Consultant Maternal and Newborn Health (MNCH) Technical Specialist
One Heart Worldwide (OHW) is an International Non-Governmental Organization that has been working in the area of Maternal and Neonatal Health (MNH) since 2011. OHW works with local communities and local health service providers to develop a culturally appropriate Network of Safety around mothers and infants, by raising awareness, teaching good practices, and distributing essential equipment to ensure that mothers and infants survive delivery and the first months of life.

Position: Consultant Maternal and Newborn Health (MNCH) Technical Specialist
The Consultant Maternal and Newborn Health (MNCH) Technical Specialist will provide technical and programmatic leadership to strengthen sick and small newborn care services, simulation-based training, and overall MNCH programming in line with government priorities and organizational strategy. The role involves significant field engagement to support SNCU activities, training facilitation, capacity building, monitoring, and collaboration with government stakeholders. The Consultant will also contribute to proposal development, program documentation, and representation in technical forums, ensuring alignment with national guidelines, protocols, and standards.
Roles and Responsibilities
1. Organizational leadership in MNCH Activities
- Provide technical leadership in the design and roll-out of newborn related activities including facility-based sick and small newborn care interventions.
- Act as a technical resource for SNCU service strengthening, simulation-based training, and MNCH program implementation.
- Support development of innovation proposals, technical briefs, and program documentation in MNCH.
2. Project planning and design
- Lead SNCU site assessments and support tailored intervention plans.
- Contribute to training curriculum design, implementation guidelines, and technical resources for maternal and newborn care.
- Support program coordinator in planning and roll-out of simulation labs and SHP/SBA training scale-up.
- Provide input for budgeting, resource planning, and procurement specifications for SNCU equipment and supplies.
3. Implementation and Execution
- Facilitate modular training on essential maternal and newborn care, including labor and birth, postpartum hemorrhage prevention/management, essential newborn care, and newborn resuscitation.
- Support program coordinator in establishment, utilization, and quality monitoring of simulation labs at training sites.
- Facilitate trainers’ update sessions, field staff coaching, and site-level supportive supervision.
- Ensure all interventions align with national standards, guidelines, and protocols.
4. Coordination, Collaboration, and Stakeholder Engagement
- Build and maintain strong relationships with the Family Welfare Division (FWD), National Health Training Center (NHTC), hospitals, trainers, and local government bodies.
- Work with hospital management teams to ensure integration and sustainability of SNCU and MNCH interventions.
- Coordinate with internal OHW team members for program planning, field support, and cross-team learning.
- Represent the organization in technical forums and government-led meetings.
5. Monitoring, Evaluation, and Technical Support
- Conduct regular monitoring visits to health facilities, simulation labs, and training sites to ensure program quality.
- Verify equipment specifications, installation, and functionality at health facilities.
- Build field staff capacity in data collection, program documentation, and quality improvement.
- Prepare reports, case studies, and success stories for dissemination and donor reporting.
- Provide continuous feedback and technical support to government counterparts and facility teams
- Perform all other related duties assigned by the supervisor.
Assignment Period
- September 2025 to December 2025, with the potential for extension based on performance and funding availability
- 40 hours per week
Terms of payment
- Consultant will receive a payment as outlined in the consultancy contract, by deducting 15% tax as per the prevailing Government rule. OHW will be responsible for the payment of taxes.
- OHW shall provide travel & accommodation arrangements for field travel as per OHW norms.
Qualifications and Experience
Education
- Bachelor’s degree in Nursing, Medicine(MBBS), with 5 years of extensive clinical experience
- Master’s degree in Nursing/Public Health, Medicine, with at least 3 years of extensive clinical experience on MNCH may also be considered.
Experience
- Demonstrated experience in curriculum development, training facilitation, and capacity building for healthcare providers.
- Proven experience in coordination with government health authorities (FWD, NHTC, provincial/district health offices, hospitals) and other development partners.
- Experience in monitoring, supervision, and quality improvement of health programs at facility and field levels.
- Prior experience with NGOs, INGOs, or UN agencies in a similar role is desirable.
Skills and Competencies
- Strong knowledge of national MNCH policies, strategies, guidelines, and protocols (including SNCU and SBA training).
- Technical expertise in maternal and newborn care, especially sick and small newborn management, essential newborn care, and simulation-based training approaches.
- Familiarity with government health systems, data management tools (e.g., HMIS/DHIS2), and program monitoring frameworks.
- Excellent facilitation, coaching, and mentoring skills for healthcare providers and field staff.
- Strong organizational skills with the ability to manage multiple projects and deadlines.
- Excellent communication, negotiation, and interpersonal skills.
- Strong report writing, proposal development, and presentation skills in English and Nepali.
- Commitment to gender equity, respectful care, and rights-based approaches in MNCH programming.
- High level of initiative, self-motivation, and ability to work independently and collaboratively in a multidisciplinary environment.
- Willingness and ability to travel frequently to field sites (up to 80% of time).
