fund disbursements and coordinate closely with Finance on procurement, financial reporting, audits, and compliance requirements.
- Coordinate capacity-building support for partners and promote structured learning and cross-fertilization across the consortium.
- Support partner quarterly/annual progress reports, conduct analysis, and provide consolidated summaries to the Programme Manager.
- Facilitate regular consortium meetings and annual partner reviews.
- Maintain systematic documentation and archiving of project materials in FCA’s online workspace and physical files.
- Contribute to the development of the Country Programme Annual Plan (CPAP).
- Support the programme team in humanitarian response planning, implementation, monitoring, and reporting when required.
- Support MEAL Coordinator to design and implement project level M&E tools and data aggregation.
- Conduct joint field monitoring visits with Programme/MEAL teams, share findings with partners, and support corrective action planning.
- Support partners’ accountability measures at the community and local governments by supporting social audits, public audits, partner-Gov joint-monitoring, etc.
- Organize project review meetings and ensure proper documentation of decisions and lessons learned.
- Support MEAL Coordinator to harmonize partners’ progress reporting tools including data collection and case studies.
- Support in carrying out baseline and endline studies; drafting ToR, procurement of consultancy, coordinate with consultants and partners, review of documents.
- Facilitate donors’ visits and FCA SAC visits in the respective project areas.
- Contribute to the development of the Country Programme Annual Report and support FCA’s knowledge management systems.
- Participate and contribute towards fundraising plan and funding proposal development.
- Support Program Manager for discussion and consolidation of lessons related to FCA strategy required for fundraising.
- Provide innovative ideas to Program Manager and Business Development Manager for concept note development.
- Provide programmatic inputs based on the learning from ongoing projects in the concept note and proposal development processes.
- Coordinate with the NGO partners for ensuring their active participation in the fundraising.
- Maintain networking and coordination with partners and other relevant stakeholders specially in culture and creative industries.
- Participate in relevant meetings with relevant networks that FCA works with in Nepal as assigned.
- Support partners in building and expanding external relations and collaboration including with other EU CSO partners.
- Support partners in developing and implementing advocacy events taking necessary support from the FCA SAC’s technical expertise.
- Participate in advocacy events of local, national, and international organizations.
- Contribute and support NEPCO and SAC communications unit in developing success stories, learning, best practices, and innovative approaches for cross sharing-learning within organisation and for visibility outside organisation.
- Work with the Communication Associate to develop and implement EU Communication & Visibility Plan for project.
- Facilitate effective internal knowledge-sharing through debriefs, presentations, intranet posts, and other communication platforms.

- Bachelor's Degree with at least five years of relevant experience out of which minimum 2 years should be for EU project.
- Demonstrated experience in programme and project management, including consortium coordination within I/NGO settings.
- Sound understanding of the Human Rights-Based Approach and other development and humanitarian work.
- Proven experience in Logical Framework based project management.
- Good knowledge of Nepal’s CCI sector and experience managing/executing Financial Support to Third Parties (FSTP) and engaging with the private sector.
- Experience working with government and non-government agencies, particularly in livelihoods, women & youth empowerment, entrepreneurship, and rights-based advocacy.
- Ability to work under pressure in a structured, organized, and responsive manner in an international working environment with multicultural team.
- Good understanding of partnership and collaboration; financial management, local government, and donor’s development policies.
- Result oriented, excellent team player and decision-making skill.
- Commitment to continuous learning – willingness to keep abreast of new development strategies.
- Excellent communication skills in English and Nepali, with proficiency in MS Office and digital communication tools.
- Strong writing skills, and good communication and facilitation skills.
- High integrity, adherence to financial and operational compliance, and commitment to FCA’s Code of Conduct and safeguarding standards.
- Ensure adherence to the organization's safeguarding, child protection, and code of conduct policies.
- Promote safe, ethical, and transparent financial practices.
- Perform other tasks based on need and assigned by the line manager.
- Effectively and efficiently implemented FCA Country Programme in Nepal.
- Problem solution is based on experience, combining different factors. Work is done according to task-related and general instructions.

- Reason for choice: Project Coordinator requires understanding the level of complication and identify solutions to it independently, and only require consultation from the supervisor if the problem solution is beyond what is in the strategy and project plan.
