Ipas works globally with a vision that every woman and girl has the right and ability to determine her own sexuality and reproductive health. We seek to expand the availability, quality and sustainability of abortion and related reproductive health services, as well as improve the enabling environment for the services. Ipas Nepal’s program intervention prioritizes intersectional partnerships that integrates into the broader gender equality and social justice, including gender-based violence prevention and response, and women-led climate justice. Our programs use a multifaceted approach that addresses reproductive health services, access to services and fulfillment of reproductive rights. Climate change is one of the defining crises of our time, and people’s sexual and reproductive health and rights are affected by this crisis. The effects of climate change amount to a global public health, economic, humanitarian, and gender equality.
The localization of the Comprehensive Sexuality Education (CSE) curriculum aims to adapt national-level CSE content to the local context by engaging schools, local governments, and health and education stakeholders. This initiative focuses on equipping teachers, School Health Nurses (SHNs) and local actors with the knowledge and tools to deliver age-appropriate, accurate, and inclusive SRHR education to adolescents. The process supports the integration of CSE into local policies and systems, addresses stigma related to SRHR and abortion and promotes gender equality and climate justice through community-driven, school-based approaches.
Position: Consultant for Localization of Comprehensive Sexuality Education Curriculum for school
Objective of Assignment
- To initiate the localization process on CSE curriculum by engaging Province, District and local governments, education stakeholders, and School Health Nurses in policy dialogue and planning.
- To develop integrated CSE curriculum for local levels.
- To advocate for the integration of CSE into local education and health policies by aligning with existing municipal laws, school health programs, and adolescent health initiatives.
Activities of the assignment
The consultant should support Ipas Nepal in following activities.
- Coordinate with the Provincial Health Directorate (PHD), Education Development Directorate, and Education Committees of local municipalities to share the objectives of the assignment and support integration of CSE into local curricula. This will include orienting key stakeholders on SRHR, GBV, climate justice, and the CSE framework, using available tools (e.g. VCAT).
- Facilitate district level consultations with health and education stakeholders to support the integration of CSE into local education and health policies by aligning with existing municipal laws, school health programs, and adolescent health initiatives.
- Conduct local level stakeholder meetings, including orientation sessions, CSE needs mapping, and review and adoption of localized curricula. This will include a review of the national CSE framework, existing CSE modules, and relevant SRHR policies and guidelines (e.g. SMRH Act, NSSD Guidelines, SHN program documents).
- Identify and select schools with School Health Nurses (SHNs) and support orientation and pilot testing of the draft CSE curriculum with teachers and SHNs, along with focus group discussions with students.
- Incorporate feedback from the testing phase to further localize the curriculum, ensuring it reflects the local context and includes SRHR, abortion laws, gender based violence, climate justice, and stigma reduction.
- Finalize the localized CSE curriculum and develop local level action points or policy recommendations to support integration of CSE into school systems and municipal policies.
Timeline
The consulting team/consultants are expected to complete the full scope of work within four (4) months following the signing of the agreement for this assignment. The assignment period is tentatively planned to run from May 2026 to August 2026.
The anticipated time allocation for each task is outlined below and may be adjusted in consultation with the contracting entity, as needed, to ensure timely and high quality delivery of all outputs:

Experience requirements:
Ipas Nepal seeks to engage an individual consultant with the following qualifications and experience:
- Strong understanding of Comprehensive Sexuality Education (CSE), Adolescent Sexual and Reproductive Health (ASRH), gender, and climate change.
- Proven experience in curriculum development, review, or localization, and/or development of policies or strategic plans in the development or public health sectors.
- A Master’s degree in social sciences, Public Health, Health Education, or a related field.
- Excellent communication and facilitation skills, with the ability to engage effectively with diverse stakeholders.
- Demonstrated ability to work under tight deadlines while maintaining a high level of professionalism and quality.
