FCA Nepal Country Office (NEPCO) Finance & Admin Team, EU Project Implementation Team (PIT), Program Team, Procurement Committee, Partners, and Senior Management Team (as relevant).
The Grant Finance Officer is responsible for the overall financial management of the European Union (EU) funded project “Voices of Change: Building Futures Through Creativity, Identity, and Action in Nepal,” implemented through three consortium partners. The role ensures effective planning, monitoring, reporting, and compliance in line with FCA policies, EU requirements, and national regulation.
The position plays a key role in maintaining accurate financial records, supporting project budget planning and revisions, ensuring timely and compliant financial reporting, and facilitating smooth financial implementation. The role also includes managing and oversight of FSTP (Financial Support to Third Parties) grants executed through FCA and Consortium partner respectively, ensuring transparent and accountable grant disbursement, monitoring, and documentation. In addition, the position provides financial guidance and support to consortium partners to ensure consistent compliance and effective project delivery across all partner organizations.

Main Tasks:
Accounting, Budgeting and Finance:
- Ensure budgets are aligned with project work plans, FCA and EU requirements, and consortium partner plans.
- Support the preparation, revision, and consolidation of the project’s annual and periodic budgets.
- Maintain day-to-day project financial transactions, ensuring completeness, accuracy, authorization, and proper documentation.
- Support the preparation of the project’s annual and periodic budgets, including forecasts and cash-flow planning.
- Track project expenditures against approved budgets and provide monthly financial analysis to the project and finance teams.
- Prepare project specific EU financial reports in coordination with the Finance Coordinator and Finance and Admin Manager.
- Ensure accurate coding, posting, and uploading of project-related transactions in FCA digital system.
- Prepare monthly bank reconciliations, cash counts, and necessary supporting schedules.
- Review and process travel/work advances and ensure timely settlements.
- Assist in year-end closing for the project, ensuring proper cutoff and documentation.
- Prepare financial reports for EU and ensure compliance and effective management of project funds.
- Ensure that all project financial activities comply with FCA policies, EU requirements, and national statutory regulations.
- Support scheduled internal/external audits related to the EU project by providing required documents and clarifications.
- Maintain organized and audit-ready documentation, including procurement, contracts, vouchers, and supporting records.
- Support implementation of internal control measures at project level.
- Manage the full cycle of FSTP grants in line with EU and FCA guidelines, including:
- Verification of grantee budgets, financial forecasts, and supporting documents.
- Timely processing of grant disbursements according to agreements.
- Periodic review of grantee financial reports and supporting documents.
- Reconciliations of partner/grantee advances and settlements.
- Conduct financial monitoring (remote and onsite) of FSTP grantees to ensure compliance and provide capacity support.
- Provide orientation and coaching to grantees on FCA and EU financial rules, reporting templates, and compliance requirements.
- Monitor consortium partners’ execution of FSTP activities and provide necessary financial guidance and capacity-building support.
- Provide ongoing financial guidance and technical assistance to consortium partners.
- Facilitate financial coordination meetings with partners to ensure consistency and alignment
- Share updates on EU regulations, policies, and financial compliance requirements.
- Support partners to strengthen internal controls, financial systems, and reporting processes.
- Ensure adherence to the organization's safeguarding, child protection, and code of conduct policies.
- Promote safe, ethical, and transparent financial practices.
- Perform other Finance and project related tasks based on need and assigned by the line manager.
- Perform any additional duties as assigned by the line manager.
- Bachelor’s degree in finance, accounting, or related field.
- Minimum of 5 years of relevant experience in financial management, preferably within an INGO.
- Experience working with EU-funded projects or similar compliance standards is an asset.
- Proven experience in managing FSTP or similar grant mechanisms, preferably within EU-funded or other similar compliant projects.
- Ability to work independently.
- Knowledge about accounting principles, finance policy and procedure, compliance and regulatory standards, internal control and risk management.
- Knowledge of Financial reporting, advanced Microsoft excel, accounting software (preferably Unit4), communication and organizational skills.
- Strong competencies in analytical thinking, attention to detail, time management, problem-solving, and upholding ethics and integrity.
- Experience in office administrative work will be an asset.
- Good command of written and spoken English is essential.
