SCOPING OF NUTRITION REHABILITATION CENTRES (NRCS) IN NEPAL

(ASSESSING FUNCTIONALITY, EFFECTIVENESS, INTEGRATION, AND SUSTAINABILITY WITHIN THE IMAM SYSTEM)

Project activity: Consultancy for conducting a national scoping study of Nutrition Rehabilitation Centres (NRCs) in Nepal, with a focus on their functionality, effectiveness, integration within the IMAM system, cost considerations, and readiness for decentralized management.

Project duration: maximum 60 working days

Implementation Period: May – July 2026

BACKGROUND

Action Against Hunger | Action Contre la Faim (ACF) is an international humanitarian organization committed to ending child hunger and recognized as a leader in the fight against malnutrition. ACF saves the lives of malnourished children while providing communities with access to food, safe water, and sustainable solutions to hunger. As a non-governmental, non-profit organization, we are committed to principled humanitarian action as outlined in our International Charter of Principles: independence, neutrality, non-discrimination, free and direct access to affected populations, professionalism, and transparency.

Severe Acute Malnutrition (SAM) remains a significant public health challenge in Nepal. The Government of Nepal implements the Integrated Management of Acute Malnutrition (IMAM) approach, combining community‑based outpatient care complemented by facility‑based inpatient management for children with SAM and medical complications.

Nutrition Rehabilitation Centres (NRCs) provide specialized inpatient care including therapeutic feeding, medical management, psychosocial stimulation, and caregiver counselling. As of 2026, 25 NRCs are operational nationwide, managed under diverse governance arrangements including federal, provincial, local government, and one NGO‑managed facility.

With Nepal’s transition to a federal health system and the expansion of Inpatient Treatment Centres (ITCs) in several hospitals, there is growing policy interest in understanding the current role, value, efficiency, and sustainability of NRCs within the broader IMAM system. However, nationally consolidated evidence on NRC functionality, admission appropriateness, cost, and system integration remains limited.

Action Against Hunger (ACF) Nepal, with support from the Eleanor Crook Foundation (ECF) and in collaboration with the Family Welfare Division (FWD), therefore seeks a qualified consultant or consultancy team to conduct a national scoping study of NRCs in Nepal.

APPLICATION PROCEDURE 

Interested consulting firms/teams or individual should submit their application to procurement@np-actionagainsthunger.org with the subject line “Application-NRC Scoping Study, Nepal” no later than 27 May 2026, 17:00 hrs Nepal Standard Time. 

The application must include:

• Curriculum Vitae (CVs) for all proposed consultants.
• In case of Organization (registration, VAT/PAN, profile, audited financial report, tax clearance)
• Cover letter outlining how the applicant meets the specifications, confirming availability within the stated timeframe, and providing contact details for three professional referees
• Technical proposal describing the proposed methodology, workplan, team roles and timeline
• Financial proposal detailing the daily rate and estimated level of efforts including all costs related to travel, accommodation, and other assignment-related expenses (if any)
• Sample of previous work relevant to the assignment
• Organizational documents (if applicable)

Only shortlisted applicants will be contacted for further process. Action Against Hunger Reserves the right to reject any or all applications. Telephonic inquiries will not be entertained.
