Call for Expression of Interest (EOI) for Updating Consultant Roster

1. Background and Context

Center for Dalit Women Nepal (CDWN) is a national non-governmental organization committed to empowering Dalit, Indigenous, women, and other marginalized communities to claim their rights, promote inclusive development, and live with dignity. Established in 2016 by Dalit women activists and parliamentarians, CDWN works across Nepal to advance gender equality, social inclusion, human rights, and accountable governance.

CDWN implements various development and advocacy initiatives focused on inclusive governance, women’s leadership, climate justice, research, policy advocacy, and empowerment of marginalized communities. To strengthen its technical capacity and ensure timely access to specialized expertise, CDWN is updating its roster of consultants with qualified professionals in key thematic areas.

CDWN invites applications from qualified and experienced consultants for the following positions:

1. Climate Adaptation, Agriculture and Nature-based Solutions (NbS) Specialist

Scope of Work

The consultant will provide technical expertise and support in the areas of climate change adaptation, climate-resilient agriculture, and Nature-based Solutions (NbS). The consultant may be engaged for designing, reviewing, and implementing climate-related programs, conducting assessments, developing technical documents, and providing strategic inputs.

Key responsibilities may include:

  • Provide technical guidance on climate adaptation, resilience building, and sustainable agriculture initiatives. 
  • Support integration of climate change perspectives into development programs, particularly those focusing on women, Indigenous Peoples, Dalit communities, and marginalized groups. 
  • Conduct climate vulnerability assessments and support evidence-based programming. 
  • Develop technical concepts, proposals, reports, and knowledge products related to climate adaptation and NbS. 
  • Support documentation of good practices and innovations related to climate-resilient livelihoods and natural resource management.

2. Indigenous Women’s Knowledge and Participation Advisor/Specialist

Scope of Work

The consultant will provide technical expertise to strengthen recognition, documentation, and meaningful participation of Indigenous women in development processes, particularly through the promotion of Indigenous knowledge systems, leadership, and inclusive decision-making.

Key responsibilities may include:

  • Provide technical guidance on Indigenous women’s participation, leadership, and empowerment. 
  • Support documentation and promotion of Indigenous women’s traditional knowledge, practices, and innovations. 
  • Develop strategies to ensure meaningful participation of Indigenous women in policy dialogue, planning, and decision-making processes. 
  • Support research, assessments, and documentation related to Indigenous women’s rights and inclusion. 
  • Develop training materials, policy briefs, case studies, and knowledge products related to Indigenous women’s knowledge and participation.

3. Policy, Research and Knowledge Products Specialist

Scope of Work

The consultant will provide technical support in policy research, analysis, and development of high-quality knowledge products to strengthen evidence-based advocacy and programming.

Key responsibilities may include:

  • Conduct policy research, reviews, and analysis on governance, gender equality, social inclusion, climate justice, and human rights-related issues. 
  • Support development of policy briefs, research reports, advocacy materials, case studies, and other knowledge products. 
  • Provide technical support in designing research methodologies, data collection tools, and analytical frameworks. 
  • Support documentation of program learning, outcomes, and impacts. 
  • Ensure quality assurance of reports, publications, and communication materials.

4. Minimum Qualifications and Experience (Applicable to All Positions)

  • Master’s degree in relevant disciplines such as Development Studies, Environmental Studies, Agriculture, Climate Change, Gender Studies, Indigenous Studies, Public Policy, Social Sciences, Governance, or related fields.
  • Minimum 5 years of professional experience in relevant thematic areas.
  • Proven experience in research, technical advisory roles, policy development, and knowledge documentation.
  • Strong understanding of gender equality, disability, and social inclusion (GEDSI) principles.
  • Experience working with marginalized communities, women’s organizations, Indigenous Peoples, and civil society organizations will be an advantage.
  • Excellent analytical, writing, communication, and facilitation skills.
  • Proficiency in Nepali and English languages.

5. Duration and Engagement Modality

Selected consultants will be included in the CDWN Consultant Roster and may be engaged on a short-term, part-time, or assignment-based basis depending on organizational requirements, project needs, and availability of resources.

Being included in the roster does not guarantee assignment but provides an opportunity to be considered for relevant consultancy assignments with CDWN.
