Hiring of Consultant for Development of Training Manual and Delivery of Training of Trainers (ToT) on Rights-Based Approach, Screening and Psychosocial First Aid (PFA)

1. Organizational Background

KOSHISH is a national-level organization established in 2008 to promote mental health and psychosocial wellbeing in Nepal. Registered with the District Administration Office, Kathmandu (Reg. No. 086/065) and affiliated with the Social Welfare Council, Nepal (Reg. No. 25677), KOSHISH is recognized as an Organization of Persons with Disabilities (OPD) focused on psychosocial disability. It has been a member organization of the National Federation of the Disabled-Nepal (NFDN) since 2066/07/19 B.S.

2. Project Information

The project “Strengthening Health Systems for the Provision of Mental Health and Psychosocial Support (MHPSS) Services in Municipalities of Sudurpaschim and Lumbini Provinces” is an 18-month initiative (November 2025 – April 2027), funded by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and implemented by KOSHISH in close coordination with local governments.

Target Locations:

• Panchadewal Binayak Municipality, Achham (Sudurpaschim Province)
• Triveni Municipality, Bajura (Sudurpaschim Province)
• Bijaynagar Rural Municipality, Kapilbastu (Lumbini Province)

Project Goal (Impact Level): Strengthened health systems for sustainable provision of quality MHPSS services in the target municipalities of Sudurpaschim and Lumbini Provinces.

Project Objective (Outcome Level): Improved accessibility and quality of MHPSS services for marginalized groups, including persons with disabilities, OPDs, persons with mental health conditions and psychosocial disabilities, Dalit’s, women, and other vulnerable populations, in alignment with the "Leave No One Behind" (LNOB) principle.

3. Objective of the assignment:

The overall objective of this consultancy is to:

• Develop a practical and participatory Training Manual on Rights-Based Approach, Mental Health Screening and Psychosocial First Aid (PFA) for OPD leaders and members. 
• Build the capacity of selected OPD leaders/community leaders through a Training of Trainers (ToT) so they can serve as Master Trainers and facilitate future community-level trainings. 

4. Scope of Work

The consultant/resource person shall undertake the following activities:

A. Training Manual Development

The consultant shall:

• Conduct an inception meeting with KOSHISH. 
• Review relevant national and international literature, policies, guidelines and training resources.
• Review existing materials on: Rights-Based Disability Inclusion, UN Convention on the Rights of Persons with Disabilities (UNCRPD), Disability Rights Act of Nepal, Community-Based Mental Health, Mental Health Screening, PFA, and Stigma Reduction 
• Prepare a competency-based Training Manual. 
• Develop: Facilitator Guide, Participant Handbook, PowerPoint presentations, Practical exercises, Case studies, Group activities, Role-play exercises, Screening practice tools, Pre/Post test tools, and Training evaluation forms 
• Present the draft manual to KOSHISH. 
• Revise and finalize the manual incorporating comments. 

B. Training of Trainers (ToT)

The consultant shall conduct one intensive 3-day ToT using the developed manual.

Participants:

• Approximately 45 participants (15 participants from each of the three project municipalities) consisting of OPD leaders and community leaders. 
• Participants will become Master Trainers for future community-level trainings. 

5. Expected Training Contents

The manual and ToT shall include, but not be limited to:

Module 1: Introduction

• Mental Health and Psychosocial Support (MHPSS), Disability Inclusion, Human Rights Principles 

Module 2: Rights-Based Approach

• Human Rights Principles, Disability Rights, the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD), the Rights of Persons with Disabilities Act, the Leave No One Behind (LNOB) principle, and Gender Equality and Social Inclusion (GESI).

Module 3: Disability and Mental Health

• Types of disabilities, Psychosocial disabilities, Mental health conditions, Myths and misconceptions 

Module 4: Stigma Reduction

• Understanding stigma, Self-stigma, Family stigma, Community stigma, Anti-stigma strategies, Communication skills 

Module 5: Mental Health Screening

• Identification of vulnerable individuals, Basic screening tools, Referral pathways, Ethical considerations, Confidentiality 

Module 6: Psychosocial First Aid (PFA)

• Principles of PFA, Look-Listen-Link approach, Communication skills, psychological support, Referral mechanisms 
• The PFA module shall align with the WHO Psychological First Aid Guide and emphasize that participants provide immediate supportive assistance rather than counselling or clinical treatment.

Module 7: Facilitation Skills

• Adult learning principles, Participatory facilitation, Managing group dynamics, Training planning, Practice facilitation 

Module 8: Practicum

• Case studies, Role plays, Group facilitation, Feedback sessions 

6. Methodology

The consultant shall adopt participatory, learner-centred, competency-based, and adult learning approaches throughout the assignment to promote active engagement and practical skill development. The methodology shall include a review of relevant literature and existing training resources, consultations with key stakeholders, interactive presentations, facilitated discussions, brainstorming sessions, practical demonstrations, hands-on exercises, group work, role plays, case studies, simulation exercises, experience sharing, and supervised practice on basic community-level mental health identification, referral pathways, and the provision of PFA. The consultant shall emphasize experiential learning, provide opportunities for reflection and daily review, gather participant feedback throughout the training, and ensure that the training is inclusive and accessible, with appropriate reasonable accommodation to enable the meaningful participation of persons with disabilities.

7. Deliverables

The consultant shall submit:

• Inception Report 
• Literature Review Summary 
• Draft Training Package including: Training Manual, Facilitator Guide, Participant Handbook, PPT presentations, Case studies, Practical exercises, Role plays, Pre/Post-test, Training evaluation tools 
• Final Training Package incorporating KOSHISH feedback 
• Three-day ToT Delivery 
• Final Consultancy Report including: Training summary, Participant list, Pre/post-test analysis, Training evaluation findings, Lessons learned, Recommendations, Photo documentation

9. Required Qualifications

The consultant should possess:

Education

• Master's degree in Psychology, Public Health, Social Work, Counseling Psychology, Psychiatry, Disability Studies, Community Development, or related discipline. 

Experience

• Minimum 7 years of experience in mental health, psychosocial support, disability inclusion or rights-based programming. 
• Proven experience in developing training manuals. 
• Experience facilitating Training of Trainers. 
• Experience working with OPDs and persons with disabilities.
• Demonstrated strong understanding of rights-based approaches, the UNCRPD, community-level mental health identification and referral, PFA, and adult learning principles and methodologies.

10. Reporting

The consultant will report directly to the Program Manager, KOSHISH, and work closely with the Project Coordinator and the technical team throughout the assignment. The Program Manager, in consultation with the technical team, will review and approve all deliverables to ensure they meet the required quality standards before processing payments in accordance with the agreed payment schedule.

11. Required Proposal Documents

12. Ownership of Deliverables

All manuals, training materials, presentations, tools, reports and related outputs produced under this consultancy shall remain the exclusive property of KOSHISH. The consultant shall not reproduce, publish or distribute these materials without prior written approval from KOSHISH.

Expected Outputs

By the end of the assignment:

• A high-quality, context-specific Training Manual on Rights-Based Approach, Mental Health Screening, Stigma Reduction and Psychosocial First Aid will be developed. 
• A pool of 15 OPD leader’s/community leaders from each municipality will be trained as Master Trainers through an intensive three-day ToT. 
• Participants will have the knowledge and practical facilitation skills to replicate trainings and promote inclusive, rights-based MHPSS services within their municipalities.
