Blind Youth Association Nepal (BYAN) is a non-political, non-religious, not-for-profit Non-Governmental Organization (NGO) established by blind and partially sighted (BPS) youth in Nepal. It was founded in 2011, registered with the District Administration Office in Kathmandu in 2012, and affiliated with the Social Welfare Council of Nepal. It is the only organization established by BPS youth in Nepal. Currently, BYAN has more than 500 members, organized into 10 district chapters located in Jhapa, Morang, Bara, Kathmandu, Chitwan, Kaski, Rupandehi, Banke, Surkhet, and Kailali districts. Memberships and chapter expansion are ongoing. As a rights-based organization, BYAN intends to play a proactive role in formulating, amending, and implementing legal provisions related to youths with disabilities. It also focuses on organizing and capacity-building of youths with disabilities across the country. BYAN has strong networking and cooperation with different government and non-government stakeholders working in various domains of disability. Additionally, BYAN is a member of the National Federation of the Disabled-Nepal (NFDN), which serves as the umbrella organization for organizations of persons with disabilities (OPDs) in the country.

Blind Youth Association Nepal (BYAN) is a national, membership-based organization led by persons with visual disabilities. BYAN works to empower children and youth with disabilities through advocacy, capacity building, and inclusive programs at local, national, and international levels.
Position Overview
BYAN is seeking a competent and detail-oriented Admin and Finance Officer to manage project-based financial and administrative functions under the supervision of the Head of Finance. The position is responsible for ensuring sound financial management, administrative efficiency, compliance with donor and organizational requirements, and strong internal control systems for ongoing projects.
Key Responsibilities
Finance Responsibilities
- Oversee financial management of ongoing projects, ensuring proper accounting and timely financial reporting.
- Review, verify, and process supporting documents including invoices, receipts, contracts, and payment vouchers.
- Ensure compliance with organizational policies, donor requirements, and applicable laws and regulations.
- Manage petty cash, staff reimbursements, and project-specific financial transactions.
- Assist in project budgeting, forecasting, and financial planning.
- Maintain accurate financial records, ledgers, and documentation for audits.
- Monitor project expenditures and provide recommendations for efficient resource utilization.
- Support internal and external audits and ensure timely response to audit queries.
- Ensure timely submission of financial reports to management and donors.
- Contribute to strengthening financial governance, internal controls, and compliance systems.
Administrative Responsibilities
- Support administrative operations related to project implementation and office management.
- Assist in procurement processes, including documentation, quotations, and coordination with vendors and suppliers.
- Support logistics and administrative arrangements for meetings, trainings, and field activities.
- Coordinate with program and administrative teams to ensure smooth operational functioning.
- Support compliance with organizational administrative policies and procedures.
Qualifications and Experience
- Bachelor’s degree in Accounting, Finance, Business Administration, or a related field (Master’s degree preferred).
- Minimum 2 years of relevant experience in finance and administration, preferably in NGOs or development projects.
- Strong knowledge of accounting principles, financial regulations, and donor compliance requirements.
- Proficiency in accounting software and MS Office applications.
- Strong organizational, analytical, and communication skills.
- High level of integrity with a commitment to transparency, accountability, and ethical practices.
