Background

Deutsche Welthungerhilfe e.V. is one of the largest Non-Governmental Organizations in Germany operating in the field of Humanitarian Assistance and Development. It was established in 1962 as the German section of the “Freedom from Hunger Campaign”, one of the world’s first initiatives aimed at the eradication of hunger. Welthungerhilfe’s work is still dedicated to the following vision: all people have the right to a self-determined life in dignity and justice, free from hunger and poverty.

Welthungerhilfe (WHH) has been operational in Nepal since 2012, and it is currently managing different projects in twelve districts under four thematic areas (sectors): food and nutrition security, WASH, Disaster Risk Reduction (DRR), and right to food and empowerment. WHH works partnership with civil society in Nepal to empower socially marginalized and economically poor citizens, to strengthen their resilience and to ensure their right to adequate food and nutrition through a systems thinking approach. 

Purpose and scope of this assignment

The objective of this assignment is to seek an appropriate Service Provider that will provide 1 (one) Driver to Welthungerhilfe Nepal Field Office based at Achham. The driver will be required to operate in remote project areas such as Bajura, Mugu, Bajhang, and other off-road locations with overnight stays, depending on project requirements. The term of the service contract shall be valid for 2 years, and renewable up to additional of next two years upon the satisfactory service. The expected start date for this contract is 1 May 2026.

Key actions of the assignment include (but are not limited to)

Duties with own area of responsibility

  • Drive office vehicles as scheduled
  • Drive staff members and partners on office-related matters/visit
  • Collect and deliver official documents and letters (messenger services)
  • Pick up and deposit equipment, purchases etc.
  • While in the field, maintain radio/mobile phone contact with the base on a regular basis
  • Keep the vehicle’s logbook up to date

Maintain office vehicles

  • Clean vehicles (inside/outside) on a regular basis
  • (Re)fuel vehicles
  • Check oil, water, brakes and clutch fluids on a daily basis; tyre pressures, battery water, and overall vehicle condition on a monthly basis or after 5,000 km whichever comes earlier; test lights, brakes, bodywork for dents, etc.
  • Report suspected mechanical problems, if possible before actual problems arise
  • Immediately report any involvement of the project/office vehicle in any, even minor accidents, or any damage or theft of equipment from the vehicle
  • Keep the vehicle’s documents (logbook) up to date and Use the mobile device to update the log details in the fleet management system
  • Keep vehicles and car tools in a good technical condition and make small repairs
  • Tend first-aid kits in the vehicles
  • Timely report necessary repairs or other need for maintenance

Specific tasks

  • Daily update knowledge of security, street conditions, effective routes and locations daily using all available information (incl. actual radio news on traffic situations), exchange information with other office drivers and security officers
  • Ensure that no passengers other than personnel of Welthungerhilfe and of implementing partners are allowed on board
  • Ensure that the vehicle is not on the road between sunset and sunrise and that all exceptions of this rule have been approved by the management
  • Load/unload and set-up/dismantle equipment transported to and from the office

Duties without own area of responsibility

  • Pay the bills of field office utilities (water, electricity, telephone)
  • Buy daily use field office supplies/items (upon request)
  • Collect and deliver mail, documents, and bills (messenger services)
  • Fulfillment of any other tasks which are assigned by the supervisor in general with the character of this position

Financial Proposal

The service provider firm/company are requested to quote the monthly rates while submitting the financial proposal including VAT.

Payment of fees and associated costs

The service provider firm/company will be paid on a monthly basis. The service provider firm/company has to submit original VAT invoices and a request letter for each payment along with the timesheet. Applicable tax as per Nepal tax rule will be deducted in each payment.

Insurance of people involved in the assignment

Insurance and other related costs of the personnel (Driver) associated to this assignment will be solely the responsibility of the service provider firm/company.

Leave, Travel Allowance and other benefits

The service provider firm/company will be responsible to provide all the benefits as per the Nepal government rule and it should be already inbuilt in the monthly rate of the financial proposal. Since this position requires overnight stay out of the district, the consulting firm also should mention the applicable local travel cost (Fooding and Lodging) along with the financial offer. 

Expertise for Driver

  • Must hold at least a 10th standard education
  • Should have the experience of driving in hills, mountains and tough areas for more than 2 years and familiar very well with the driving rules of Nepal

The interested and qualified service provider firm/company legally registered in Nepal must submit a financial offer by 17:00 hours (COB) dated 23 April 2024 to Welthungerhilfe (WHH) office via e-tender portal: Public RFT - Hiring a Driver Service
