Purpose of the Consultancy
The purpose of this consultancy is to facilitate a participatory review and strengthening of the existing disaster preparedness policy of Barekot Rural Municipality and develop a revised policy document that reflects stakeholder priorities and aligns with national policies and frameworks.
Objectives
The specific objectives are to:
- Review existing disaster preparedness policies, plans, guidelines, and relevant federal, provincial, and local frameworks.
- Facilitate participatory policy revision and strengthening workshops with key stakeholders.
- Identify policy gaps, priorities, and opportunities for strengthening disaster preparedness and response mechanisms.
- Develop a revised disaster preparedness policy incorporating stakeholder inputs and national policy requirements.
- Document the policy revision process and provide recommendations for effective implementation.
Location of Assignment
The consultancy assignment will be carried out in Barekot Rural Municipality, Jajarkot District, Karnali Province, Nepal.
Scope of Work
The consultant will undertake the following tasks:
A. Desk Review and Preparation
Review existing disaster preparedness policies, plans, guidelines, and relevant federal, provincial, and local government frameworks.
- Develop a detailed methodology and work plan for the policy revision process.
- Prepare workshop agendas, facilitation guidelines, presentations, and workshop tools.
- Coordinate with PHASE Nepal regarding workshop planning and implementation.
B. Facilitation of Policy Revision and Strengthening Workshops
Facilitate nine (9) disaster preparedness policy revision and strengthening workshops involving:
- Representatives of Barekot Rural Municipality
- Health Facility Operation and Management Committee (HFOMC) members
- Health workers
- Female Community Health Volunteers (FCHVs)Ward representatives
- Other relevant stakeholders as identified
The consultant shall:
- Facilitate inclusive and participatory discussions.
- Ensure meaningful engagement of women, vulnerable groups, and marginalized populations.
- Document key discussions, recommendations, and consensus points from each workshop.
- Validate priority areas for policy revision with stakeholders.
C. Policy Analysis and Revision
Analyze findings and recommendations generated during the workshops and identify gaps related to:
- Health emergency preparedness and response
- Climate-related health risks
- Community participation and local ownership
- Coordination and governance mechanisms
- Protection of vulnerable populations
- Early warning, preparedness, and response systems
- Prepare a draft revised disaster preparedness policy incorporating stakeholder recommendations and national policy requirements.
D. Finalization
- Incorporate feedback received from PHASE Nepal, Barekot Rural Municipality, and relevant stakeholders.
- Ensure alignment with national disaster risk reduction and health emergency management frameworks.
- Prepare and submit the final revised disaster preparedness policy document.
E. Reporting
Prepare a consultancy completion report summarizing:
- Methodology adopted
- Workshop processes and participation
- Key findings
- Recommendations
- Policy revision process and outcomes
Deliverables
The consultant shall submit:
- Inception note, methodology, and work plan.
- Workshop facilitation package (agenda, facilitation guideline, presentations, and tools).
- Facilitation of nine policy revision and strengthening workshops.
- Draft revised disaster preparedness policy of Barekot Rural Municipality.
- Consultancy completion report.
- Final revised disaster preparedness policy incorporating stakeholder feedback.
Duration and Timeline
The consultancy assignment is expected to commence during the third week of June 2026 and will be completed within 17 working days.
Required Qualifications and Experience
The consultant should possess:
- A Master's degree in Public Health, Disaster Risk Reduction, Public Policy, Development Studies, Environmental Sciences, Social Sciences, or a related discipline.
- At least five years of professional experience in disaster risk reduction, emergency preparedness, public health, climate change adaptation, policy development, or governance.
- Proven experience in facilitating multi-stakeholder consultations and workshops.
- Demonstrated experience in policy review, policy development, and technical report writing.
- Good understanding of Nepal's disaster risk reduction and management framework, local governance systems, and health sector policies.
- Excellent communication, facilitation, analytical, and report-writing skills in both Nepali and English.
