1.Background :
Nepal Agriculture Cooperative Central Federation Limited (NACCFL), established in 2008, is the apex body of Small Farmers Agriculture Cooperatives (SFACLs) and related agricultural cooperatives in Nepal, with a network of over 1,300 cooperatives serving 1.2 million farmers. Originating from the community-led Small Farmers Development Program, NACCFL works to improve rural livelihoods and reduce poverty through policy advocacy, institutional development, access to credit and markets, technical support, climate-resilient practices, and strengthened cooperative governance.
In partnership with the Food and Agriculture Organization (FAO) under the Global Agriculture and Food Security Programme (GAFSP) project "Improved Food and Nutrition Security Through Diversified Income Generation and Empowerment under the GAFSP Program in Bradiya.", NACCFL is scaling up efforts to strengthen legal frameworks, accountability, transparency, and compliance with the Cooperative Act. The project aims to improve food and nutrition security, livelihood resilience, and income for vulnerable and marginalized households in Bardiya, with a strong focus on gender and social inclusion. It promotes climate-resilient agriculture, delivers essential inputs and services, and supports production and marketing of commodities such as Call of Expression of Interest (EOI) for Consultancy Services
2. Objectives of the Assignment
- To develop a comprehensive FFS manual on mustard, including session plans that cover the full crop cycle, use of learning plots, agro-ecosystem analysis (AESA), and participatory learning activities.
- To design a ToT curriculum that equips trainers and facilitators with both the technical expertise and facilitation skills required to effectively conduct FFS on mustard.
3. Scope of Work
A. FFS Manual on Mustard Crop
The consultants (firms/individual) shall be responsible for developing a facilitator’s manual that includes, but is not limited to, the following areas:
- Core principles and the complete cycle of FFS, including planning, season-long learning, and evaluation.
- A session-wise guide aligned with mustard crop growth stages (land preparation, sowing, vegetative growth, flowering, podding, and harvesting).
- Tools and exercises for agro-ecosystem analysis (AESA).
- Design and facilitation of field experiments and comparative trials (e.g., local vs. improved varieties, IPM practices).
- Integrated crop management practices covering soil fertility, pest and disease management, pollination, and water use, etc.
- Participatory learning methods such as observation, group discussions, role plays, and field analysis.
- Systems for recording, documenting, and reporting FFS outcomes
- Development of a business plan to help farmers assess production costs, analyze profitability, and link mustard production with market opportunities.
B. ToT Curriculum on Mustard FFS (15 days)
The consultant/firm will be responsible for developing a comprehensive curriculum to train facilitators, but not limited to, which will cover the following areas:
- Foundational principles of FFS and participatory learning approaches.
- Facilitation techniques and adult learning methodologies.
- Essential technical knowledge on mustard production practices.
- Step-by-step guidance on planning, organizing, and conducting FFS sessions.
- Facilitation of agro-ecosystem analysis (AESA) and management of group dynamics.
- Strategies to ensure the meaningful inclusion of women, youth, and marginalized groups in FFS.
- Approaches for action planning and mechanisms to monitor and evaluate FFS outcomes.
- Business plan development skills to train farmers on cost-benefit analysis, profitability, and market linkages for mustard production.
3 Key requirements

- Curriculum Vitae including academic qualification, relevance experience, expertise, publications, reference- at least 2 (CV should not more than 5 pages).
- PAN registration
3.2 In case of Firm
- Organization/individual profile.
- CV of experts along with relevant experience and references (at least two)
- Legal documents (registration, PAN/VAT, tax clearance, etc.).
4 Application Procedure
