ADRA Nepal is implementing an institutional service intervention in Madhesh Province to strengthen quality improvement mechanisms and family-centred care models in Emergency Obstetric and Newborn Care (EmONC) facilities and Sick Newborn Care Units (SNCUs). The intervention aims to strengthen government-led and sustainable systems for improving the quality of maternal and newborn health services, promote adolescent-responsive and respectful maternity care, strengthen family-centred care in SNCUs, and contribute to reducing maternal and neonatal morbidity and mortality. The intervention will be implemented in 15 selected hospitals/facilities across Madhesh Province, including facilities providing EmONC and SNCU services. 

To ensure effective implementation, technical quality, capacity development, onsite mentoring, coordination and sustainability of the intervention, ADRA Nepal is seeking qualified technical experts and field-based Maternal and Newborn Health (MNH) Technical Officers. The selected personnel will work closely with the relevant provincial and local government authorities, health facilities, health offices and other stakeholders under the overall coordination of ADRA Nepal and in alignment with relevant national policies, protocols and guidelines.

Required Positions: The following three (3) positions are required for the delivery of the UNICEF-supported institutional service intervention for quality improvement in Emergency Obstetric and Newborn Care (EmONC) and Sick Newborn Care Units (SNCUs) in Madhesh Province. Interested candidates must demonstrate the capacity to field all required personnel for successful implementation of the assignment.

ADRA Nepal invites applications for following (Position 1 and Position 2) individual consultancy

Position 1: Technical Specialist – Maternal Health (1 Position ) consultant

Key ResponsibilitiesQualifications & Experience
  • Conduct rapid needs assessment of 15 hospitals to identify gaps in maternity care.
  • Conduct orientation on Labour Care Guide (LCG) (1 day) and PPH Bundle of Care (1 day).
  • Conduct onsite coaching and mentoring in prioritized hospitals.
  • Support adoption of adolescent-responsive respectful maternity care protocols integrated into national EmONC guidelines.
  • Support scale-up of maternal mental health services in at least one hospital.
  • Provide technical input for facility-level quality improvement planning and implementation.
  • Work closely with provincial and facility teams to strengthen quality of maternal health services and promote sustainable, government-led systems.
  1. Master's degree in OBGYN
  2. Minimum 5 years of experience in maternal and newborn health programs, preferably in quality improvement in clinical care
  3. Demonstrated experience with EmONC programs and national health guidelines

Position 2: Technical Specialist – Newborn Health (1 Position) consultant

Key ResponsibilitiesQualifications & Experience
  • Conduct the mentor development orientation (3 days each) on SNCU to develop a pool of mentors at the provincial level.
  • Conduct onsite SNCU coaching and mentoring (3 days per site) in all hospitals through mobilization of local and provincial mentors.
  • Establish infant and family-centred developmental care SNCU demonstration sites (2–3 sites) with mother-baby rooms and family-centred care protocols.
  • Conduct Early Childhood Development (ECD) orientation sessions.
  • Provide technical guidance to facility teams to strengthen quality of newborn care and family-centred care practices.
  • Support institutionalization of quality improvement approaches and mentoring mechanisms within SNCUs.
  1. Master's degree in Pediatrics
  2. Minimum 5 years of experience in maternal and newborn health programs, preferably in quality improvement in clinical services
  3. Hands-on experience with SNCU operations and newborn care protocols

ADRA Nepal invites applications for following (Position 3) Full time staff

Position 3: Maternal and Newborn Health Technical Officers – Field-Based (3 Positions) Full Time staff

Key ResponsibilitiesQualifications & Experience
  • Support planning, coordination, and supportive supervision in assigned districts through frequent field visits and meetings with District Health Offices (DHOs).
  • Provide technical assistance and coordination support for district-level planning, orientation/training, implementation, supportive supervision, and monitoring.
  • Ensure OTC and ITC are established as per plans and provide support to strengthen their functioning.
  • Provide supportive supervision
  • Ensure community mobilization, sensitization, and outreach activities are carried out effectively.
  • Support to conduct Palika orientation, advocacy, and FCHV-level training and refresher orientation.
  • Support coordination between health facilities, local governments, provincial authorities, and other relevant stakeholders.
  • Support monitoring, documentation, and reporting of field-level implementation and follow-up actions.
  1. Bachelor's degree in Medicine, Nursing, MPH or a related field
  2. Minimum 5 years of experience in maternal and newborn health programs,
  3. Experience with district-level health system coordination and supportive supervision
