Environmental Health (EH) Officer (based in Nepalgunj, Nepal)

Job Summary:
The Environmental Health (EH) Officer will support the effective implementation of the program, with a special focus on environmental health, occupational health and safety (OHS), and urban health, within a Healthy City approach.
The position is responsible for ensuring the optimum quality of project interventions and must contribute to upholding MdM’s best practices, including adherence to the code of conduct, policies, and procedures of the organization.
Key Responsibilities:
1. Program Implementation and Technical Assistance
- Support the effective and efficient program implementation and quality delivery of the program activities following MdM guidelines and policies;
- Ensure quality, effective, and efficient implementation of the environmental health, OHS, and urban health-related activities by all bodies involved, and perform regular field visits to ensure good project implementation.
- Provide technical guidance to the WASH Officer, the Health Activity Officer, and other relevant staff of the Partner NGO (PNGO) on planning, implementation, and monitoring of project activities.
- Support PNGOs and CSOs in the implementation of sensitization and orientation of Behaviour Change Communication (BCC) interventions and public health campaigns in environmental health, urban health, and OHS including components of Healthy City initiative;
- Support Program Manager to ensure that the project objectives and targets are achieved in a timely manner and that activities are carried out according to MdM standards;
- Monitor the context and propose adjustments in all reference documents, plans, schedules according to any relevant changes under the direction of the Program Manager;
- Support in development of program proposals/legal documents for grant applications and approvals;
- Support to organize learning and sharing events on behalf of MdM;.
2. Health Advocacy and Collaboration
- Engage with stakeholders and experts to plan and implement workshops, seminars, and advocacy events to promote the Healthy City and environmental health approaches in targeted local government;
- Collaborate and advocate with local government and multisectoral stakeholders to develop health-related plan/policies/guidelines, especially in the sector of a Healthy City approach, environmental health, and OHS;
- Establish and sustain the networking with key stakeholders at local, district and regional levels and participate in local, provincial, and national platforms in identified areas of advocacy;
- Contribute to developing communication and advocacy materials, including promotion of project achievements via local social media and other media portals;
- Contribute to increase access to quality OHS services for beneficiaries through existing health facilities, including capacity building of healthcare providers, under the supervision of the Medical Coordinator;
- Contribute to ensure the active participation of community members in program activities, and, under the functional supervision of the Medical Coordinator, build the capacity of local CSOs and Cooperatives to collectively engage local members on identified health issues;
- Promotion of the conducive environment through networking and workshops by engaging with stakeholders through public, private, and people partnership (4P) platform, 3R campaigns and other public platforms
- With the Medical Coordinator, contribute to the identification of needs in local health system and health facilities and the development of a support plan with technical details;
- Contribute to advocate for beneficiaries’ and communities’ access to quality health services;
- Represent MdM and participate in any relevant events, platforms, and forums to increase achievement of public health objectives.
3. Reporting, Monitoring and Evaluation
- Plan and conduct regular field visits to ensure the quality of the project implementation and organize the support and monitoring visits;
- Liaise between PNGO and M&E department of MdM to ensure that the monitoring and evaluation system mechanisms are operated effectively, including Monitool operations.
- Assist in conducting periodic assessments/surveys and produce analytical reports in coordination with M&E team of MdM;
- Contribute to analyse program results and potential corrective measures to be taken, in collaboration with country coordination team;
- Contribute to provide guidelines, templates, training, and support to project team members involved in data collection/evaluation activities;
- Contribute to any relevant project reports, such as monthly situational report, donor reports and other periodic reports, developed respecting the deadlines;
- Prepare and disseminate meeting minutes, and steering committee meeting minutes;
- Support PNGO to implement the evaluation and research studies in coordination with local stakeholders, government authorities, donors, and MdM coordination team.
- Play a lead role in the documentation of best practices, case stories, key learning, and major achievements of the project for institutional memory, knowledge management, and report writing.
- Coordinate, record, and immediately report to the Program Manager and MdM team in case of any humanitarian emergency situation in the field.
- Contribute to project LPAC/CPAC compliances under the supervision of the Program Manager.

Because of the emergency relief nature of MDM’s work, working hours may be irregular and employees are expected to be flexible in their approach to working hours under emergency conditions.

Required Qualification & Experience:
Education:
- Essential: Bachelor’s degree in public health or environmental health science or any other relevant academic degree
- Desirable: Master's Degree on the same discipline
Experience:
- Minimum of 3 years of working experience in the field of environmental health and urban health involving implementation, management, and coordination in the public health sector and government authorities with NGOs/INGOs.
- Urban health and coordination with authorities are prerequisites.
- Experience in program planning, implementation, and monitoring.
- Familiarity with the healthy city approach, urban health, waste management, and WASH is advantageous.
Required Skills & Knowledge:
- Strong organizational, communication, and interpersonal skills.
- Excellent report writing and presentation skills.
- Proficiency in Microsoft Word, Excel, PowerPoint, and other communication tools.
- Fluent in Nepali and English (both oral and written).
Languages: Able to read, write and communicate in English at professional level
