Nepal Health Economics Association (NHEA)

The Nepal Health Economics Association (NHEA) is a leading non-governmental, non-profit professional organization established in 1998, committed to advancing the field of health economics and supporting evidence-based health policy in Nepal. We are excited to invite applications from qualified and motivated professionals to join our team for several ongoing and upcoming projects. Our work focuses on health economics, financing, policy, and health systems, often in collaboration with the Ministry of Health and Population (MoHP), academic institutions, and international technical partners. Positions are available on a part-time or full-time basis, with flexibility to be discussed during the recruitment process. 

NHEA in collaboration with the Bergen Centre for Ethics and Priority Setting in Health (BCEPS), Department of Global Public Health and Primary Care (IGS), University of Bergen (UiB) has been implementing a number of health systems projects around priority setting in health and FairChoices as a global priority setting tool and calls for applications for following positions. BCEPS is a Research Council of Norway Centre of Excellence at UiB. BCEPS focuses on promoting ethically acceptable, fair, and efficient priority setting in national health systems.

Thematic lead (Health Policy & Systems) - 1

Background

Implemented in collaboration with the BCEPS at the University of Bergen, Norway, and funded by NORAD, this project is a continuation of the earlier phase which supports Nepal’s progress toward Universal Health Coverage (UHC) by 2030. The next phase of the project starting January 2026 is also expected to be undertaken under the aegis of the Ministry of Health and Population (MoHP), to facilitate improving availability, coverage of and access to the basic health services in Nepal. The project is closely aligned with the objectives of Nepal’s National Health Financing Strategy (NHFS) 2023 - 2033 and the Nepal Health Sector Strategic Plan 2023 - 2030. 

The project seeks to support progressive realization of universal health coverage (UHC) by: 

  • Strengthening the country’s capacity to translate and align evidence-based priorities into actionable health system reforms.  
  • Institutionalizing evidence-informed priority setting (EIPS) within Ministry of Health.

1. Overarching Role

The broader scope of the position is to provide technical leadership to the project in line with the above objectives, and to support both the technical and operational implementation of the project in close collaboration with NHEA and other BCEPS partners (for e.g., Kathmandu University) in Nepal. 

2. Key Responsibilities

  • Provide technical leadership for evidence-informed priority setting (EIPS) of healthcare interventions.
  • Lead health policy, systems, and implementation research to generate evidence for prioritized basic health services. 
  • Lead policy dialogues, debates and policy discussions around health policy, systems, health financing, and related areas.  
  • Work collaboratively with other teams working on costing of interventions, cost analysis, and policy analysis aimed at improving health economic evidence for policy.  
  • Manage the translation of research into policy and strategy, including supporting use of evidence for updating key national guidelines and other guiding documents on different blocks of health system. 
  • Support the implementation of various economic analyses, including equity analysis on identified topics. 
  • Support and facilitate various meetings, workshops, and seminars around EIPS. 

3. Qualifications

  • Master’s degree in public health, medicine, community medicine, health care management, nursing, health economics, policy sciences, or related field; PhD preferred. 
  • Minimum 7 years of experience in health policy and systems related work.
  • Experience of research design, planning and implementation, preferably on health systems research.  
  • Proven experience working with government stakeholders, preferably with different levels (federal, provincial, and local level). 
  • Experience in health economics research will be an added advantage. 
  • Good understanding of Nepal’s health policy context and healthcare delivery system.
