Nepal Integrated Development Society (NIDS), a non-profit social development organization based in Sarlahi district NIDS in partnership with Mercy Corps Nepal is implementing the Climate Resilience for Communities (CRC) project under Zurich Climate Resilience Alliance (ZCRA) in Sarlahi district, Madhesh Province. The Zurich Climate Resilience Alliance (ZCRA) is an alliance of nine organizations including international NGOs, private sector, and academic organizations, who have come together with the support of the Zurich Foundation to drive better policy and practice to reduce the negative impact of multi hazards (floods and heatwaves) on peoples’ and communities’ ability to thrive. The Alliance finished its first phase in 2018, second phase in Dec 2023 and third phase will run till Dec 2027. During this time, the Alliance will take a system approach and implement a combination of pilot programs, research, knowledge management and work to influence community donors, policy makers, and practitioners to invest in climate resilience through:

  • Strengthened DRRM and CCA governance in Province and Local Level.
  • Increased financing Government’s financing on DRRM and CCA at all levels of government.
  • Enhanced Private Sector’s role in supporting DRRM and CCA efforts.

Mercy Corps is leading the ‘influencing and advocacy’ work within the Alliance, as well as making substantial contributions to work streams on knowledge management, research, and piloting innovative field programming with communities, private sector, and government.

Eligible candidates are requested to apply for the following positions:

1. Position: Project Coordinator – 1

Location: NIDS’s office (at least 50% field visit)

Position Status: Full-time, Regular

Reports to: Executive Director

Supervisory Responsibility: Finance and Operations Officer, Community facilitator

General Position Summary

The Project Coordinator assumes responsibility for implementation and quality assurance of community intervention of ZCRA phase III project including Palika and district level advocacy and influencing. S/He ensures the achievement of high-quality program delivery and results ensuring Gender and social inclusion and governance as cross cutting components. S/he will directly collaborate with the Province Coordinator (Madhesh) from Mercy Corps and take leadership on field level activities implementation and district level influencing actions. S/he will collaborate/ interact with government (both local government and district government), NGOs/ INGOs and private sector representatives at district level. 

Essential Job Responsibilities

The specific duties and responsibilities of the Project Coordinator include, but are not limited to the following,

Program Management (50%)

A. Program Implementation

  • Constantly align project activities with project’s work plan of ZCRA phase III.
  • Ensure set targets, work plans and schedules for each month are achieved on regular basis.
  • Ensure the quality of climate resilient actions implementation at community level.
  • Provide technical and management input as well as constructive feedback to project staffs to enhance effectiveness of program implementation.
  • Ensure high-quality program reports are generated and shared with Mercy Corps within the given timeline.

B. Finance & Compliance Management

  • Work closely with the finance and program team for budget management and reporting to NIDS and Mercy Corps Nepal team on regular basis.
  • Monitor expenditures against budget and suggest modifications, as necessary.
  • Ensure all internal control procedures are adhered to and that necessary measures are put in place to ensure high standards of accountability and compliance.
  • Work closely with finance/compliance team to mitigate fraud, conflict of interest and legal ramifications of activities.
  • Support and orient on NIDS and MCN Code of Ethics and uphold the Zero tolerance of corruption policy.

Advocacy, Influence & Representation (30%)

  • Represent the project to government and external stakeholders and ensure regular coordination with key governments, non-governmental, private sector stakeholders at local and district level.
  • Coordinate with MC-Province Coordinator on stakeholder mapping, context understanding.
  • Implement project influencing strategies at district, municipality and community level.
  • Suggest and support MC-Province Coordinator to develop appropriate influencing materials for effective implementation of influencing strategies.

Knowledge Management & Monitoring and Evaluations (20%)

  • Lead the database management of the project progresses regularly (as there will not be separate Monitoring, Evaluation and Learning- MEL function).
  • Ensure proper integration of GESI (Gender Equality & Social Inclusion) aspects into sector-specific program planning and implementation.

