Organizational Background

Center for Dalit Women Nepal (CDWN) is a national-level non-governmental organization founded in 2016 by Dalit women social activists and political leaders. CDWN is committed to political, social, and economic empowerment of Dalits, women, and other marginalized groups in Nepal. The organization envisions a society free from caste and gender discrimination and works to create an enabling environment for Dalit and marginalized women’s meaningful participation in public life.

Purpose of the Position

The Admin and Finance Manager is responsible for providing strategic leadership and overall oversight of CDWN’s financial and administrative management systems. The position ensures transparency, accountability, and compliance with donor regulations, national laws, and organizational policies. The role involves planning, managing, and reporting financial and administrative resources to effectively support CDWN’s mission and program objectives.

Key Responsibilities

  • Strategic Financial and Administrative Management
  • Lead the development and implementation of financial and administrative strategies, policies, and systems.
  • Advise the Executive Director and Senior Management Team on financial risks, opportunities, and organizational sustainability.
  • Support resource mobilization efforts by preparing financial inputs and analyses for project proposals and budgets.

Financial Planning, Budgeting, and Control

  • Oversee annual budgeting processes in close coordination with program and administrative teams.
  • Monitor budget utilization and provide timely variance analysis with corrective recommendations.
  • Ensure effective cash flow management to meet project and operational requirements.

Accounting, Compliance, and Audit

  • Supervise the maintenance of accurate, complete, and up-to-date accounting records.
  • Prepare periodic financial statements and ensure readiness for internal and external audits.
  • Ensure compliance with Nepal government financial regulations, tax laws, labor laws, NGO governance requirements, and donor guidelines.
  • Coordinate internal and external audits and ensure timely follow-up on audit findings and recommendations.

Donor and Partner Financial Management

  • Ensure accurate and timely donor financial reporting in line with grant agreements.
  • Provide financial oversight and capacity-building support to partners, local governments, and project teams as required.
  • Ensure compliance with bilateral, multilateral, and other donor financial requirements.

Monitoring, Reporting, and Documentation

  • Prepare and submit timely financial reports for management, Board, and donors.
  • Maintain transparent, well-organized financial documentation and archiving systems.

Team Leadership and Capacity Development

  • Supervise, mentor, and support finance and administrative staff at head office and field levels.
  • Conduct regular training and orientation on financial policies, procedures, compliance, and donor reporting.
  • Promote a culture of accountability, transparency, efficiency, and teamwork.
  • Perform other relevant tasks as assigned by the line manager.

Required Qualifications and Experience

  • Master’s degree in Finance, Accounting, Business Administration, or related field, or CA/ACCA qualification.
  • Minimum of 5 years of progressive experience in finance and administration, including at least 2 years in a senior finance role in NGOs/INGOs.
  • Experience in managing both finance and administrative functions will be an added advantage.
  • Strong knowledge of Nepal’s taxation system, labor laws, and NGO/INGO financial regulations.
  • Proven skills in budget planning, financial analysis, reporting, and risk management.
  • Hands-on experience with accounting software (e.g., FAMAS) and strong proficiency in MS Excel.
  • Strong leadership, communication, and interpersonal skills.
  • Willingness and ability to travel to field offices and project sites as required.

Project Background

The project Pathways from Trauma to Empowerment aims to understand and measure changes in harmful social norms through storytelling and collective mobilization. It seeks to influence relationships at household, community, market, and state levels for transformative gender equality programming. The project is implemented in Provinces 2 and 3 (Bagmati).

This assignment supports inclusive and informed participation in the upcoming election by strengthening the understanding and capacities of government officials, justice actors, elected representatives, and communities on gender-responsive and inclusive governance in all 7 provinces. It promotes awareness of rights, social accountability, and leadership among women, Dalits, LGBTIQ+ persons, and other marginalized groups so they can engage confidently and safely in electoral and governance processes. Through dialogue platforms and collective actions, the initiative helps ensure that voices of excluded communities are heard, represented, and reflected in decision-making before, during, and after the election.

Purpose of the Assignment

CDWN seeks a Finance Officer (Short Term) to provide short-term financial, administrative, and operational support for effective implementation of the project. The consultant will ensure compliance with CDWN financial policies and donor requirements and support timely financial reporting and documentation for project outputs.

Scope of Work and Responsibilities

1. Financial Management and Compliance

  • Ensure financial management of project activities in full compliance with CDWN rules, policies, and financial systems.
  • Review, verify, and validate financial transactions, supporting documents, and payment requests.
  • Monitor financial exceptions, identify anomalies, and report findings with recommendations to the supervisor.
  • Support budget revisions, tracking expenditures, and identification of unutilized funds.
  • Prepare financial data and documentation for internal and external audits and support implementation of audit recommendations.

2. Administrative and Logistical Support

  • Provide administrative support for programme work plans, budgets, and implementation arrangements.
  • Support logistical, administrative, and financial arrangements for dialogues, workshops.
  • Manage travel arrangements, travel claims, and documentation for the project team.

3. Resource Mobilization Support

  • Compile financial and programmatic information for donor reporting and internal databases.
  • Assist in preparation of draft cost-sharing agreements and contribution tracking.
  • Follow up on donor contributions and required financial documentation.

Deliverables (Mandatory)

Within the 2-month contract period, the consultant must submit:

  • Monthly Financial Statements and Expense Tracking Sheets
  • Budget Utilization Report aligned with project outputs and indicators
  • Supporting Financial Documentation for donor compliance
  • Final Financial and Administrative Report summarizing:
    • Budget utilization
    • Financial compliance status
    • Key challenges and recommendations

All reports must align with UN Women output indicators and CDWN reporting formats.

Required Qualifications and Experience

Education

  • Bachelor’s/ Masters degree in Finance, Accounting, or a related field with 3+ years of experience at NGOs/INGOs.

Experience and Skills

  • Proven experience in financial and administrative management within NGOs or development projects.
  • Experience working with coalitions, networks, or women-led / marginalized groups organizations.
  • Strong financial reporting, documentation, and data management skills.
  • Proficiency in MS Word, Excel, and PowerPoint.
  • Ability to support training, orientations, and workshops.
  • Good command of spoken and written English and Nepali.
  • Experience in office administration, procurement, and basic staff coordination is an asset.

Contract Modality

  • Short-term consultancy for 2 months
