Position: Admin and Finance Officer
No. of Positions: 1
Duty Station: ETSC Nepal Office, Hetauda-15, Makawanpur
Employment Type: Fixed-Term Contract- (10 months with a possibility of expansion)
Reports to: Executive Chief
Job Purpose
The Admin and Finance Officer will be responsible for the effective management of finance, accounting, administration, logistics, procurement, assets, and related organizational compliance. The position will ensure accurate financial records, timely reporting, proper use of organizational resources, and smooth day-to-day administrative operations.
Job Responsibilities
1. Accounting & Financial Management
- Maintain accurate accounting records, vouchers, ledgers, and financial transactions using accounting software.
- Verify financial transactions, supporting documents, advances, payroll, taxes, payments, and settlements in line with organizational and donor requirements.
- Prepare monthly bank, cash, advance, and tax reconciliations and monitor cash flow.
- Support preparation and monitoring of organizational and project budgets and prepare timely financial reports.
- Maintain proper financial documentation and support internal and external audits and statutory compliance.
2. Administration & Logistics Management
- Manage day-to-day office administration, including correspondence, staff attendance, leave records, office supplies, and general office operations.
- Coordinate procurement processes, including quotations, comparative statements, vendor coordination, and procurement documentation.
- Coordinate logistics for trainings, workshops, meetings, field visits, and other organizational activities.
- Maintain administrative records, agreements, registrations, renewals, and other institutional documents.
- Coordinate office maintenance, transportation, accommodation, utilities, and other operational requirements.
3. Asset & Inventory Management
- Maintain updated asset and inventory registers and ensure proper documentation of organizational assets and materials.
- Ensure proper labeling, storage, allocation, maintenance, transfer, and handover of assets.
- Conduct regular physical verification of assets and inventory and reconcile records.
- Monitor stock levels and ensure timely procurement or replenishment of required supplies.
- Maintain records of asset movement, damage, loss, disposal, and replacement.
4. Compliance & General Responsibilities
- Ensure finance, administration, procurement, and asset management comply with ETSC Nepal policies, donor requirements, and applicable government regulations.
- Maintain organized documentation for audits, monitoring, reporting, and compliance purposes.
- Work closely with program/project staff and provide timely finance and administrative support.
- Maintain confidentiality, integrity, accountability, and professionalism in handling organizational resources and information.
- Perform other relevant duties assigned by the Executive Chief or management.
Required Qualifications & Experience
- Bachelor's degree in Accounting, Finance, Business Administration, Management, or a related field.
- Minimum 2 years of relevant professional experience in accounting, finance, administration, preferably in an NGO/INGO or development organization.
- Good knowledge of accounting software, MS Excel, financial reporting, budgeting, taxation, procurement, and audit processes.
- Experience in donor-funded projects and knowledge of NGO compliance requirements in Nepal will be an advantage.
