TERMS OF REFERENCE

Name of Project: ENHANCING THE ACCESS OF PERSONS WITH DISABILITIES AND VULNERABLE PEOPLE TO HEALTH-REHABILITATION AND SOCIO-ECONOMIC SERVICES (EA PROJECT)

Title of Action: CONSULTANCY FOR SUPPORTING THE PUBLIC HOSPITALS TO CONDUCT MOCK DRILL FOR TESTING THE HOSPITAL DISASTER AND PREPAREDNESS RESPONSE PLAN(HDPRP) OF MELAMCHI HOSPITAL-SINDHUPALCHOWK, JAJARKOT AND NALGAD HOSPITALS OF JAJARKOT AND BAJURA HOSPITAL-BAJURA

1. CONTEXT

Handicap International Federation (HI) i.e. Humanity & Inclusion (HI) is an independent and impartial aid organization, created in 1982 in France and currently working across 63 countries. HI works alongside the vulnerable populations, whatever the context, taking action to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.

In Nepal, the HI is working since year 2000 after the General Agreement (GA) with government of Nepal/SWC. The latest renewal of the GA signed with Social Welfare Council (SWC), which is valid until 5 January 2030. The HI Nepal works through a network of implementing local partner organizations i.e. NGOs and organizations of people with disabilities (OPDs) to improve the living conditions of persons with disabilities and most vulnerable populations in Nepal.

The current SA Stratop (Program Strategy 2024-2026) of HI Nepal focuses on the following key thematic intervention area:

  1. Physical and Functional Rehabilitations
  2. Inclusive Education
  3. Economic Inclusion
  4. Disaster Risk Reduction /Climate Change Adaptation (DRR/CCA)
  5. Inclusive Health

Currently, HI Nepal along with the local partners implementing the project entitled on “enhancing the access of persons with disabilities and vulnerable people to health-rehabilitation and socio-economic services (EA project)” with financial support from Luxemburg government in 3 district of Nepal – Sindhupalchok, Jajarkot and Bajura.

One day mock drill/ simulation exercise to test the Hospital Disaster Preparedness and Response plan (HDPRP) of Melamchi Hospital, Jajarkot hospital, Nalgad Hospital and Bajura Hospital is the proposed action of AC6-EA project that fall under result 2 and activity 4. For the organization and delivery of mock drill/simulation exercise, external consultants with expertise in preparing and facilitating mock drill/simulation is required. 

The purpose of this Terms of Reference (ToR) is to conduct mock drill/simulation exercise to test their hospital disaster preparedness and response plan (HDPRP).

2. DESCRIPTION OF THE REQUIRED SERVICE PROVISION -DELIVERABLE

  • Take responsibility for preparation and conduct 4 days mock drill/simulation exercise to test the hospital disaster preparedness and response plan (HDPRP) of Melamchi Hospital, Jajarkot hospital, Nalgad Hospital and Bajura Hospital. 
  • Finalize and share relevant materials required for conducting mock drill/simulation exercise to HI team and its implementing partners as a team approach.
  • Facilitate to conduct mock drill/simulation exercise.
  • Share final presentation materials to HI for reference.
  • Participate in preparation meeting and review/reflection meeting related mock drill/simulation exercise before and after the event and.
  • Prepare time plan of mock drill/simulation exercise and execute on the field.

SCOPE OF WORK

The consultant is expected to design the delivery of mock drill/simulation exercise with developing drill methodology, tools and post drill session plan focusing on Hospital Disaster Preparedness and Response Plan (HDPRP)

The mock drill/simulation exercise will be of 1-day event in 4 hospitals - Bajura hospital, Nalgad municipal hospital and Jajarkot hospital, and Melamchi municipal hospital. There will be about 200 persons i.e. 50 participants in each of the mock drill/simulation exercises.

EXPECTED METHODOLOGY OF DRILL EXECUTION

  • Use of varying participatory and interactive methods to maximise participant involvement and learning.
  • Simulations and role plays, case studies will be critical to equip participants with practical skills. 
  • Debriefing after completion mock drill/simulation exercise.
  • The consultant shall apply local/national and practical evidence-based examples related to the program theme/ sector to balance the interests of the participants. 
  • Use of varieties of other drill tools to make the drill more participatory, interactive, contextual and relevant.

DELIVERABLES

  • Inception report: outlining expected results and details/ process of how the mock drill/simulation exercise to be conducted (2-3 pages).
  • The mock drill/simulation exercise schedules and session plan with clear learner-centered objectives, drill methodology and tools and participation from concerned stakeholders at district level.
  • PowerPoint presentations for post mock drill/simulation exercise before the actual start of the workshop in consultation with HI technical staff and the project Manager.
  • Deliver the 4 events (1 day each) of drill/exercise for the selected participants.  
  • Final compiled mock drill/simulation exercise completion report with qualitative and Quantitative findings during mock drill/simulation exercise. (Not more than 10 pages excluding annexes).
  • Conduction of 4 Mock drill/simulation exercise to hospital disaster preparedness and response plan (HDPRP) with incorporating learning and challenges faced and during the mock drill/simulation exercise.

PROFILE required for 2 consultants


EssentialPreferable
Qualification(s):MBBS from recognized university with valid registration in Nepal Medical CouncilMaster’s degree preferred.
Experience (type and length of experience):Certified trainer/ coordinator for Hospital Preparedness for Emergency (HOPE) course and Hospital Disaster Preparedness and Response Plan (HDPRP) course with at least 2 years of experience in facilitating such training courses/workshops, and have conducted mock drill to test the developed HDPRPs.
Competencies (knowledge, skills required for the job)

Should be able to: 

Develop presentation content MCM/HDPRP Workshop

Coordinate with another trainer to complete the assignment. 

Facilitate the participants to link their knowledge and skill in local health system context for effective response


3. SERVICE DURATION AND LOCATION

The time frame allocated for this consultancy/assignment is 7 working days of 2 Consultants/Trainers for facilitating a mock drill/simulation exercise, spread from 15 May 2025 to 15 July 2025.

5. REPORT

The consultant will report to Project Manager for HSSP-AC6 but work with Technical Officer-Health Sector Emergency and Functional Rehabilitation for the assignment.

6. RESOURCE PERSON

Within the framework of the service provision, the consultant will be asked to collaborate with Handicap International’s teams particularly with Technical Officer-Health Sector Emergency and Functional Rehabilitation, who will be the point of contact.

7. BUDGET

The consultant will propose expected budget for 7 days for two consultants including of tax. HI will cover the logistics cost (transportation, perdiem and accommodation) of consultants during the field movement.

8. Payment schedule

HI will pay 100% of the payment after deliverables and final report submission.
