Consultant/Consulting Firm for Drafting the Local Right to Food and Food Sovereignty Act

Organization: Kalika Self-Reliance Social Center (KSSC-Nepal)

Project: Grassroots Civil Society Organizations as Promoters of Improved Food Systems and Equitable Livelihood Opportunities (NPL1083-22)

Duty Station: Kapilvastu District (Mayadevi, Suddodhan, and Yasodhara Rural Municipalities)

Duration: 20 working days (within one month)

Application Deadline: Within Eleven (11) days following the publication notice on July 31, 2026.

Background

Kalika Self-Reliance Social Centre (KSSC-Nepal), in partnership with FORWARD Nepal and with financial support from Welthungerhilfe and BMZ, calls applications from qualified consulting firms, legal consultancy firms, or a consortium of qualified professionals to provide technical consultancy services for reviewing the implementation of the Right to Food and Food System Strategic Plans and drafting municipality-specific Local Right to Food and Food Sovereignty Acts for three Rural Municipalities of Kapilvastu District.

Scope of work

The consultant/consulting firm will:

  • Review the existing Right to Food and Food System Strategic Plans.
  • Facilitate three two-day municipal workshops.
  • Conduct implementation gap analysis.
  • Draft municipality-specific Local Right to Food and Food Sovereignty Acts.
  • Facilitate validation meetings with stakeholders.
  • Finalize the draft Acts and legislative roadmap.
  • Submit workshop reports and final consultancy reports.

Expected deliverables

Phase 1: Inception & Alignment

  • Inception report and detailed work plan
  • Consultation meetings across three local government units

Phase 2: Stakeholder Engagement & Assessment

  • Workshop facilitation materials and session delivery
  • Three comprehensive workshop reports
  • Strategic plan review report

Phase 3: Policy Drafting & Final Deliverables

  • Draft and final Local Right to Food and Food Sovereignty Acts (customized for each municipality)
  • Legislative roadmap for formal endorsement
  • Final consultancy report

Required qualifications

Food Systems Expert

  • Advanced degree in agriculture, food systems, nutrition, public policy, rural development, or a related field.
  • Minimum 7 years of relevant experience.
  • Proven experience in food systems, nutrition governance, local planning, and workshop facilitation with local governments.

Registered Advocate / Legal Expert

  • Bachelor’s or Master’s degree in Law.
  • Registered Advocate licensed to practice in Nepal.
  • Minimum 7 years of experience in legislative drafting, local government law, and policy formulation.
  • Experience in drafting local Acts, by-laws, and regulations.
  • Applicants may apply individually or as a consulting firm/consortium.

Please submit your technical and financial proposals by 10th August 2026 until 5 PM: Applicants are required to submit separate copies of the technical and financial proposals. For email submissions, both proposals must be password-protected. For hard copy submissions, the technical and financial proposals should be placed in separate sealed envelopes and then enclosed together in a single sealed envelope. Failure to submit password-protected proposals (in the case of email submission) will result in automatic disqualification from further evaluation.
