Background

Centre for Dalit Women Nepal (CDWN) is a women-led organization working to advance gender equality, social inclusion, and women’s political participation, with a particular focus on Dalit women and women from marginalized communities. CDWN has a strong track record of designing and implementing leadership development, civic engagement, and capacity-building initiatives for women at local, provincial, and national levels.

Despite constitutional and legal provisions supporting women’s political participation in Nepal, women politicians and leaders continue to face structural barriers, gender-based discrimination, limited access to leadership opportunities, and capacity gaps. Likewise, women political leaders and aspiring women leaders and youths in Nepal are increasingly face challenges related to misinformation and disinformation, digital violence, and unsafe digital spaces. These challenges negatively impact women’s confidence, visibility, and effective participation in political and electoral processes. 

In response, CDWN seeks to engage qualified consultants to support women leaders and aspiring women develop election campaign related documents and support in capacity-building training aimed at strengthening women’s leadership outlined as TOR 1 and TOR 2.

TOR 1: Consultant to Deliver Capacity Building Trainings for Women political leaders and aspiring leaders

The objective of TOR–1 is to engage a consultant to deliver a day session in different provinces on capacity-building trainings aimed to strengthen leadership, and confidence of women political leaders, and aspiring women leaders through different skills.

Scope of Work

  • Develop participatory training session plan focusing the negotiation skills in building confidence. 
  • Addressing gender-based barriers and harmful social norms affecting female politicians and leaders. 
  • Enquire to understand the need of aspiring youths, women leaders and political leaders.
  • Ensure inclusive and participatory training methodologies that promote peer learning and collective solidarity.
  • Integrate practical exercises, simulations, and real-life case studies relevant to electoral processes and political leadership.
  • S/he should be able to visit the province/s as per organization target.

TOR–2: Consultant to Deliver Two-Day Provincial Trainings on Digital Safety and Digital Campaigning

The objective of TOR–2 is to engage a consultant (or consultancy team) to deliver two days trainings in all different provinces for women politicians, leaders, and election candidates on digital safety, misinformation and disinformation, digital violence, and effective digital campaigning during elections.

Scope of work

  • Develop two days session plan focusing on Digital violence and safety.
  • Identifying, preventing, and responding to digital violence, including misinformation, disinformation, hate speech, and threats.
  • Integrate practical exercises, simulations, and real-life case studies relevant.
  • S/he should be able to visit the province/s as per the project targeted.

Thematic areas:

  • Digital risks and challenges for women leaders.
  • Understanding misinformation and disinformation during elections.
  • Digital violence: forms, impacts, and response mechanisms.
  • Digital safety, security practices and legal mechanism. 
  • Overview of and institutional mechanisms related to cyber safety in Nepal.
  • Ethical and effective digital campaigning strategies.
  • Countering misogyny and harmful gender norms online.

Expected Outputs

  • Two days digital safety and digital campaign training session plan and materials.
  • Delivery of training in different provinces.
  • Enhanced capacity of women participants to navigate digital spaces safely.
  • Brief training reports.

Experience and Qualification

  • At least experience 5 years of in designing and facilitating capacity-building or leadership trainings, preferably for women leaders or political actors.
  • Strong understanding of women’s political participation and GESI issues in Nepal.
  • Sound knowledge and experience on working with Nepali local level government planning, Electoral system, legal provisions, civil society and local level organizations.
  • Proven experience working with women leaders, elected representatives, candidates, or civil society organizations
  • Experienced in Campaign planning, misogyny, challenging harmful social norms in political leadership and manifesto designing.
  • Excellent facilitation and communication skills in Nepali language is highly recommended.

Additional expertise in digital safety, misinformation and disinformation, or online gender-based violence is required for TOR–2.

  • Updated CV(s) highlighting relevant experience.
  • Short technical note outlining the proposed training approach and methodology for the selected TOR(s).