Others

  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to NIDS and Mercy Corps Nepal and to not jeopardize their humanitarian mission.
  • Expected to be part of humanitarian and emergency response in addition to their regular roles and responsibilities in such situations.
  • Other duties as assigned by the direct Supervisor.

Knowledge And Experience

  • Bachelor’s degree in Environment Science/ DRR/ Forestry/ Agriculture and another relevant field. Master’s degree is preferred.
  • 3-5 years of experience successfully managing similar projects.
  • Good knowledge of Disaster Risk Reduction and Climate Change Adaptation, and Resilience in community and all tier of government.
  • Good in community mobilization with sound coordination and communication skills.
  • Experience of providing capacity building training and orientations to diverse teams.
  • Strong organizational skills and ability to effectively handle multiple tasks, work under pressure and meet tight deadlines.
  • Understanding system change, influencing, research, monitoring and evaluation and knowledge management is an added advantage.
  • English and Nepali proficiency (quality writing skills a plus). Local language fluency further adds value.
  • Demonstrated proficiency with the MS Office software (i.e., Word, Excel, PowerPoint) is required.
  • Ability to work effectively with an ethnically diverse team in a sensitive environment.
  • Should have 2-wheeler License

2. Position: Finance and Operations Officer– 1

Location: NIDS’s office (at least 10% field visit)

Position Status: Part-time (50%)

Reports to: Project Coordinator

General Position Summary

The Finance and Operation Officer will perform daily financial and administrative activities and will be responsible for financial reporting, various administration and finance activities, communicating with funding agencies, monitoring the budget, forecasting, and other project implementation related work.

Required Skills and Qualifications:

  • Bachelor’s degree in management or equivalent with minimum 2 years’ experience in the same field
  • Prepare filing for vouchers with supporting documents and other necessary financial data entry.
  • Lead to maintain petty cash, prepare cash vouchers, replenish according to established petty cash level
  • Maintain and safely keep back up data of finance and finance related documents
  • Regular tracking of bank statement and deposit the tax as per the rules
  • Maintain staffs personal file updates and leave record of staffs
  • Field visit & onsite coaching, onsite verification
  • Preferred familiarization with Accounting Software
  • Lead to logistic support in arranging workshop, seminars, training and visitors
  • Maintain that both incoming and outgoing mails/documents 
  • Checking of goods when received and its required documentation. Also checking of goods to be dispatched and preparation of required documents
  • Management and well documentation of all admin and logistic documents as per requirements (taking backup e-documents and manually hard copies)
  • Maintain and handling the programs supply distributions and maintain their tracking system
  • Assist to carry out the market survey and physical verification
  • Perform other duties as assigned.

3. Position: Social Mobilizer– 1

Location: Chakkarghatta Rural Municipality

Position Status: Full-time, Regular 

Reports to: Project Coordinator

General Position Summary

The role of Social Mobilizer (SM) involves conducting a comprehensive needs assessment to identify gaps. on program development to address those needs. They assist in resource allocation, organize training and professional development for counselors, collect data, and evaluate program effectiveness.

Required Skills and Qualifications:

  • Individuals with at least intermediate level (+2) level degree with minimum of 3 years of experience in community mobilization and facilitation
  • Experience of event report preparation
  • Prior experience of implementing DRR/CCA project, Climate smart agriculture project, Humanitarian project will add value in this role
  • Local language (Bajjika/ Maithili) fluency is must with good communication skills
  • Experience of working in Chakraghatta Rural municipality will be an asset. Similarly, working in similar context in Sarlahi district also adds value to this role
  • Having sound experience of documenting meeting minutes, good practical knowledge of using smart phones to conduct survey/ data collection and basic computer use
  • Willingness to travel and stay in rural areas
  • Ability to work with diverse communities
  • Ability to work with DRR focal person of Palika, thematic leads of the Palika, Palika executive committee, other NGOs working in the same Palika
  • Perform other duties as assigned.
